KUALA LUMPUR: The Malaysian National Cycling Federation (MNCF) has confirmed that cycling is allowed on public roads unless specific regulations or signage prohibit it. This clarification follows a viral social media video showing a dispute between cyclists and a bus driver. MNCF president Datuk Amarjit Singh Gill stated that the federation is closely monitoring such incidents. 'Cycling is permitted on Malaysian roads,' he said in an official statement. He also urged authorities to investigate online threats against cyclists, including posts encouraging harm. 'Such posts are irresponsible and criminal, endangering the lives of cyclists who use roads daily,' he said. He reminded that cyclists are legitimate road users, and deliberate harm to them could violate Section 43(1) of the Road Transport Act 1987. Gill emphasised safety as the top priority for all cycling activities, whether for sport or leisure. He advised cyclists to follow traffic laws, wear protective gear, and ride defensively to reduce accident risks. 'Cyclists should avoid aggressive behaviour, especially on routes frequented by heavy vehicles like lorries and buses,' he added. MNCF suspends cycling coach's licence after sexual assault charge

KUALA LUMPUR: The Malaysian National Cycling Federation (MNCF) has suspended former national cyclist Nor Effandy Rosli 's coaching licence with immediate effect after he was charged with sexually assaulting a 15-year-old female trainee last year. MNCF president Datuk Amarjit Singh Gill said the federation acted swiftly to protect the integrity of the sport and the safety of athletes. "MNCF will not tolerate any licence holder found to have violated the country's laws, the Safe Sport Code, or the UCI Code of Ethics, especially in cases involving minors," said Amarjit in a statement on Thursday. He said the federation would monitor the case and take further action based on the court's decision. Nor Effandy, 58, was not coaching with the national or any state team at the time of the alleged incident but was attached to a private cycling club. Amarjit, who is also a lawyer and president of the Asian Cycling Confederation (ACC), said athlete safety, especially of minors, remains the federation's priority. MNCF reminded all involved in the sport — athletes, coaches, officials and administrators — to uphold a safe environment and report any misconduct to the federation or authorities. Nor Effandy, a 1998 Commonwealth Games silver medallist, pleaded not guilty before Judge Norshila Kamaruddin at the Ampang Sessions Court. He was charged under Section 14(a) of the Sexual Offences Against Children Act, read with Section 16(1), which carries a maximum 20-year jail term and whipping. He also faces an additional sentence of up to five years' jail and at least two strokes of the rotan under Section 16(1).

MNCF president Datuk Amarjit Singh PETALING JAYA: Former national road cyclist Nor Effandy Rosli has had his coaching license suspended after he was charged with committing physical sexual assault on an underage female cyclist last year. The Malaysian National Cycling Federation's (MNCF) disciplinary committee had decided to suspend the 58-year-old Effandy's coaching license until the end of his trial. Effandy was charged with committing the offence on a 15 years and nine months old girl, who was in a relationship of trust with him, at a bicycle store in Taman Desa Keramat in June last year. MNCF president Datuk Amarjit Singh said Effandy was not a coach with the national team or any state team, but worked on that role in his own club. Amarjit said the governing body have taken a balanced approach to protecting the other trainees under the supervision of Effandy by suspending his coaching license, while also upholding the legal principle that a person is innocent until proven guilty through the judicial process. "I want to assure all parties that MNCF will not tolerate any license holder who is found to have violated national laws, the Safe Sport Code, or the UCI Code of Ethics - especially in cases involving athletes or underage trainees. "MNCF will continue to monitor the case in the interest of all parties involved, particularly the female cyclist," said Amarjit. Effandy had won the silver medal at the 1998 Commonwealth Games in Kuala Lumpur in the men's elite road race event. He was charged at the Ampang Sessions Court on Thursday (July 3), under Section 14(a) of the Sexual Offences Against Children Act 2017 and read together with Section 16(1) of the same law. Effandy pleaded not guilty after the charge was read before Judge Norshila Kamaruddin, who also set a bail of RM8,000 for the accused under one surety. Effandy is to surrender his passport to the court, report to a nearby police station once a month, and not harass or contact the victim in a way that could affect the progress of the case.
