Private sector to drive skills training at 1,000 upgraded ITIs

The private sector will take the lead in imparting skills training to two million youths over a five year period through its own curriculum, which will be developed as per industry requirements, in a major shift in skills training in the country. The skill development and entrepreneurship ministry will set up industry-led special purpose vehicles to drive skills training at the 1,000 industrial training institutes (ITIs) which are being upgraded, said officials. A strict multi-layered monitoring mechanism will be put in place to assess the progress at each ITI , they said. While the Centre will continue to fund half the cost, or Rs 30,000 crore, over the next five years, it will step back from day-to-day operations and management of these ITIs, which will be run jointly by the states and the private sector, a senior government official told ET. 'The Ministry of Skill Development and Entrepreneurship plans to give financial and managerial autonomy to the private sector to manage them while states will be responsible for identifying industrial clusters for development of these ITIs and for monitoring,' said the official, who did not wish to be identified. Besides, the industry will be responsible for admission, training and placement of candidates in the respective sectors. An escrow account will be created for funding the skills training with contribution from the Centre, states and industry in the 3:2:1 ratio. According to the official, the industry is expected to devise a strategic investment plan for each ITI which will be evaluated and approved by the state committee and the Centre before the skills training is launched. The ministry plans to hire an agency to quarterly monitor progress on skills training based on the learning outcome management system, followed by annual or biannual assessment by the states to ensure desired outcomes are achieved. The Union cabinet had in May approved the Rs 60,000 crore national scheme for ITI upgradation. The scheme, announced in the budget for 2024-25, will see the states contributing Rs 20,000 crore and industry contributing Rs 10,000 crore, with the Asian Development Bank and the World Bank equally co-financing to the extent of half the central share. India has 14,615 ITIs across the country, with 1.44 million candidates enrolled.

Based on the Memorandum of Understanding (MOU) signed between Ministry of Skill Development and Entrepreneurship (MSDE) and Private Schools and Children Welfare Association (PSCWA) Bihar, a national training programme was started in Patna for nursery teachers of private schools of India. The programme has been formally launched to train nursery teachers working in private schools across the country. Bihar governor Arif Mohammad Khan inaugurated the programme in the premises of PSCWA on Sunday. Mr. Khan in his speech not only praised MoU but also congratulated Bihar on becoming the first State in skill development training. Teachers from every corner of Bihar were also honoured with kits, teachers also presented a detailed reflection on India's education system, cultural heritage and the role of private schools. 'Education is not limited to books only. Education is the power that connects a person with self-realization, moral strength and social responsibility,' Mr. Khan said. He also asserted that the real backbone of every society is only two classes — teachers and doctors. Mr. Khan added when we talk about the backbone of society, only two professions are considered the most sacred — teacher and doctor as one saves the body and the other saves the soul and these two pillars make any civilization great. The Governor pointed out that the role of private schools in India has become even more important in today's times. 'Private schools not only impart education, but they shape the lives of crores of students and teachers. This MoU ensures that elementary education — which is the foundation of any student's personality — is ensured to have quality, training and a value-based approach,' Mr. Khan said. He further said, 'This campaign should not be limited to training alone but should be taken forward as a 'National Teachers' Samman Abhiyan'. Education will be empowered only when the teacher is respected.' Mr. Khan described the effort of PSCWA and the Government of India as a strong initiative towards the basic objective of the New Education Policy 2020 — inclusive, value-based and skill-enabled education. PSCWA National President Syed Shamael Ahmad said, 'This MOU is not an ordinary agreement, but a proof of our commitment towards making the private school system self-reliant and empowering the teacher. We will provide such training to nursery teachers working in private schools across the country, so that they not only become better teachers, but also become guides to society.' He also informed that training camps will be organized in a phased manner in all the states and districts of the country in the next 6 months. District presidents have already been directed to send a maximum of five eligible representatives from each district to this national training campaign. To support skill development and stop dropout among apprentices, the Central Apprenticeship Council (CAC) on Monday recommended increasing monthly stipends by 30% under the National Apprenticeship Promotion Scheme (NAPS) and National Apprenticeship Training Scheme (NATS).The proposal was made during the 38th CAC meeting, which was chaired by Jayant Chaudhary, Minister of State (Independent Charge) for the Ministry of Skill Development and Entrepreneurship (MSDE). The proposal is to enhance the attractiveness and economically feasible nature of the apprenticeship programme among students, especially considering rising living approval, the stipend range will rise from the current Rs 5,000 - Rs9,000 to Rs 6,800 - Rs 12,300. This move will be a relief for technical as well as non-technical apprentices, providing greater economic support and motivation for completing their training.
