New border agency boss hopes to make impact within a year

KUALA LUMPUR: Newly-app­oin­ted Malaysian Border Control and Protection Agency (AKPS) director-general Comm Datuk Seri Mohd Shuhaily Mohd Zain has vowed to make the agency more impactful and visible within a year. 'We want to ensure the agency is visible and has an impact on society within a year,' he told reporters after clocking in at the agency's headquarters yesterday. Comm Mohd Shuhaily said his contract was for two years. 'If you break it down into quarters, I have eight quarters to fulfil my responsibility at the agency. 'Today, the beginning is my 'Alif', and what I will do throughout these eight quarters is my 'Lam', and where I will go after that is my 'Mim',' he said, referring to the Quran verse 'Alif Lam Mim'. Before clocking in, Comm Mohd Shuhaily said he met Home Ministry secretary-general Datuk Awang Alik Jeman. 'He gave several mandates to fulfil, including settling several administrative issues as soon as possible,' he said. Comm Mohd Shuhaily also saluted journalists who suppor­ted him all these years. 'Even though I have been transferred to a new department, they still show their loyalty. Earlier, Comm Mohd Shuhaily officially clocked in as the new AKPS director-general. He was welcomed by AKPS' top leadership, including deputy direc­tor-general Ismail Mokhtar. Comm Mohd Shuhaily, who is the former Bukit Aman Cri­mi­nal Investigation Department (CID) director, arrived at the agency's headquarters at about 9.15am yesterday. He later chaired a meeting with AKPS' top leadership and was briefed on issues concerning the agency. His appointment is from July 1, 2025 to June 30, 2027. Chief Secretary to the Govern­ment Tan Sri Shamsul Azri Abu Bakar expressed confidence that Comm Mohd Shuhaily, 53, who has 28 years of experience in the police force, would be able to lead AKPS with distinction. 'This confidence is based on Comm Mohd Shuhaily's competence and extensive experience in various units in the Royal Malay­sia Police (PDRM), both at the natio­nal and international levels. 'His leadership is also expected to further strengthen the country's border security and uphold a culture of integrity in line with the Madani values,' he added. Comm Mohd Shuhaily gradua­ted with a Bachelor of International Relations from the International Islamic University Malaysia and has a Master of Science in Stra­tegic Studies from Nanyang Techno­lo­gical University, Singapore. He previously served in Was­h­ing­ton, United States, as a police attaché from 2010 to 2013. He was appointed as Bukit Aman CID director on Aug 15, 2023.

PUTRAJAYA: Newly-appointed Malaysian Border Control and Protection Agency (MCBA) director-general Datuk Seri Shuhaily Mohd Zain has vowed that the agency will become more visible and impactful to the public, in line with the government's expectations. Shuhaily said he had met with Home Ministry secretary-general Datuk Awang Alik Jeman before clocking in, where he was entrusted with several urgent administrative matters that needed to be resolved promptly. "My contract is only for two years. "If broken down by quarters, I only have eight to deliver on what has been entrusted to me. "God willing, our task is to ensure that the MCBA is physically seen in the near future and that its impact is felt by the public, as envisioned by the government, within a year, if possible," he told reporters at a press conference before attending his first meeting as head of the agency. Shuhaily arrived at his office at the Home Ministry in Putrajaya at 9.15am and was welcomed by MCBA deputy director-general (operations) Mohd Jasmi Mohd Juwahir and deputy director-general (management) Ismail Mokhtar. Shuhaily, who previously helmed the federal police's Criminal Investigation Department (CID), was appointed to the MCBA's top post beginning today until June 30, 2027. The agency was previously led by senior police officer Datuk Seri Hazani Ghazali. Hazani, who served for 38 years in the police force and other security-related agencies, retired on Feb 10. Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, in a statement, expressed confidence that Shuhaily, who has 26 years of experience in the police service, would be able to lead the MCBA with distinction. He said this confidence was based on Shuhaily's competence and extensive experience in various police units, both at national and international levels. He said that the leadership is also expected to further strengthen the country's border security and uphold a culture of integrity in line with Madani values. Inspector-General of Police Datuk Seri Mohd Khalid Ismail said the appointment of Shuhaily meant that another police officer had been entrusted with leading a key agency to safeguard national security.

KUALA LUMPUR: Some RM90,000 worth of diesel was seized after a joint operation between the Malaysian Border Control and Protection Agency (AKPS) and the Road Transport Department (JPJ) successfully thwarted an attempt to smuggle subsidised diesel across the northern border of the country. The operation took place at around 8am on Monday at the Bukit Kayu Hitam Immigration, Customs, Quarantine and Security Complex in Kedah. 'The perpetrators had modified a pole trailer lorry in an effort to evade detection. 'A thorough inspection by enforcement officers uncovered a concealed auxiliary tank installed beneath the vehicle, containing approximately 3,500 litres of subsidised diesel,' AKPS said in a statement. The lorry has been confiscated for further investigation under Section 6 of the Road Transport Act 1987 for vehicle modification offences and Section 64(1) of the same Act, which permits the seizure of the vehicle. 'The seizure underscores its unwavering commitment to safeguarding national borders against all forms of illicit activity. 'Firm action will be taken against any party attempting to deceive enforcement agencies for illegal profit,' AKPS said. On a separate matter, the agency said it is conducting an investigation into allegations of 'phantom travel' syndicate activities at the KL International Airport. 'We are looking into the involvement of officers who are in cahoots with a syndicate that uses the modus operandi of not recording the movements of visitors entering the country at the entry points and charging a certain fee to enable travellers, especially civil servants, to avoid their movements being tracked by their employers. 'We will not compromise and protect any officer that breaches integrity and tarnishes the good name and image of the department. 'Action and punishment will be taken based on existing legal provisions, including dismissal, if the officer who committed the offence is proven guilty,' the agency said. Recently, a local media portal revealed the existence of a phantom travel syndicate at KLIA, which allegedly involves government employees who fly abroad without their travel details being shown in immigration records. According to the portal's report, the method involves 'counter setting', where travellers go through immigration formalities at a special counter manned by conspiring officers.

KUALA LUMPUR: The Malaysian Border Control and Protection Agency (MCBA) foiled an attempt to smuggle out four Asian Koel birds, known in Malaysia as 'burung sewah tahu', at the Kuala Lumpur International Airport Terminal 2 (KLIA2) yesterday. MCBA, in a statement, said a 49-year-old Indonesian man was arrested in the 9.10pm operation. "The suspect, who was bound for Surabaya, had checked in a paper box as his luggage. "Checks showed that the box contained four Asian Koel birds, which had been stuffed into poly-pipe tubes," said the department. The man, when questioned, failed to produce any documents or valid permits from the Wildlife Department to bring the birds out of the country. "The birds were categorised under the Wildlife Conservation Act 2010 (Act 176) as a fully protected species "MCBA subsequently seized the box and birds," it said. The birds were valued at RM52,000. The case is being investigated under Section 71 of the Wildlife Conservation Act 2010.
