3 Insurgents Arrested For Extortion, Firearms Recovered In Manipur
Imphal: Security forces have arrested three militants, including a woman, belonging to various proscribed outfits in Manipur, police said on Friday. A woman cadre of the banned Peoples' Liberation Army (PLA) was arrested from Haobam Marak area in Imphal West district on Thursday, a senior officer said. She was allegedly involved in extortion and had threatened officials and courier service operators in Imphal, he said. One active cadre of the outlawed Kangleipak Communist Party (PWG) was arrested from Samurou in Imphal West district on Thursday for allegedly being involved in extortion in valley areas. A pistol was recovered from him, the officer said. Manipur cops crack down on arms smuggling network
Imphal, June 25 (UNI) In a major breakthrough, Manipur Police dismantled an inter-state network of arms smugglers and dealers operating clandestinely in the Greater Imphal area, police said today. A 'commander' of a militant organization was also nabbed in another operation. Police said altogether nine militants were apprehended. A self-styled commander of a militant outfit was nabbed with arms and ammunition by the Bishnupur district commando unit. Police said four suspects were arrested in connection with the illegal arms trade. Nine pistols , including Smith & Wesson (two), Sig Sauer, Glock 19, JD Taurus 7.65 mm, Falcon Cal 7.62 mm, M-20 Falcon, Keltec .32 mm, Beretta, and Glock .32 were recovered. Police said they were allegedly involved in transporting unauthorized firearms across state borders. In a separate incident , three active cadres of a militant group were arrested from Babupara, Imphal West, for their involvement in extorting money from government employees to secure contracts. Security forces also apprehended a suspect who is an active member of a banned outfit. Another arrest was made in Singjamei, Imphal West, where police nabbed a militant. Meanwhile, the state police arrested a vehicle lifter, identified as BM. Aziz Hashmir of Lilong Hangamthabi, Thoubal district from a village road near his residence. A two-wheeler without registration number was recovered. Two other stolen vehicles were also recovered from different areas, police added. Police have also issued 49 challans amounting to Rs. 90,500 to motor vehicle offenders. Tinted films were also removed from various vehicles, police said.

Kuki woman killed in ‘crossfire' in Manipur chose to stay back even at peak of conflict, says niece
A farmer and wife of the village chief Khaikhogin Haokip, she was found dead in a forested area approximately 500 metres from the village, and about 50 metres from the road, a senior district police officer told ThePrint. On Thursday, Haokip was shot in 'crossfire' between security forces and 'unknown armed miscreants'. The incident took place in Langchingmanbi village, near the buffer zone dividing areas dominated by the Kuki-Zo community from areas dominated by Meiteis. New Delhi: Having witnessed extreme violence through 2023 and 2024, Hoikholhing Haokip finally felt safe in her village in Churachandpur, after President's Rule was imposed in strife-torn Manipur in February this year. 'Even when the conflict was at its peak in 2023, and most villagers had fled since the village was on the frontline, she was adamant about staying,' recalled her niece Gracie, as she mourned her death. 'My uncle always told us—our forefathers gave us this land, and even if we die, we will die in our own house.' The incident has fuelled a fresh wave of tensions in the region. According to police, Haokip was killed in crossfire amid a search operation after a Meitei man in a village in Bishnupur district was injured earlier that day, when some 'unidentified assailants' opened fire. Ningthoujam Biren Singh, a cultivator from Phubala Awang Maning Leikai, was shot in the left arm around 3 pm while working in his paddy field, Manipur Police posted on X. He was taken to the district hospital, and later referred to the Regional Institute of Medical Sciences (RIMS) in Imphal, about 30 km away. His condition is reported to be stable. 'In response, the security forces launched a search operation in and around Langchingmanbi, Heichanglok, and the western areas of Phubala village. During the course of the operation, security forces came under fire from unknown armed miscreants and the forces retaliated accordingly,' Manipur Police wrote on X. 'During the crossfire, a woman from Langchingmanbi village was found dead with a bullet injury.' According to a document shared by the Indigenous Tribal Leaders' Forum (ITLF), the Jammu & Kashmir Light Infantry (JKLI) battalion admitted to its role in the act that led to the death of Haokip. Following this admission, the JKLI agreed to resolve the matter under customary law and offered Rs 11 lakh as compensation to her family. Gracie, her niece, confirmed that the arrangement has been made. After Haokip's death, ITLF—comprising tribal organisations like Kuki Inpi, Paite Tribe Council, Simte Tribe Council, Vaiphei People's Council, Mizo People's Convention, and others—submitted a memorandum to Governor Ajay Kumar Bhalla Friday, urging immediate action over the killing. It said that the incident was a direct result of the violation of the buffer zone demarcated between Kuki-Zo and Meitei communities. It stressed the urgent need to uphold the sanctity of these zones until a mutually agreed-upon Memorandum of Understanding or a Cessation of Hostilities Agreement is in place. 'We urge the government to take firm and proactive measures to prevent future breaches and to ensure that such loss of innocent lives does not recur,' the memorandum read. According to the senior district police officer quoted above, the incident did not occur inside the designated buffer zone, but around four-five km away. The area is close to both Langchingmanbi, a Kuki-dominated village, and Phubala, which has a Meitei majority. 'Even then, the distance between the buffer zone and the place where the incident took place is more than a kilometre,' the officer clarified. The officer added that there had been a longstanding dispute over farming in the area. The assailants were believed to have come from deeper in the hills. 'They are not locals and do not appear to be connected to the communities farming in the immediate vicinity.' A video clip of a man, who was with the Meitei man shot in the paddy field, being heavily circulated, shows him describing the incident. 'They came down, crossed the high canal, and opened fire. The firing happened so close we could see their faces,' he can be heard saying. 'I had to roll over and lie flat. If I had been standing, I wouldn't be alive.' The Kuki civil society organisations then called for the indefinite shutdown in hill areas in protest. 'Mrs Hoikholhing fell victim to the ongoing campaign of state-sponsored ethnic cleansing directed against the Kuki minority. Her assassination is a chilling reminder of the deliberate and relentless violence that has engulfed our people, abetted by the inaction and at times, complicity of the state apparatus,' read the joint press release by the organisations. The shutdown ended Saturday. Will Provide Security To Farmers In Vulnerable Areas: Manipur Government
Imphal: A day after a farmer was shot at in Manipur's Bishnupur district, the state government on Friday announced to provide security to the farmers in the vulnerable areas, officials said. A senior police official said that adequate security would be provided to ensure the safety of farmers in the fields and prevent incidents involving the farmers. A woman was killed and a farmer shot at in separate incidents in Manipur's Churachandpur and Bishnupur districts, respectively, on Thursday. The official said Ningthoujam Biren Singh, a farmer from Phubala Awang Maning Leikai, was shot in his left arm by an unknown armed miscreant while working in his paddy field at Phubala Maning in Bishnupur district. Mr Singh, who belonged to the Meitei community, was initially taken to the district hospital in Bishnupur for medical treatment and was later referred to the Regional Institute of Medical Science (RIMS) in Imphal. His condition is reported to be stable at present. In response, security forces launched a search operation in and around Langchingmanbi, Heichanglok, and the western areas of Phubala village. During the operation, security forces came under fire from unknown armed attackers and the forces retaliated accordingly. During the crossfire, a woman identified as Hoikholhing Haokip from Langchingmanbi village was found dead with a bullet injury. She was from the Kuki tribes and was the wife of the village chief of Langchingmanbi. A Manipur Police statement said cases have been filed in connection with the incidents, and an investigation is going on. Combined teams of security forces are continuing search operations to catch the perpetrators, the police said. The statement said every effort is being made to bring those responsible to justice at the earliest. Additionally, security arrangements related to farming activities in the area will be reviewed. The people are requested to maintain peace and not circulate unverified information, the police said. On June 15, tension erupted in Manipur's Imphal East district over a dispute related to the farming of a paddy field and land ownership. It was defused with the deployment of additional security forces in the area. A police officer had said that a farmer belonging to the Meitei community from Leitanpokpi area went with a tractor to plough a paddy field in Sadu Lampak village in Imphal East, near a Kuki-inhabited village. "Some Kuki villagers nearby came and objected, claiming that the paddy field does not belong to the Meitei farmer. In the meantime, some people of the Meitei community, who were nearby, also came to the spot. Videos were circulated saying Kukis have come down to stop Meitei farmers," the officer had said. An officer of the agriculture department said that as the agricultural season nears its peak, unresolved land access disputes and the lack of effective protection for farmers continue to deepen ethnic divide and fuel unrest in conflict-affected areas of Manipur. The current kharif (monsoon) season runs from June to October. Due to the ethnic violence in Manipur, farming activities have been affected in both Imphal valley and hilly areas during the past more than two years. In another development, the security forces arrested eight insurgents including a woman belonging to banned outfits in Manipur during the past 24 hours from Imphal West, Tengnoupal, Kakching and Bishnupur districts. Of the eight, two were members of the banned Peoples' Liberation Army.

Manipur districts tense after day of violence
GUWAHATI Two districts of Manipur remained tense on Friday (June 20, 2025), a day after unknown gunmen injured a Meitei farmer and a Kuki woman was shot dead later. A shutdown was observed across the Churachandpur district, dominated by the Kuki-Zo people, to protest the woman's killing. She was identified as Hoikholhing Haokip, the wife of the chief of Langchingmanbi village adjoining the Bishnupur district, where the Meitei farmer was attacked. The Indigenous Tribal Leaders' Forum had called the shutdown, demanding 'immediate action against those responsible for this atrocity, concrete steps from the Centre to ensure the protection of tribal lives and territory, and an independent investigation into the repeated buffer zone violations.' The people of Bishnupur, one of the five districts comprising the Meitei-majority Imphal Valley, continued to block a highway leading to the Churachandpur district. They demanded the arrest of the assailants of farmer Ningthoujam Biren Singh, who was shot in his left arm on Thursday. Earlier, the Manipur Police said the security forces came under fire from unknown armed miscreants after the farmer was shot in Bishnupur's Phubala area. '...the forces retaliated accordingly. During the crossfire, one woman from Langchingmanbi village was found dead with a bullet injury,' it said. Manipur, scarred by the ethnic conflict between the Kuki-Zos and Meiteis, was relatively calm after the imposition of the President's Rule on February 13 this year. More than 250 people had died and some 60,000 were displaced in the clashes that had erupted on May 3, 2023. It said the incident happened near a bunker of the Sashastra Seema Bal, whose personnel were inactive. The organisation underlined the importance of holding accountable the security personnel found complicit or negligent, apart from the attackers. 'The people of Manipur express deep dissatisfaction with the Ministry of Home Affairs' performance, as the region continues to grapple with ongoing conflicts and violence despite the government's claims of working towards restoring normalcy,' the AMUCO said. The organisation also questioned the work done by security adviser Kuldiep Singh, who was sent by the Centre to resolve the ongoing crisis plaguing the State.
