172 Bihar, Bengal women availed Maiya funds with forged docus
Jamshedpur: A total of 172 women of Bihar and Bengal were found to have availed the financial benefits of Rs 2,500 each of Jharkhand chief minister Hemant Soren's flagship welfare scheme Maiya Samman Yojana (MSY) fraudulently by making forged residential documents from Ghatsila of East Singhbhum district. Following the detection of the fraudulent withdrawal of the first instalment of the scheme amounts, the East Singhbhum district administration has initiated action to penalise the fraudsters and recover the money from them. In its initial action, the administration has filed an FIR against the 172 women with the Galudih police station apart from taking up steps by DC Karn Satyarthi to freeze their bank accounts on Thursday. Talking about the fraud, a district administration official, SDO Sunil Chandra said, "There's a suspicion that some gang is involved in conducting the fraud. Police will extensively probe and get to the root of it." The fraud was first detected during scrutiny of the accounts of the MSY beneficiaries by the Galudih block officials. All these women have produced forged residential documents to avail of the Jharkhand govt's scheme. "All 172 women have shown in their documents that they are the residents of Cholagora village in Hendaljuri panchayat under Galudih thana limits in Ghatsila block," said Mangal Tudu, the panchayat secretary of Hendaljuri. Moreover, their bank documents showed that all 172 women belonged to a particular minority community and incidentally none of the people of that community actually live in the eight villages of the Hendaljuri panchayat. The women under scanner have opened their bank accounts with the SBI Ghatsila branch and have also withdrawn one instalment of the MSY scheme, officials added.

BJP stages statewide protest in Jharkhand, accuses Hemant govt of institutionalised corruption
Ranchi: The Bharatiya Janata Party (BJP) on Tuesday held protests across all 264 blocks of Jharkhand, launching a scathing attack on the Hemant Soren-led government. The party alleged widespread corruption, administrative failure, and deterioration in the law and order situation across the state. During the demonstrations, BJP leaders targeted the state government for irregularities in development schemes, rampant illegal mining, worsening public infrastructure, and poor conditions in government hospitals. Issues related to roads, electricity, and drinking water were also raised prominently during the protest. After the protest, BJP workers submitted memoranda -- addressed to the Deputy Commissioners -- through Block Development Officers (BDOs), listing their demands and grievances. BJP state President and Leader of Opposition Babulal Marandi led the protest in the Gawan block of Giridih district. Addressing a gathering outside the block office, Marandi alleged, 'Under Hemant Soren's rule, government offices have turned into dens of corruption. Today's protest is just the beginning. If corruption does not stop, our agitation will intensify across the state.' He further accused the state government of shielding criminals, saying, 'People are living in fear. The law and order situation has worsened to such an extent that murder, robbery, and rape cases are setting new records.' Marandi also highlighted the condition of tribal communities, remarking that their plight has never been worse, despite the government claiming to represent them. BJP's acting state president Ravindra Kumar Ray led the protest at Rajdhanwar block in Giridih. 'We've sounded the bugle against this corrupt and incompetent government. Our fight will continue until they are removed from power,' Rai declared. Former Chief Minister Champai Soren led the agitation in front of the Saraikela block office. He said the JMM-Congress-RJD alliance had failed on every front. 'Senior citizens and disabled persons haven't received their pensions for months. Payments under the 'Maiya Samman Yojana' have been pending for three to four months. None of the major promises made by this government have been fulfilled,' he said. Elsewhere, BJP leaders led demonstrations in their respective constituencies -- C.P. Singh in Ranchi; Rajya Sabha MP Aditya Sahu in Kanke; MP Pradeep Verma in Nagari block; MLA Pradeep Prasad in Hazaribagh; MLA Raj Sinha in Dhanbad; and former Leader of Opposition Amar Kumar Bauri in Chandankiyari (Bokaro). Similar protests were held across other blocks by party MLAs and senior leaders.

1 2 Ranchi: Saihun Lakra, a 37-year-old woman in Ranchi's Lada village, had to depend on her husband for her small needs or take loans, to run her family. But her life has taken a turn since she has started getting financial assistance under the Mukhyamantri Maiya Samman Yojana (MMSY). Now, she not only fulfils her needs but also helps her husband in buying essentials for his paddy field, with the assistance. Saihun invested the money from the welfare scheme in poultry farming and earned modest returns by selling eggs and chickens. "I started poultry farming in October last year by investing Rs 2,000 to buy 20 chicks. After around three months, I sold some and earned Rs 5,000. Besides, I earn around Rs 1,000 a month by selling eggs. I fulfil the needs of my family and help my husband in agriculture," she told TOI. Like Saihun, many others have also embarked on entrepreneurial ventures through poultry farming and goatery, aiming to achieve economic self-reliance. Roushni Kachhap of Kesaro village bought three goats with the Maiya Samman amount and now hopes to earn a modest sum by selling a pair once they grow up. The Ranchi administration has further bolstered this initiative with the 'Maiya Samman to Mahila Swabalamban' programme, distributing chicks, goats and ducks at minimal costs to empower women and supplement their family's income. Ranchi DC Manjunath Bhajantri, who envisioned the first-of-its-kind initiative in the state, told TOI that the primary focus behind the initiative is to promote the wise use of the amount received under the scheme and prevent the beneficiaries from falling into cybercriminals' trap. "We aim to multiply Rs 2,500 they get under the scheme by at least 10 times. The district administration has conducted several programmes, in co-ordination with SHGs, to motivate women to venture into entrepreneurship. This way, they will not only be able to extend a helping to their families but also contribute to the state's growth," the DC added. So far, 5,170 beneficiaries have got chicks, 1,048 got goats, and 853 got ducks under the initiative, in 18 blocks of Ranchi district.

Hemant seeks pending mining dues, special assistance for state at Niti Aayog meet
Ranchi: Reiterating Jharkhand's demand for clearance of the state's dues related to mining, chief minister Hemant Soren on Saturday stressed the need to modify the fund devolution mechanism in the country during the 10th governing council meeting of the Niti Aayog chaired by Prime Minister Narendra Modi in New Delhi. Hemant also sought special financial assistance for over a dozen districts in the state which are battling developmental challenges. "The vision of Viksit Bharat can only be achieved by taking development to the villages. The vision begins with a developed state, which necessitates connecting developed villages. My govt is continuously working towards that mission," the chief minister said. Raking up the issue of dues owed by different mining companies, he said, "Outstanding funds amounting to around Rs 1.40 lakh crores should promptly be paid by the mining companies for taking over the state's land for mining-related activities. While Jharkhand is rich in mineral resources, it has to pay the price of displacement and pollution concerns." He also sought the amendment of The Coal Bearing Areas (Acquisition and Development) Act, 1957, under which mining companies must return land to the state govt after their activities. Mining companies should be allowed to set up captive plants and 30% of total production should be used within the state to increase employment. However, forest clearances delay such infrastructure development and should be resolved as done in northeastern states which have comparable forest areas with Jharkhand," he said, citing how the age-old tenancy laws in the state are hindering enterprises. The chief minister also demanded special assistance for Jharkhand similar to the northeastern states. "There is a need to implement special central assistance in 16 districts. The state govt bears the retention fees for central armed protection forces' (CAPFs) deployment to address the issue of extremism, which should be completely abolished under the principle of cooperative federalism. Even though the Naxal issue is restricted to only two districts now vis-à-vis 16 districts in 2014, the Centre must implement special central assistance in all 16 districts," he stressed. Laying stress on modifying criteria of central schemes, Hemant said, "Jharkhand govt has formulated several social security schemes, including pension schemes, Maiya Samman Yojana and Abua health scheme, among others, and therefore, central schemes should be implemented only in accordance with the state requirements," he said. Ahead of the scheduled visit of the 16th Finance Commission team to Jharkhand later this month, the CM called for the establishment of necessary procedures for revenue sharing between the central and state govts. "The vertical devolution of revenue needs to be increased from 41% to 50%. Currently, the divisible pool is assessed by the central govt, excluding all cesses and surcharges. No portion of this is included in the divisible pool. Since the implementation of the GST Act in 2017, manufacturing states like Jharkhand faced adverse impacts on revenue collection compared to the previous VAT system. For the initial five years, the state received compensation according to 14% protected revenue. Since June 2022, the absence of funds resulted in the state facking revenue losses amounting to thousands of crores," he underlined while demanding the expansion of rail operations in the state and the integration of CSR and DMFT funds into the state govt's priorities to address regional imbalances. State chief secretary Alka Tiwari, CM's additional chief secretary Avinash Kumar, resident commissioner (Delhi) Arwa Rajkamal, and planning secretary Mukesh Kumar accompanied Hemant at the meeting.

Aadhaar camps in Ranchi dist today for Maiya beneficiaries
1 2 Ranchi: Aadhaar seeding camps will be set up across all 305 panchayats in Ranchi district on Tuesday to facilitate the beneficiaries of Maiya Samman Yojana , district officials said on Monday. At the camps, which will be run from 10 am to 3 pm, beneficiaries of the scheme will be able to link their Aadhaar numbers with their respective bank accounts for direct benefit transfer . Beneficiaries within the municipal limits will have to complete the process in their banks. Launched in 2024, the scheme gives out a monthly stipend of Rs 2,500 to women aged between 18-50 years in the state. Ranchi deputy commissioner Manjunath Bhajantri said, "The district administration is committed to ensuring that every beneficiary receives her entitled honorarium directly into her Aadhaar-linked bank account. Camps in all panchayats and arrangements in urban banks have been made accordingly." Among the 4.69 lakh beneficiaries in the district, more than 3 lakh have already completed the linking process, officials said. Those who linked their their bank accounts by March this year have received their monthly instalments. "Those who received their three-month honorarium of Rs 7,500 after April 3, must get their Aadhaar seeded. Those who got their payment before April 3 need not, " R S Mishra, assistant director of social security , said. Urban beneficiaries will have to visit their respective banks to complete the seeding process. Sangita Kujur from Tatisilwai said, "It's good that camps are happening, but we were informed very late. Many women are confused about documents, and some may miss the chance. The administration should have given more time and proper information." According to district records, Ranchi district accounts for nearly 4.69 lakh registered beneficiaries under the Maiya Samman Yojana. The deputy commissioner has instructed all block development officers to ensure smooth functioning of the camps with facilities.
