Delhi MLAs told to give all notices digitally, as assembly goes paperless

Agency: Last Updated: New Delhi, Jul 29 (PTI) MLAs wishing to raise issues under Special Mention in the Delhi Assembly will now have to submit their notices through the National e-Vidhan portal as the House goes paperless from the Monsoon session commencing on August 4, officials said on Tuesday. This will be the third session of the Eighth Legislative Assembly of Delhi. According to the schedule announced by Speaker Vijender Gupta, the sittings of the House are tentatively fixed from August 4 to 8. However, depending on the exigencies, the session may be extended beyond these dates, the statement said. Each sitting of the House will begin at 2 pm and continue until the scheduled business is concluded for the day. The speaker has directed that the members intending to raise matters under Rule 280 (Special Mention) must submit their notices exclusively through the NeVA Portal ( by 5 pm on the working day before the intended date, it said. A balloting process to determine the inter se priority of the first 10 notices will be held at 11 am in the secretary's room on the respective day. Members are advised to keep their submissions brief and focused, within eight to 10 lines, on a single issue related to one department, it said. All notices, including Questions and Resolutions, shall be submitted only through the NeVA Portal, it said. Members or their staff may seek technical assistance at NeVA Sewa Kendra for online submissions during working hours. Another Carolina Panthers star has been left out of elite company. ESPN continued their annual offseason rankings on Tuesday, publishing the results from their survey on the NFL's best defensive tackles. And according to league executives, coaches and scouts, Carolina's Derrick Brown is not a top-10 player at his position. Instead, he landed in the "Honorable Mention" group—alongside the likes of Las Vegas' Christian Wilkins, Denver's Zach Allen, Miami's Zach Sieler and Los Angeles' Kobie Turner. Here's what a league exec stated about Brown, per ESPN senior national writer Jeremy Fowler: "When he's healthy, he's near the top. Elite run stopper with some pass-rush upside." Brown was not healthy for the entirety of 2024, where he sustained a season-ending knee injury in the team's Week 1 matchup against the New Orleans Saints. Without Brown for 16 of their 17 games, Carolina's defense went on to allow the most points in NFL history and a league-high 179.8 rushing yards per contest. The 27-year-old spoke about his plans to return after the Panthers' final session of mandatory minicamp last month. "I expect to be out there in training camp," he told reporters on June 12. "Load management, and hopefully in the next few weeks, I get cleared. So that's the goal and then at that point, it's just getting back in football shape and being able to go out there and play with the team." Prior to his lost 2024 campaign, Brown tallied 103 tackles in 2023—a single-season record for defensive linemen—and was named to his first career Pro Bowl. Brown is now the second Panther to miss the cut on ESPN's positional rankings, joining Chuba Hubbard—who was not featured as a top-10 player nor in the "Honorable Mention" section for running backs on Monday. Memoir of a Snail review – Adam Elliot's stop-motion animation is brilliantly bleak

Mention stop-motion animation and the first thing that comes to mind is likely to be the amiable claymation creations of Bristol's Aardman studio. But in fact, perhaps more than any other form of animation, stop-motion is a medium that lends itself to darker, more violent themes: the macabre sentient tendrils of Jan Svankmajer's Little Otik; the haunted gothic fairytales dreamed up in the imagination of Tim Burton; the chilling pre-teen horror of Coraline. Add to this list the singular vision of Australian stop-motion animator Adam Elliot (Mary and Max, the Oscar-winning short Harvie Krumpet), whose tragicomic tales of loneliness, eccentricity and outsider status are told in a glum colour palette that evokes black mould, peeling wallpaper and crushed dreams. Elliot's latest, the multi-award-winning, Oscar-nominated Memoir of a Snail, is archetypal Elliot. The sorry tale of a melancholic woman named Grace Pudel (voiced with world-weary resignation by Succession's Sarah Snook), the film is a catalogue of misfortune. Grace's mother dies in childbirth; she and her twin brother, Gilbert (Kodi Smit-McPhee), are orphaned when their depressive, alcoholic father succumbs to his sleep apnoea. And then things get really bad. Grace, like the pet snails she counts among her closest friends, just wants to crawl into her shell and hide from the world. It's bleak, certainly. But what makes this a distinctively Elliot film is not the relentless misfortune but the flashes of mordant humour to be found alongside Grace's hoarded knick-knacks, and the care with which the director handles his damaged, cherished social outcasts.
