Labuan agency urged to be facilitator of community empowerment
Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa has urged Labuan Corporation (LC) to proactively act as a facilitator of community empowerment.
She said the agency should expand its duties beyond waste management, roads and drains.
'Labuan Corporation must act as facilitator to empower the socioeconomic well‑being of the people, including addressing food security and the high cost of living on the island,' she told Bernama after a meeting with LC's top management.
Dr Zaliha stressed for governance and integrity to be the foundational principles of local authority operations.
Despite Labuan boasting the second-highest gross domestic product (GDP) per capita in Malaysia, primarily driven by the oil and gas and finance sectors, Dr Zaliha pointed out that this prosperity had not translated into tangible benefits for ordinary residents.
Initiatives aimed at reducing dependence on food imports by increasing local production of essential items such as poultry, meat, eggs and vegetables, she said, should be prioritised to boost food self-sufficiency.
She also reminded LC that it must transcend traditional administrative roles to become a dynamic catalyst for inclusive growth, championing food security, upholding integrity and leveraging tourism and infrastructure development to ensure that Labuan's wealth benefitted its residents.
On another matter, Dr Zaliha said the upcoming Borneo Flora Festival in Labuan was designed to generate multiplier effects across the hospitality, transportation, food and beverage, and homestay sectors, ensuring that economic gains reached grassroots businesses.
Dr Zaliha also attended a presentation by Labuan's container port operator, Megah Port Management Sdn Bhd (MPM), on boosting the island's tourism by facilitating the arrival of international cruise liners.
She said integrating Labuan into the cruise tourism circuit would diversify the island's tourism portfolio.
'We will continue exploring viable attractions across this island to strengthen its tourism offerings,' she said.
In its presentation, MPM outlined its preparedness to position Labuan as a cruise destination, providing urgent repair and upgrading works implemented at the Labuan port's jetty infrastructure to accommodate the docking of large cruise vessels.
The presentation was also attended by Federal Territories Department (JWP) director-general Datuk Seri Noridah Abdul Rahim, LC chief executive officer Mohd Sukuran Taib and MPM managing director Datuk Seri Patrick Tiong.

MPM senior vice-president Datuk Bacho Pilong KUALA LUMPUR: Petroliam Nasional Bhd (PETRONAS), via Malaysia Petroleum Management (MPM), has formalised a few key agreements with the Sabah state government at the Sabah Oil, Gas & Energy Conference & Exhibition (SOGCE) 2025. In a statement today, the national oil company said it officially handed over the Sabah gas strategy document, which outlines a long-term and structured blueprint to secure reliable gas supply for the state's expanding domestic demand. The document is a joint initiative between Petronas and the Sabah state government. MPM senior vice-president Datuk Bacho Pilong said the document handover, together with other milestones, "reaffirms our partnership with the state government to responsibly unlock the full potential of the state's energy resources. "We will together continue accelerating sustainable development, strengthening energy security and creating long-term value to benefit Sabah and the nation,' he said in the statement. These various milestones reflect a shared commitment to advancing Sabah's energy landscape via collaborative, sustainable, and value-driven development, he said. The Sabah gas strategy was developed by a joint task force comprising Petronas, SMJ Energy Sdn Bhd, Sabah Energy Corporation Sdn Bhd, Sabah's Energy Commission and Sabah's Industrial Development and Entrepreneurship Ministry under the advice of the Sabah joint coordination committee, the statement said. Additionally, Petronas said it also signed the technical evaluation agreement (TEA) with ConocoPhillips Malaysia New Ventures Ltd and PERTAMINA Hulu Energi for the Layang-Layang Basin. This paves the way for comprehensive subsurface studies ranging from regional geological assessments to detailed prospect analysis for 44,500 square kilometres located off Sabah's coast. The national oil company also formalised a memorandum of understanding with DIALOG Resources Sdn Bhd to advance the development of the Mutiara Cluster, located off Sabah's east coast. Petronas, Sabah govt seal strategic energy agreements
Sabah industrial development minister Phoong Jin Zhe (fifth from right), MPM senior vice-president Bacho Pilong (fourth from right), joined by Sabah government representatives and industry leaders at the Sabah Oil, Gas & Energy Conference & Exhibition 2025. (Website pic) PETALING JAYA : Petronas, through Malaysia Petroleum Management (MPM), has formalised several key agreements with the Sabah government at the Sabah Oil, Gas & Energy Conference & Exhibition (SOGCE) 2025 in Kota Kinabalu. The national oil company said the agreements mark key milestones in a shared commitment to advancing Sabah's energy landscape through collaborative, sustainable, and value-driven development. 'The event represented a key advancement in Sabah's energy development with the official document handover of the Sabah Gas Strategy, an initiative by both Petronas and the state government,' it said in a statement. MPM senior vice-president Bacho Pilong said these achievements reaffirm Petronas's enduring partnership with Sabah, built on mutual trust and a shared vision to responsibly unlock the full potential of the state's energy resources. Under the advisory of the Sabah Joint Coordination Committee, the strategy was developed by a joint task force comprising Petronas, SMJ Energy Sdn Bhd, Sabah Energy Corporation Sdn Bhd, the Energy Commission of Sabah as well as the state industrial development and entrepreneurship ministry. Another highlight was the signing of the technical evaluation agreement (TEA) for the Layang-Layang Basin off the coast of Sabah, a frontier basin spanning about 44,500 sq km. The agreement, signed with ConocoPhillips Malaysia New Ventures Ltd and Pertamina Hulu Energi, paves the way for comprehensive subsurface studies ranging from regional geological assessments to detailed prospectivity analysis. 'This highlights Petronas's continued commitment to activate frontier basins and advancing exploration efforts in this promising area,' Petronas said. The company also inked a memorandum of understanding with Dialog Resources Sdn Bhd to further advance the development of the Mutiara Cluster, located off the coast of Sabah's east coast. Offered under the Malaysia Bid Round 2025, the Mutiara Cluster small field asset production sharing contract was awarded to Dialog Resources in June. The cluster offers an opportunity to monetise discovered resources with a cost effective, optimised development plan that will see Dialog Resources repurpose existing materials and equipment, drawing on past insights to accelerate first gas delivery. Petronas is also investing in seismic data acquisition, including off Sabah's east coast, to enhance basin understanding and fast-track exploration.
