Technical issues behind delay of over 200 projects in Johor
JOHOR BARU: Many of the 222 delayed projects in the state are mostly due to technical issues which are under the purview of two government agencies with the necessary expertise, says a Johor state executive councillor. Johor works, transportation, infrastructure and communications committee chairman Mohamad Fazli Mohamad Salleh (pic) said that all the projects were under 14 ministries but only two agencies, namely the Works Ministry and Department of Irrigation and Drainage (DID) had the technical know-how. He noted that all the projects were registered under the MyProject system. However, he said some of these projects had yet to be updated, which led to some confusion. 'Also, six projects have been removed from the MyProject system recently due to reclassification, scope and cost changes,' he told reporters yesterday. Mohamad Fazli said that 127 of the projects were under his portfolio, with most of them involving the construction of schools, clinics and infrastructure projects. He was asked to comment on Johor Mentri Besar Datuk Onn Hafiz Ghazi's recent statement that more than 200 projects in Johor valued at RM10.8bil and approved under the 11th Malaysia Plan nearly a decade ago had yet to be implemented. Onn Hafiz said these projects were approved in 2016, but have since stalled despite funds already being allocated. Mohamad Fazli explained that he had met with the ministries to discuss reasons for the delay, adding that the state government was ready to provide assistance, especially on land and utility issues. Several projects, including school construction under the Education Ministry, have been delegated to the Works Ministry to manage matters related to land and technical requirements. 'If any issues arise during the process, the project will be put on hold until the respective ministry resolves them,' he said. He said each project would involve several stages namely finalising the scope and design, procurement process and construction phase. Several other projects are at the stage of providing the acceptance letter after procurement. Citing an example, Mohamad Fazli said the project to merge two halls for bus clearance at the Sultan Abu Bakar Complex (KSAB) was initiated in 2021. This comes under the Home Ministry. 'There are two independent halls there and presently we use only one hall and open up the other hall during congestion. 'So we planned to merge the two halls, but the project was delayed due to the scope of work,' he said, explaining that it involved detailed coordination related to design specifications, building size and facility requirements.

Gantry Toll Project To Reduce Congestion In Kong Kong And SDE Areas
JOHOR BAHRU, June 25 (Bernama) – The construction of a gantry toll structure, expected to be completed by Dec 15, is set to reduce traffic congestion in the Kong Kong area and along the Senai-Desaru Expressway (SDE). Johor, Public Works, Transport, Infrastructure and Communications Committee chairman, Mohamad Fazli Mohamad Salleh said the project has achieved 20.43 per cent progress, ahead of the scheduled timeline. According to him, the gantry toll construction is a solution to the long-standing dispute over the opening of a flyover that has already been completed. 'This flyover, built by Meridin East Sdn Bhd, was completed in 2021 and connects the Kong Kong area to the SDE. It was constructed with the objective of dispersing traffic from the Kong Kong residential area to the Pasir Gudang and Tanjung Langsat industrial areas. 'The flyover, which cost RM53 million, helps shorten travel from Jalan J10 to Pasir Gudang/Tanjung Langsat, avoiding congestion that typically occurs during peak hours,' he said in a statement. Mohamad Fazli explained that without the flyover, users would have to go through the Cahaya Baru Toll Plaza, make a U-turn at the Tiram Toll Plaza, and return to the same toll plaza – adding 40 kilometres to the journey and incurring an additional toll charge of RM11.20. He added that the situation also led some drivers to make U-turns at unsafe spots, thereby posing road safety risks. He said that with the flyover's opening, commuters from the Kong Kong area can directly access the SDE and continue to the Pasir Gudang and Tanjung Langsat industrial zones, cutting their travel distance to just 7 kilometres. -- BERNAMA

Johor exco member rubbishes ‘sabotage' claims behind delay in water repair job
JOHOR BARU: A state executive councillor has denied claims that repair works for last week's water disruption were deliberately delayed to "sabotage" the PKR national congress. Johor works, transportation, infrastructure and communications committee chairman Mohamad Fazli Mohamad Salleh said there was no connection between the two incidents at all. "Macam tak ada kerja pula (It is as if we have nothing to do). 'This (the water issue) has nothing to do with the congress,' he told a press conference on the sidelines of the Johor state assembly here on Monday (May 26). Mohamad Fazli was responding to media questions about rumours that the repair works were delayed due to the congress. The PKR national congress, which includes the congresses for PKr Youth and Wanita PKR, were held last Friday and Saturday. On the water disruption, he said workshops would be held soon with water operator Ranhill SAJ to establish better standard operating procedures (SOPs) to handle such crises in the future. 'We will be having the workshop in a week or two to review the existing SOPs, including the communication process with account holders. 'One of the main issues raised was the water operator's failure to inform users early on about the faulty water pumps, which led them to continue using water from their reserve tanks as usual,' he said. Asked if action would be taken against the operator, Mohamad Fazli said only the National Water Services Commission (SPAN) had the authority to do so. 'Only SPAN can take action, as they are the regulatory body for water operators. 'They have received a report on the incident and are monitoring the situation. 'We will wait to see what they decide, whether to take action against the operator or review the existing SOPs,' he said. Earlier, Johor Mentri Besar Datuk Onn Hafiz Ghazi announced that over 155,000 account holders affected by the disruption would receive a 15% rebate. Onn Hafiz also apologised on behalf of the state government to all Johoreans affected by the crisis. The water disruption, which began on Wednesday (May 21), lasted until Saturday (May 24), affecting account holders in Iskandar Puteri and Johor Baru.

Johor motorists can claim compensation for accidents caused by damaged roads, says exco
ISKANDAR PUTERI, May 24 — Motorists involved in accidents due to road damage in Johor are entitled to claim compensation, said Johor Public Works, Transport, Infrastructure and Communications Committee chairman Mohamad Fazli Mohamad Salleh. He said motorists can claim for damages to their vehicles, but must provide evidence showing the incident was caused by potholes or impaired roads. 'If an accident happens where there is vehicle damage due to road damage, motorists can make a claim to the concessionaire responsible for supervising the route,' he said during the question-and-answer session at the Johor state legislative assembly in Kota Iskandar today. Mohamad Fazli, who is also the Bukit Pasir assemblyman, was responding to a supplementary question from Datuk Pandak Ahmad (BN-Kota Iskandar) on the quality of road paving and repairs in Johor. He said motorists must take photographs of the accident or vehicle damage, as well as the road defect. 'They must also include details of the location and time, a police report, and related receipts. 'An official letter can then be submitted to the relevant parties and road concessionaire involved, such as local government authorities, the Public Works Department (JKR), or the Malaysian Highway Authority (MHA),' he said. Mohamad Fazli added that a motorist was recently awarded RM721,000 in compensation by the Johor Baru Sessions Court.
