Labuan agency urged to be facilitator of community empowerment
Dr Zaliha Mustafa speaks to reporters after welcoming passengers from Kota Kinabalu and promoting the Borneo Flora Festival (BFF) Labuan 2025 at the Labuan International Ferry Terminal today. The Labuan-Kota Kinabalu express ferry service has seen a surge in passengers since resuming operations on May 27, following a three-year suspension. To date, more than 3,700 commuters have used the direct sea route, with each trip operating at full capacity of over 100 passengers. --fotoBERNAMA (2025) COPYRIGHT RESERVED Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa has urged Labuan Corporation (LC) to proactively act as a facilitator of community empowerment. She said the agency should expand its duties beyond waste management, roads and drains. 'Labuan Corporation must act as facilitator to empower the socioeconomic well‑being of the people, including addressing food security and the high cost of living on the island,' she told Bernama after a meeting with LC's top management. Dr Zaliha stressed for governance and integrity to be the foundational principles of local authority operations. Despite Labuan boasting the second-highest gross domestic product (GDP) per capita in Malaysia, primarily driven by the oil and gas and finance sectors, Dr Zaliha pointed out that this prosperity had not translated into tangible benefits for ordinary residents. Initiatives aimed at reducing dependence on food imports by increasing local production of essential items such as poultry, meat, eggs and vegetables, she said, should be prioritised to boost food self-sufficiency. She also reminded LC that it must transcend traditional administrative roles to become a dynamic catalyst for inclusive growth, championing food security, upholding integrity and leveraging tourism and infrastructure development to ensure that Labuan's wealth benefitted its residents. On another matter, Dr Zaliha said the upcoming Borneo Flora Festival in Labuan was designed to generate multiplier effects across the hospitality, transportation, food and beverage, and homestay sectors, ensuring that economic gains reached grassroots businesses. Dr Zaliha also attended a presentation by Labuan's container port operator, Megah Port Management Sdn Bhd (MPM), on boosting the island's tourism by facilitating the arrival of international cruise liners. She said integrating Labuan into the cruise tourism circuit would diversify the island's tourism portfolio. 'We will continue exploring viable attractions across this island to strengthen its tourism offerings,' she said. In its presentation, MPM outlined its preparedness to position Labuan as a cruise destination, providing urgent repair and upgrading works implemented at the Labuan port's jetty infrastructure to accommodate the docking of large cruise vessels. The presentation was also attended by Federal Territories Department (JWP) director-general Datuk Seri Noridah Abdul Rahim, LC chief executive officer Mohd Sukuran Taib and MPM managing director Datuk Seri Patrick Tiong.

Amendments to Medical Regulations and Act come into force today
PETALING JAYA: Effective Tuesday (July 1), the enforcement of the Medical Regulations (Amendment) 2025 and the Medical (Amendment) Act 2024 [Act A1729] has officially commenced. Health Minister Datuk Seri Dr Dzulkefly Ahmad stated that this significant achievement is part of ongoing efforts to strengthen governance, transparency, and inclusiveness in the country's medical profession. "The amendment to the Medical Regulations provides the necessary legal framework to implement the provisions of the amended Act. It creates a clear and consistent path for the recognition and registration of specialists trained through the Parallel Pathway programme and local specialist training. "The amendment clarifies the role and responsibilities of the Malaysian Medical Council (MPM) in ensuring that all practitioners with certain qualifications are assessed fairly and transparently," he said in a statement. He also noted that the structure and membership of the MPM have been strengthened to be more equitable in terms of its composition, in accordance with the current status of the health workforce, particularly in the public sector. Additionally, the amendment provides a strong legal basis for all local specialist training programmes to ensure they are recognised and administered more systematically. This, Dzulkefly pointed out, would enable specialists who were previously in limbo to be assessed and registered, thereby serving the people better. Apart from that, the amendment would increase access to high-quality specialist care and strengthen public confidence as all specialists serving in the health system are assessed against consistent standards of competence regardless of their training pathway. "The ministry's management and I will continue to engage with stakeholders, empower innovation, and implement reforms that ensure our health system remains resilient, inclusive, and future-proof," he said. In light of this, Dzulkefly expressed appreciation to the Academy of Medicine of Malaysia (AMM), Malaysian Association for Thoracic & Cardiovascular Surgery (MATCVS), National Council of Professors (MPN), Malaysian Medical Association (MMA), Malaysian Medical Council (MMC), training institutions, legal experts, and policy-making partners who have contributed to this important reform.

Overall, 1,266 (3.06%) of the STPM 2024 candidates scored a perfect 4.00 CGPA, the highest in the examination's history. In 2023, the number of 4.00 scorers were 1,116. The number of candidates who scored 5As in all five subjects also increased from 41 in STPM 2023 to 53 this year. Meanwhile, those who achieved 4As rose to 1,228 candidates, up from 1,087 in 2023. About 10.71% of all candidates had a CGPA of 3.75 and above, 44.97% had a CGPA of 3.00 and above, 58.96% had a CGPA of 2.75 and above, and 90.10% had a CGPA of 2.00 and above. This marked an overall improvement from 2023, said Malaysian Examinations Council (MPM) chairman Prof Datuk Dr Md Amin Md Taff. 'With more candidates achieving these CGPAs, it is hoped that there will be no obstacles for them to receive offers to study in public universities,' he said at MPM's office here yesterday. All 23 subjects offered, he said, saw more than 60% of candidates achieving grade C and above – a full pass. He added that with the increase in the national CGPA by 0.01 from 2023 to 2.85 this year, and with STPM's internationally recognised standards and quality, he urges more SPM students to consider STPM as their first choice. A total of 41,434 candidates sat for the examinations for all three STPM 2024 semesters. During the award presentation ceremony to top scorers, Education Minister Fadhlina Sidek reaffirmed the government's commitment to making Form Six a top post-SPM choice for students. 'Hopefully, with these better results, along with improved incentives and initiatives, we can continue to enhance the quality of Form Six students in the coming years,' she added. She also announced the formation of the Form 6 Madani generation representative council under her purview. 'We are streamlining the Form Six council, where all Form Six student associations will operate under its umbrella,' she said. Fadhlina added that through this effort, the ministry aims to build a Form Six leadership team, particularly to nurture the next generation of national leaders. 'These students will be given the opportunity to be with me and experience the leadership process through an internship programme we call 'Sanggar Bitara',' she said. She said the students will observe how leadership operates and how policy decisions are made, adding that programmes like this – along with the Form Six council – must be supported to help shape these students into future leaders as part of Malaysia's regeneration programme. Meanwhile, Fadhlina also said that 300 scholarships are reserved for outstanding STPM graduates pursuing education degrees in public institutions. She said the ministry is focusing its attention on supporting talented and competent individuals who have achieved good STPM results to further their studies in the field of education. 'I hope that STPM graduates will apply and look into this offer to further their studies in the field of education,' she said. Separately, Fadhlina also stated that the MPM will be implementing a mechanism referred to as 'patching', which enables STPM students to retake selected subjects within the same academic year to improve their grades and university admission prospects.
