Guwahati: Senior Congress leader and former Rajya Sabha MP Ripun Bora criticised chief minister and his govt, accusing them of unjust shooting and dispossession of indigenous and tribal communities through eviction drives and favouring corporate interests. Addressing a press conference on Friday, Bora alleged that the BJP, which came to power on the promise of 'Jati-Mati-Bheti' (community, home and hearth), has instead displaced tribal communities and handed over land to corporate tycoons under the guise of clearing encroachments. "Their slogan has shifted from Jati-Mati-Bheti to the interests of Adani, Ambani, and Ramdev," he said. He recalled the 2017 Amchang eviction under former CM Sarbananda Sonowal, which left over 1,000 Mising, Bodo, and Karbi families homeless, and alleged police firing injured two women -- Bina Doley and Malati Das -- during a separate eviction drive in city's Panjabari area. "During the protest against AIIMS at Raha in 2017, Mintu Deori, a youth from Tiwa community, lost his life during a gun fire. Similarly, during the CAA protest, five men died," Bora added. Further, he alleged that thousands of bighas of land have been lost, and indigenous tribes have been displaced as a result of development projects like the satellite township in Palashbari, thermal power in Dhubri and Kokrajhar, solar power plants in Karbi Anglong and Nagaon, and more. Outrage by Mising tribal bodies in Assam over two separate incidents of youths from the community from being killed in Arunachal Pradesh while working there resulted in a demonstration blockading seven roads connecting both states for several hours Tuesday. The blockade was called off in the afternoon after the Arunachal government promised swift action. The Mising tribe has a sizeable population in both Assam and Arunachal Pradesh – it is the second largest tribe in Assam and lives in parts of Arunachal Pradesh bordering Assam. On June 18, 22-year-old Probash Doley, a resident of Assam's Dhemaji district, was allegedly assaulted and killed in Chimpu village in Itanagar. On July 13, another youth from the community, 29-year-old Shankar Pegu, was shot dead in Roing town in Lower Dibang Valley district. In protest against both these killings, three major Mising organisations – Takam Mising Porin Kebang, Takam Mising Mime Kebang, and Mising Mimag Kebang – had called for an 'indefinite blockade' of all roads linking Assam and Arunachal Pradesh. While protestors had blocked seven key roads connecting both states Tuesday morning, they lifted the blockade by the afternoon after authorities after governments of both states assured action in both the cases. In a statement, the Takam Mising Porin Kebang said they had received official communication and response from both the Assam government and the Arunachal Pradesh government promising action and that they decided to 'temporarily suspend' their protest because of 'the establishment of dialogue between the two state governments'.' In a call for calm on Tuesday, Arunachal Pradesh IGP Chukhu Apa had said: 'We are very serious about both these cases and very concerned by them. These are both isolated incidents of crime and I assure you that it is not targeted against any specific community'. Providing an update on police action in both the cases, Apa said Dolet had been attacked over an argument 'over a trivial matter' and that the accused Tai John had been arrested. 'The investigation is completed from our side but we are waiting for the FSL reports. I have given directions to file the chargesheets and the FSL report can be filed as a supplementary chargesheet,' he said. In the second case, he said that Pegu had been shot by a subcontractor, Tadar Bhai, he had been working under. 'He said it was accidental fire but we are not leaving it at that, we will investigate. The man has been arrested and the weapon seized,' he said.

The suspension comes in the wake of assurances from both state govts and police authorities regarding justice in the alleged killings of two Assam youths in Arunachal Pradesh. A joint meeting with all stakeholder organisations is expected within the next three days, officials confirmed. In a statement on Tuesday, the Takam Mising Porin Kebang (TMPK) — which led the protest alongside the Mising Mimag Kebang (MMK) and Takam Mising Mime Kebang (TMMK) — expressed gratitude to both CMs and the Assam chief secretary for their intervention in response to a memorandum seeking justice for 22-year-old Prabash Doley and 29-year-old Shankar Pegu. Earlier in the day, seven arterial roads linking Assam and Arunachal Pradesh were blocked during the protest, which was called off after assurances of action from both state govts. Blood-stained weapons and clothing have been recovered, and police await forensic results before filing the chargesheet. In the second case, Shankar Pegu, a labourer from Borajuli in Biswanath district, was allegedly shot by his employer, Tadar Bhai, in Roingof Lower Dibang Valley districton July 13. Though the accused drove the victim to Tomo Riba Institute of Health and Medical Sciences in Naharlagun, Pegu died the following morning. The accused has been booked under Section 103(1) of the BNS and Section 27(1) of the Arms Act and is currently in custody. "These are isolated criminal acts, not targeted attacks against any community," the IGP clarified, adding that all district superintendents of police have been instructed to ensure the safety of migrant workers. Compensation will be provided to the victims' families through the state's victim compensation scheme, and both cases are being fast-tracked, Apa said. TMPK has said it will continue to monitor the developments and reaffirmed its commitment to seeking justice for the victims, while appealing to the public to maintain peace.

Tribal groups call for blockade on Assam-Arunachal roads over killings of 2 youths

Itanagar: Several organisations from Assam's Mising community have announced an indefinite blockade starting Tuesday on all roads connecting the state with Arunachal Pradesh, demanding justice for two men from their tribe who were allegedly murdered in Arunachal Pradesh in the last one month. The tribal organisations hve termed the killings of the two youths as 'brutal' and 'merciless'. The agitation, led jointly by the Takam Mising Porin Kebang (TMPK), Mising Mimag Kebang (MMK), and Takam Mising Mimé Kebang (TMMK), seeks accountability for the deaths of 22-year-old Prabash Doley and 29-year-old Shankar Pegu — both hailing from the Mising community in Assam. TMPK president Tilak Doley said the blockade will begin at 7 am and will target major entry points including Banderdewa, Hollongi, Likabali, Roing (Shantipur), Namsai (Dirak), and Gerukamukh, among others. 'After Prabash Doley's death, we had submitted a memorandum to the home secretary of Arunachal Pradesh and were assured that a meeting involving civil societies and student groups would be organised. That meeting never took place. Now, with the murder of Shankar Pegu, we cannot remain silent any longer. We expect the government to act and hold the promised dialogue,' Tilak said. Doley was allegedly murdered on June 18 in Chimpu near Itanagar by one Tai John. Less than a month later, Pegu was reportedly shot in Roing, Lower Dibang Valley, on July 13 by a man identified as Tadar Bhai. Pegu succumbed to his injuries the next morning. Terming both incidents 'brutal' and 'merciless', the organisations issued a joint statement demanding swift justice and strict punishment for the accused. 'Enough is enough. We stand united in grief and rage. Justice must be served,' the statement said. While the blockade is likely to disrupt transportation and trade between the two states, the protestors have urged the general public to stand in solidarity with their demand for justice and safety for indigenous communities. Authorities in Assam and Arunachal Pradesh have not issued any official statement on the impending blockade.

Scores of people staged a protest on Monday in Assam's Dhemaji district to protest the murder of a 22-year-old man in Arunachal Pradesh's state capital, Itanagar on June 18. The protest was organised by Takam Mising Porin Kebang (TMPK), an association of students from the Mising tribe, along with the Mising Mimag Kebang (MMK) and Takam Mising Mime Kebang (TMMK), Prabhash Doley, a native of Assam's Dhemaji district, was found dead near an under-construction building close to the petrol pump in the Saturday Market area in Itanagar's Chimpu on June 18. Doley was a daily wage labourer who had migrated from Assam to Itanagar looking for work. According to police, Doley was allegedly attacked with a machete by 26-year-old Tai John, who runs a car cash service. The two had a bitter argument over construction-related noise that allegedly led to the murder. The protesters demanded that all the persons involved in the murder, including the mastermind, be arrested. They also called for the arrest of the construction site owner and contractor, accusing them of negligence and failure to ensure worker safety. TMPK leaders also sent a memorandum to Assam chief minister Himanta Biswa Sarma and Arunachal CM Pema Khandu demanding that the case be fast-tracked and the accused tried under stringent provisions. A TMPK leader said they have also demanded ₹ 1 crore compensation for the family of the deceased, its sole earning member. TMPK leaders said the silence of Arunachal Pradesh's civil society and student organisations over the incident was 'disappointing and heartbreaking'. 'We expect CM Khandu to intervene and ensure that there is an unbiased probe,' said Redeep Jack Doley, TMPK's external affairs secretary.
