Rekha 's iconic film 'Umrao Jaan' is set to re-release in theatres on June 27. It's considered one of her best works and was directed by Muzaffar Ali . As the film brings back memories with its re-release, here's recalling what Muzaffar had spoken about Rekha and Amitabh Bachchan which was mentioned in the biography of the actress written by Yasser Usman. 'Umrao Jaan' had originally released in 1981 and incidentally, it was the same year that saw the release of 'Silsila' starring Big B, Rekha and Jaya Bachchan. In her biography called, 'Rekha: The Untold Story' by Yasser Usman, the author wrote about what Muzaffar had told him about Bachchan and the actress. In the book, it was written that Muzaffar told Yasser, "Rekha is a very sensitive woman... Amitabh Bachchan used to come and sit on our sets, during the Delhi shooting of Umrao Jaan. That's a fact. Whenever referring to Amitabh, she always spoke using 'inko, inhone', like women do who consider themselves married. I think she considered herself married." Muzaffar has called for dashcams to be made mandatory in all vehicles in Malaysia to enhance road safety and support legal proceedings. – Photo by Kevin Embol KUCHING (June 11): Dashcams should be mandatory in all vehicles in Malaysia to enhance road safety and support legal proceedings, said Dr Muzaffar Syah Mallow. In this regard, the Universiti Sains Islam Malaysia's Faculty of Syariah and Law associate professor urged the government to review existing laws, particularly the Road Transport Act 1987 (Act 333), to introduce new provisions making dashcams mandatory. 'The government can consider requesting vehicle owners in the country to instal dashcam inside their vehicle by themselves or requesting car manufacturers in the country to add a dashcam component to every vehicle which they produce. 'Whatever approach we take, we should never undermine the importance of a dashcam. With so many issues which occur on the road, dashcam footage can serve as vital evidence when needed,' he said in a statement today. He explained that modern dashcams, now compact and easy to mount, allow drivers to record visuals of any road incidents they encounter. 'Drivers may opt to instal dashcams in their vehicles for liability protection. I f a driver is involved in an accident or is accused of a crime, the lawyer may be able to use the footage from a dashcam as evidence to assist the driver with their legal battle in court,' he said. Highlighting the risks drivers face—such as accidents, snatch theft, road bullying, and harassment—Muzaffar said recorded visual evidence can assist them in filing police reports, insurance claims, and even in legal cases. Legally, Dr Muzaffar said dashcam footage qualifies as admissible documentary evidence in court, provided it is relevant, strong, and credible. He cited Section 3 of the Evidence Act 1950 (Act 56), which states that evidence includes both oral and documentary forms, such as visual recordings. 'This view is based on the case of Chin Seow Noi v PP (1994) 1 SLR 135, where the court said that 'The use of the single word 'includes' in our Section 3 is clearly intended to make the definition of evidence in our Evidence Act an extensive one.' 'The use of the word 'includes' in Section 3 of the Evidence Act 1950 [Act 56] was intended to make the definition of evidence in the section extensive. In making this call, Universiti Sains Islam Malaysia's Faculty of Syariah and Law associate professor Dr Muzaffar Syah Mallow said such a move should help eradicate smoking habit and addiction, particularly among Muslims nationwide. Muzaffar pointed out that many studies have indicated that about half of smokers die from smoking-related causes. 'Smoking harms nearly every organ in the body. Many studies show that smoking leads to diseases affecting the heart, liver and lungs, and emerges as a major risk factor for heart attacks, strokes, chronic obstructive pulmonary disease (COPD) (including emphysema and chronic bronchitis) and cancer (particularly lung cancer, cancers of the larynx and mouth and pancreatic cancer),' he said in a statement today. Muzaffar stated the World Health Organisation estimated that tobacco killed eight million people annually as of 2019, with 100 million deaths recorded over the course of the 20th century. He said an outbreak of severe vaping lung illness occurred in the United States in 2019 and 2020, adding that vaping has been linked with damage to the lungs, cardiovascular system as well as the brain. A 2022 study conducted by several Western researchers found a positive correlation between vaping and the frequency and severity of asthma and obstructive lung disease, he said. He added that the same study also found a positive correlation between the usage of e-cigarettes and medical conditions such as myocardial infarctions, coronary artery disease and strokes. 'Regarding the brain, vapors from e-cigarettes can damage neurons in developing brains, impairing the decision-making process and leading to more frequent impulsive decisions,' he said. According to Muzaffar, the Fatwa Committee of the National Council for Islamic Religious Affairs of Malaysia had in March 1995 agreed that 'Smoking is forbidden in Islam because in it there is harm.' 'A similar stance has also been taken for vaping. In 2025, the National Fatwa Council in 2015 ruled that vaping is forbidden. Although Islam has clearly explained the dangers of smoking and vaping through Fatwa, many Muslims in the country still take the issue lightly,' he said. As such, he called for drastic measures, including proper legislation to address the matter. He pointed to Section 15 of the Syariah Criminal Offences (Federal Territories) Act 1997 [Act 559] states: 'Any person who during the hours of fasting in Ramadan sells to any Muslim any food, drink, cigarette or other form of tobacco for immediate consumption during such hours; or (b) openly or in a public place is found to be eating, drinking or smoking, shall be guilty of an offence.' He explained that upon conviction, offenders would be liable to a fine not exceeding RM1,000, or to a jail term of not more than six months, or both; and for a subsequent offence, to a fine not exceeding RM2,000, or to a jail term of not more than one year, or both. 'It would be much better if we could insert a specific section in the Syariah Offences Act and Enactments to make smoking and vaping criminal offences. 'This is to send a strong signal or reminder to everybody, especially to Muslims in the country, about the health hazards of smoking and vaping,' he said. KUALA LUMPUR: The government should consider classifying smoking and vaping as Syariah criminal offences to reinforce public health efforts and curb addiction among Muslims in Malaysia, says a law academic. Universiti Sains Islam Malaysia (Usim) Syariah and Law Faculty Associate Prof Dr Muzaffar Syah Mallow, in a statement, said such a move would support ongoing efforts to combat smoking, which continues to have devastating health impacts on society. He noted that although cigarette smoking remains the most common form, the rapid spread of modern alternatives such as electronic cigarettes and vape devices has complicated the issue. Cigarettes, which contain toxic chemicals from the tobacco leaf and those produced during combustion, are known to cause harm to nearly every organ and are linked to numerous life-threatening illnesses. Citing global statistics, he said smoking contributes to around eight million deaths annually, with half of all smokers dying from smoking-related causes including cancer, heart disease, and lung complications. Vaping, which involves inhaling vapour from devices powered by batteries and atomisers, has similarly been linked to serious health issues including lung damage, cardiovascular disease, and impaired brain function, especially in young users. He referred to international studies showing vaping increases risks for asthma, strokes, and coronary conditions, and may affect brain development, leading to poor decision-making and impulsive behaviour. Muzaffar pointed out that Islam has long addressed the dangers of smoking, with a fatwa issued by the National Fatwa Council in 1995 declaring smoking haram due to the harm it causes to individuals and those around them. The 2015 fatwa further extended this ruling to electronic cigarettes and vape devices, but enforcement remains lacking, as many Muslims still downplay the severity of the issue. The Greater Hyderabad Municipal Corporation's monsoon preparatory work is wanting in a number of aspects, while the authorities blame the early monsoons for the predicament. Long stretches of roads are still dug up or not re-laid after being filled, posing danger for commuters. Nala de-silting is a half-completed job with the excavated silt heaped on the roadside at several locations. Widening of the stormwater drain has not been finished at several locations, and open drains continue to pose grave danger. Trenches dug for various works still lie open near Mehdipatnam foot overbridge, the Fort Road in Gudimalkapur, Road No.1, Banjara Hills and several other areas. 'The stretch from Virinchi Hospitals up to the Taj Krishna junction has been dug up for nearly two months., which has reduced the road width considerably leading to traffic issues. The restoration works have started only recently, after the monsoons have arrived, and the works are the cause of traffic snarls now,' shared Shafiur Rehman, a local resident. Restoration works have not even started on the stretch between Mecca Colony and Anas Model School in Tadban near Shamseergunj where the road was dug up for stormwater drain works. One more infamous instance is the road that passes via Qutb Shahi Tombs, a heritage complex and tourist location. The road remains dug up for years, say the residents of the surrounding colonies. 'Fun fact: A friend's kid was born when the Seven Tombs roadwork started. That kid is now going to kindergarten. Meanwhile, the road is still a crater-filled warzone. Time moves on. GHMC? Not so much,' posted one Muzaffar on social media platform X, in a long thread about the road's condition. At several other locations such as Chintalkunta, Jubilee Hills, and Serilingampally the trenches dug up for sewerage works have been filled up, but restoration works have not been taken up so far. GHMC is the sole authority to grant road cutting permissions to all agencies, whether private or public. The corporation collects road cutting charges from the utilities, so that the road can be restored after the work is finished. Officials in charge admit that there was inordinate delay in granting the road cutting permissions this time, due to hiccups in work redistribution in the Engineering wing. The works which were to begin in November, began towards the end of January. Added to it is the early arrival of monsoons, which were not expected till June-end. 'To the field level Engineering officials, we gave time up to June 10 to wrap up the pending works and make the roads motorable. Our teams are on the job,' assures a senior official. Part of the reason is also the transition from the agencies to which the Comprehensive Road Maintenance works were granted. During their five year stint, the CRMP agencies were authorised for granting the road cutting permissions on several major stretches, and also were responsible for restoration works. Desilting While GHMC has awarded tenders for desilting of stormwater drains much ahead of time, the work done is hardly enough to withstand one bountiful rain, as proven in case of Chandanagar area, which was flooded after Tuesday's rain. Commissioner of the Hyderabad Disaster Response and Asset Protection Agency, who inspected the drain near the Lingampally Road Under Bridge (RUB), noted that the drain was clogged completely by volumes of garbage. HYDRAA forces had to be instructed to clear the trash and facilitate free flow of water. 'Silt was piled up by the drain at Aramghar crossroads, but not removed immediately. With one rain, all the silt would be back in the drain, along with the public funds spent on the work,' fumes a resident.
