Monsoon stalls repair, leaves work on KLIS barrages in limbo

Hyderabad: The Medigadda barrage, along with the Annaram and Sundilla barrages under the Kaleshwaram Lift Irrigation Scheme (KLIS), has become unserviceable during this monsoon season. This is due to the state govt's failure to undertake the necessary repairs, as recommended by the National Dam Safety Authority (NDSA), prior to the onset of rains. The Central Designs Organisation (CDO) of the Telangana irrigation department, citing its inability to provide the drawings required for the restoration of the barrages, reportedly asked the engineer-in-chief of the Ramagundam circle, under whose jurisdiction the Kaleshwaram barrages fall, to furnish reports from various investigations recommended by the NDSA. Despite this apparent deadlock between the two wings of the department, senior officials did not intervene to resolve the issue. A committee constituted by the Ministry of Jal Shakti in October 2023, led by J Chandrashekhar Iyer and member secretary Amitabh Meena, investigated the sinking of certain piers in Block 7 of the Medigadda barrage, as well as structural issues in the Annaram and Sundilla barrages. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Knee pain prices might surprise you Knee pain | search ads Find Now Undo The panel submitted a 365-page report, which was received by the Telangana govt in April this year. A senior irrigation official said, "As per the NDSA report, geo-technical and geo-physical investigations are needed to assess the integrity of the upstream and downstream secant pile cut-offs, as well as cavities beneath the raft. Additionally, the condition of the concrete structures and hydro-mechanical components of the barrages must also be assessed." Officials pointed out that these investigations can only be carried out during the summer, when the barrage is empty. With the monsoon season now underway and Medigadda receiving heavy inflows from the Godavari, such work is currently not feasible. All gates are open, allowing water to flow downstream without being diverted.

Watered-down safety? Telangana's irrigation projects suffer from neglect

ADILABAD/NIZAMABAD/SANGAREDDY/NALGONDA: At a recent meeting convened by Jal Shakti Minister CR Patil, the Andhra Pradesh government agreed to take up repairs to the plunge pool of Srisailam dam. In Telangana too, several projects require immediate attention as their operation and maintenance are not being taken up regularly. For example, plastic covers are being used by Irrigation officials to protect the Kumuram Bheem project (Ada project), a medium irrigation project, in Asifabad district, since its sidewall was damaged three years ago. Lapse at Srisailam Though officials averred that there is no immediate danger to Srisailam, the delay in taking up the repairs is a cause for worry. A retired hydro-mechanical engineer and gates specialist, Kannaiah Naidu, who visited the Srisailam dam recently, pointed out issues with Gate No 10, which is leaking. Though the leakage is less than 10% and does not pose an immediate threat, he emphasised the need for urgent repairs. He also noted signs of rust, lack of lubrication and accumulation of silt on the gates. He noted that no paint has been applied to the gates since 2010, a critical maintenance lapse. In its report in January 2024, the National Dam Safety Authority (NDSA) recommended that the possibility of constructing a downstream dyke or coffer dam be explored to raise the tail water on all the discharges in order to reduce further scour in the plunge pool keeping in view the high flood level fixed for powerhouses. Maintaining higher tail water level will help in reducing further scouring, the NDSA suggested.

Gujarat bridge collapse: BRS livid at BJP, terms it ‘double engine' failure

Hyderabad: Bharat Rashtra Samithi (BRS) leaders K T Rama Rao and T Harish Rao have launched a scathing attack on the BJP-led government following the collapse of a bridge in the Mahisagar River in Gujarat. They branded the incident 'yet another glorious example of the Double Engine Gujarat Model.' The BRS leaders took to X (formerly Twitter) to criticise the BJP government. Rama Rao wrote, 'Another day and another glorious example of the Double Engine Gujarat model. A Final Destination re-creation. One second you are on the bridge and the next in the river. After Morbi where 140 plus people died, this is another shocker. I am sure NDSA or other Bridge safety agencies will investigate all these falling bridges in Gujarat and Double Engine Bihar and MP, no? Wishing speedy recovery to all the injured.' Expressing his deepest condolences, Harish Rao described the incident as unfortunate. He stated that bridge collapses have become commonplace in the BJP-National Democratic Alliance (NDA)-ruled states of Bihar and Gujarat, yet 'there are no inquiries into these. No action is taken.' He drew a comparison, noting, 'In the same Medigadda, if two pillars sagged, the NDSA comes in two days and gives politically motivated reports in a hurry in the name of investigation.' He further added, 'In the same NDA-ruled state of Andhra Pradesh, even if the diaphragm wall, copper dam, and guide bund in Polavaram, which is being constructed by the central government under the supervision of the NDSA, are washed away, there is no inquiry or report.' Harish Rao criticised the BJP for its lack of response to incidents within the Revanth Reddy government's purview, such as the collapsed SLBC, Sunkishala, the washed-away water pump house, and Peddavagu. He remarked, 'The NDSA does not come. This is a testament to the BJP's dual stance. In BJP-ruled states and states ruled by BJP allies, it has one policy. And in states that question the BJP, it has another policy. This reflects the BJP's cunning mind that uses accidents as a weapon for political gains.'

Harish spreading canards, we know when to start motors: Uttam

Hyderabad: Ina sharp rebuttal to BRS leader T Harish Rao, Irrigation Minister N Uttam Kumar Reddy on Sunday accused the Revanth Reddy government's predecessor of conspiring to mislead Palamuru farmers. He asserted that while the Congress government's intention is to support farmers during harvest, BRS leaders harbour 'evil intentions' of terrorising and confusing them every season. Responding to the BRS leader's demand to start the motors of Kannepalli Pump House, Uttam Kumar Reddy stated that the BRS was 'constantly conspiring to cheat and worry farmers in the state,' and was 'spreading conspiratorial lies.' He claimed that 'Harish Rao has become accustomed to spreading lies more than Goebbels.' Uttam highlighted that last year, alongside the monsoon, Telangana farmers cultivated a record amount of paddy in the recent Yasangi season, an unprecedented achievement in India's history. 'Forgetting that fact, Harish Rao is speaking falsehood,' he said. Uttam reminded that BRS had spread similar lies even before the Rabi season, making 'devious attempts to create panic among the farmers.' He detailed the state's agricultural success, noting that in the last monsoon, farmers cultivated paddy on 66.7 lakh acres and harvested 153.5 lakh metric tonnes of paddy. In Rabi, Telangana farmers cultivated paddy on 60 lakh acres, achieving a yield of 130 lakh metric tonnes. 'The record of achieving 283 lakh metric tonnes of paddy in a single year in the history of the country was achieved under the leadership of Chief Minister A Revanth Reddy during the Congress government,' Uttam Kumar Reddy asserted. The Irrigation Minister further stated that the Medigadda barrage had collapsed due to the 'incompetence, negligence, and mismanagement of the BRS.' He added that the Annaram and Sundilla barrages also remain in a dangerous condition. The National Dam Safety Authority (NDSA) found fault with the construction of Medigadda using secant piles technology. 'Like Medigadda, the Annaram and Sundilla barrages have become dangerous because they were built using the same secant piles foundation technology. They are in an unusable condition,' he explained. Uttam questioned, 'Have you forgotten that out of the 160 TMCs of water lifted from Medigadda to Annaram, Sundilla, and to Yellampally in the past, about 57 TMCs of water was again released into the sea by lifting the gates and pouring public money into the river?' Uttam affirmed that the Congress government would take appropriate decisions on these projects as per the advice and suggestions of the NDSA, stating, 'We do not need to believe the words of Harish Rao.'
