Following a chaotic clash between federal officials and protesters outside a Mexican restaurant in south Minneapolis, the city's assistant police chief is reiterating the department's stance on assisting with immigration enforcement. Katie Blackwell sent the memo late last week to their sworn and civilian staff members, reaffirming their police officers are not allowed to respond or assist in any "immigration enforcement-related activity" and also shall not "assist with crowd control at an immigration enforcement related activity." Last week, a crowd of protesters gathered outside Las Cuatro Milpas restaurant on Lake Street and Bloomington Avenue in south Minneapolis after rumors floated that a immigration enforcement operation was underway. Local and federal officials have since confirmed they were not conducting a deportation raid, but rather carrying out search warrants related to a large-scale drug and money laundering investigation. Minneapolis Police Department came in for criticism from some elected officials after officers were called in to provide crowd control services while the operation was carried out. Police Chief Brian O'Hara criticized federal law enforcement for the "tone deaf" manner in which the operation was conducted, and says his department wasn't informed until it was already underway.A spokesperson for the department tells KARE 11 the memo 'serves as a clear reminder of the Minneapolis Police Department's longstanding policy and the City's ordinance prohibiting involvement in federal civil immigration enforcement activities.' They went on to say: 'Our role remains focused on addressing criminal activity and maintaining public safety, while respecting the boundaries set by city ordinance and department policy." Ongoing immigration raids carried out by the Trump administration have drawn backlash and demonstrations in cities across the country. President Donald Trump has ordered the National Guard and Marines to respond to ongoing clashes between protesters and law enforcement in Los Angeles, drawing criticism from Governor Gavin Newsom, who says California's state sovereignty is being violated. A national day of protest dubbed 'No Kings' is planned for Saturday. A local group has organized a march and rally at the State Capitol in St. Paul. Distracted driving remains a problem in Minnesota. Here's how law enforcement is addressing it. New numbers show the results of Minnesota law enforcement's latest crackdown on distracted driving. Police cited 6,450 drivers for using their cell phones during April's distracted driving enforcement campaign, a thousand more than last year's operation. "When our investigators have to do notifications to family members, it is heart wrenching, gut wrenching, to knock on that door and tell a family member that their loved one has passed and then to know it was preventable," said Commander Jeremy Ellison of St. Paul Police Department. Of the 241 agencies that participated in the coordinated effort to stop distracted driving in April, St. Paul police used a high-riding pickup truck equipped with cameras that point out the side windows to catch texting and driving. St. Paul police issued the most citations at 1,326. Minneapolis police issued none, as they are among the agencies that don't take part in the program. WCCO reached out to MPD to ask why they don't participate in distracted driving enforcement efforts but haven't received a response yet. Officers involved in the crackdown witnessed how hard it is for drivers to break the addiction of texting and driving. In one case, someone was cited twice in less than 10 minutes. "They were stopped at Seventh and Bates, received a citation and then they were stopped at Seventh and Payne and received another citation for the same offense within seven minutes of each other," explained Ellison. Last year, at least 29 traffic deaths and 137 serious injuries in Minnesota were linked to distracted driving. Memorial Day marks what's called the 100 deadliest days, which runs through Labor Day weekend. It's a period when there is an increase in the number of fatal crashes involving teen drivers. "For newer drivers, school is going to be done soon. Be aware. Do everything you can. Make sure your new drivers are safe and are educated in how to operate the vehicle, what the laws are, and where they're going to go," said Lieutenant Mike Lee of Minnesota State Patrol. The Minnesota Department of Public Safety's Click It or Ticket campaign is now underway. It runs through June 1. Law enforcement can stop and issue a fine of $140 for unbelted drivers and passengers.

Two men, two boys arrested over Feb. 11 crime spree in Minneapolis
Four arrests have been made in connection to the "brazen" crime spree in Minneapolis last week. Minneapolis PD announced that two men aged 34 and 19 and two 17-year-old boys were taken into custody on Tuesday, following a run of six crimes in less than two hours on Tuesday, Feb. 11. The arrests were made at a property on the 2400 block of Bloomington Avenue after the suspects had been identified by investigators. Between 5 a.m. and 6:50 a.m., police received reports of an aggravated robbery and a burglary – both involving victims being shot – a carjacking, a shots-fired incident, and another burglary at various locations in south Minneapolis. A Ring camera captured three of the suspects during the first burglary, of a garage, which ended with two of the suspects opening fire at Boyd Hansen, 54, who was looking out of his window nearby, and was seriously wounded as a result. The four suspects are now awaiting charges from the Hennepin County Attorney's Office. "The MPD remains steadfast in its mission to hold violent offenders accountable and ensure justice for victims," O'Hara said. "Our investigators have meticulously built this case based on evidence and facts, working in coordination with prosecuting authorities, and we are confident all those responsible for terrorizing residents during this violent crime spree are in custody." The six incidents were as follows: 5:04 a.m. – Burglary and shooting at 4100 block of 25th Avenue South Three suspects broke into garage and then fired shots towards a house as they were leaving, striking 54-year-old Boyd Hansen, who was looking out of an upstairs window. He suffered a potentially life-threatening gunshot wound and was taken to Hennepin County Medical Center. "There were other reports of possible forced entry into garages in the area," MPD says. 5:16 a.m. – Carjacking at 5100 block of 34th Avenue South A 29-year-old man was carjacked at gunpoint, with four male suspects arriving in a white sedan, taking the man's grey SUV. The suspects left in both vehicles, with the Mazda later recovered. 5:32 a.m. – Burglary at 4026 26th Ave. S. A garage door was forced open by 3-4 suspects who arrived in a white sedan. One of them was armed. Nothing was taken, but one of the doors had signs of forced entry. 5:41 a.m. – Shooting at 2100 block of East Lake Street A 25-year-old man was found with a potentially life-threatening gunshot wound inside a Lake Street house. He said he had been shot near the 2300 block of 32nd Street East. "Preliminary information indicates that he was shot during a robbery involving three male suspects in a white sedan," MPD says. 6:17 a.m. – Burglary at 4915 31st Ave. S. A garage door was forced open at the address, with witnesses giving a similar description to the suspects in the other incidents. "A vehicle inside the garage had a smashed window. There is no known loss. The occupant of the home was not injured." 6:49 a.m. – Shots fired at 4908 32nd Ave. S. Occupants of a white sedan parked in an alley "got out and fired off shots." Nobody was injured.
