Penang urged to shift from low-cost model to innovation for global edge
GEORGE TOWN: Penang must move beyond its reliance on low-cost manufacturing and adopt a strategy focused on innovation, high-value creation, and local enterprise development to maintain its global competitiveness, said Human Resources Minister Steven Sim Chee Keong. Speaking at the iNPenang International Awards 2025 held on June 21, Sim emphasised that while the low-cost model had positioned Penang as a manufacturing powerhouse over the past decades, the state must now evolve under its next phase, dubbed Penang 3.0. 'If Penang 2.0 was about global companies coming to Penang to make their products here, Penang 3.0 must be about supporting our own start-ups towards higher value creation,' Sim said in a statement released today. The Penang 3.0 vision seeks to transform the state from a manufacturing hub into a centre of innovation, technology, and high-value production, powered by local talent and businesses. Sim highlighted the need to cultivate homegrown capabilities in four key areas—talents, tech, things, and trademarks—to shift from 'Made in Penang' to 'Made by Penang' over the next 50 years. He also commended the Penang state government, led by Chief Minister Chow Kon Yeow, for driving major infrastructure projects such as the expansion of Penang International Airport and the Mutiara Line LRT, which are set to boost the state's economic prospects. Sim expressed confidence that with the right policies and incentives, Penang could sustain its reputation as a high-quality global brand.

Loke: LRT project in Penang to start within two months
GEORGE TOWN: With outstanding issues concerning the Mutiara Line Light Rail Transit (LRT) project now resolved, physical construction is set to begin within the next two months, says Anthony Loke. The Transport Minister said the resolved matters included the issuance of consent letters from the state government and other technical issues that had previously delayed the project's implementation. He said the project's main contractor has already awarded preliminary works to sub-contractors in preparation for on-site activities. 'I personally chaired a meeting with the Penang Chief Minister last month and resolved all issues related to the project. 'We can expect physical works to begin within one or two months,' he told reporters after inspecting the Rapid Penang On-Demand (ROD) service yesterday. The 29.5km Mutiara Line LRT project, which includes 21 stations, aims to improve connectivity between the island and the mainland, while also reducing road congestion and enhancing accessibility. On the ROD service, Loke said it has been operating with 50 vans, covering 13 zones in Penang (seven on the island and the rest on the mainland) since its introduction in August last year. He said the average number of daily passengers on weekdays has shown an increase since the addition of zones in March this year. 'An average of 492 passengers per day was recorded in March compared to 159 passengers in February. 'In May, the average daily ridership exceeded the target of 1,944. 'The figure has contributed 4.1% of the total daily average of 47,000 passengers using Rapid Penang services,' he said. Loke also said the Gurney-Tanjong Bungah route is currently the most popular with 522 passengers daily.

Construction of Penang's Mutiara Line LRT project to start soon
GEORGE TOWN: The Mutiara Line Light Rail Transit (LRT) project in Penang will commence physical construction within the next two months, says Transport Minister Anthony Loke Siew Fook. "We have now resolved all issues related to the Penang LRT project. "This includes discussions between the Transport Ministry and the state government. "I have personally chaired a meeting with the Penang Chief Minister at the Transport Ministry last month," he said after inspecting the Rapid Penang On-Demand (ROD) service here on Tuesday (June 10). The 29.5km Mutiara Line LRT project, with its 21 stations, connects the island and mainland of Penang. Loke stated that the issues resolved included obtaining consent letters from the state government and addressing technical problems. He said that the main contractor for the project has already assigned preliminary work to the subcontractors involved, in readiness for on-site activities. "We can expect to see physical works begin in the next one or two months," he said. Meanwhile, since its introduction in phases from August 2024 to May 2025, the ROD service has been operating with 50 vans, covering 13 zones in Penang: seven zones on the island and six zones in Seberang Perai. The average number of daily passengers on weekdays has increased since the addition of zones, which began in March 2025, with an average of 492 passengers per day compared to 159 passengers in February. Silicon island link by 2028
Building the future: The temporary steel bridge provides access for construction and infrastructure works on Silicon Island. — CHAN BOON KAI/The Star, Silicon Island Development Sdn Bhd GEORGE TOWN: A 380m-long coastal bridge connecting the southern coast of Penang island to the emerging Silicon Island is expected to be ready by the end of 2028. With four lanes in each direction, the bridge is designed to meet future transportation needs and support the development of the man-made island, which will house the proposed Mutiara Line Light Rail Transit (LRT) depot and Green Tech Park. The bridge is also a key component of the Pan Island Link 2A (PIL2A), a strategic initiative aimed at improving connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge. Chief Minister Chow Kon Yeow, who disclosed this yesterday, said the contract for the bridge project had been awarded and construction will begin this month. He said phase one is targeted for completion by mid-2027 to support the opening of Silicon Island's first operational factory, with full commissioning expected at the end of the following year. 'In the meantime, a temporary steel bridge has been built to provide access for construction and infrastructure works on Silicon Island, which now spans 64.75ha of the intended 931ha. This is a model development,' Chow said during a visit to the Silicon Island project site. The visit included a preview of the designated areas for the Mutiara Line LRT depot and Green Tech Park, which are gradually taking shape. Chow said work on the LRT project will begin once the Notice to Proceed is issued to SRS Consortium Sdn Bhd (SRS) in several weeks' time. 'Preliminary work, including soil testing and placement of infrastructure, are being carried out,' he added. It was reported that construction of the Mutiara Line LRT would begin in the fourth quarter of 2026. The 29.5km Mutiara Line, targeted for delivery in December 2031, will feature 21 strategically located stations to improve connectivity between the island and mainland. Chow also said a new community facility, Medan Selera Matang, was being built in Permatang Damar Laut overlooking Silicon Island. It will feature a village community management council hall, fishermen's one-stop service centre, food stalls, restaurants and storage sheds for fishermen. For the initial water supply needs of Silicon Island, a suction tank and pump house will be built. The total construction cost for the community facilities, pump house and suction tank is estimated at RM36mil.

Penang on track for large scale projects, pledge effective traffic management
GEORGE TOWN: The Penang state government has assured that effective traffic management strategies will be implemented to minimise disruptions during the construction of upcoming large scale projects. Chief Minister Chow Kon Yeow said the projects including Penang South Islands (PSI) project, the Mutiara Line Light Rail Transit (LRT) and the Juru-Sungai Dua Elevated Highway may cause temporary traffic congestion but it is a part of the development process. 'Many years ago when our team visited Gamuda in Kuala Lumpur, where they were at that time implementing the LRT project, we were introduced to the various traffic management strategies and a program that they managed at that time during the construction phase. 'I believe all contractors appointed for this massive project in Penang will take note of traffic dispersal and the key consideration is to maintain the number of lanes during construction, despite having to take away certain parts of the roads away from the vehicles, additional space would have to be created so that the original number of lanes will be retained,' he said. Chow said this while responding to questions during the Malaysian International Chamber of Commerce and Industry (MICCI) Northern Annual Luncheon Dialogue 2025, here today and also attended by MICCI Northern Branch Chairman Datuk Brian Tan Guan Hooi together with 200 attendees from various industries and related sectors. With a proper traffic management and patience from all road users, Chow is confident the state government will be able to mitigate and make travelling more comfortable despite the congestion. He also confirmed that the Penang LRT project is expected to begin in the third quarter of this year, with completion projected within six to seven years, while the Juru–Sungai Dua Elevated Highway is scheduled to commence by the end of the year. Prime Minister Datuk Seri Anwar Ibrahim in tabling Budget 2025 on Oct 18 last year, announced several projects in Penang, including the Juru-Sungai Dua Elevated Highway, Mutiara Line LRT, the expansion of Penang International Airport (LTAPP) and the Batu Kawan Industrial Park 3 project. The 29.5-kilometre Mutiara Line LRT will feature 21 strategically located stations and is designed to enhance connectivity between Penang Island and the mainland, reduce road congestion, and improve overall accessibility. Meanwhile, Chow also noted that the state-led PSI project continues to make progress with some 60.71 hectares of land already reclaimed over the past 18 months. He said the state government is awaiting 'good news' from the federal government regarding the incentive packages for potential purchasers of the land for industrial development. PSI or Silicon Island, with a land area of 930.78 hectares, is a reclamation project owned by the Penang government.
