Dhubri communal tensions: Assam CM says main accused identified; urges surrender

Assam Chief Minister Himanta Biswa Sarma said the main culprit behind placing cattle parts near a Hanuman temple in Dhubri town during Id-ul-Azha has been identified. The man who tried to stoke the communal fire should give up, he said after assessing the law and order situation in the western Assam town on Tuesday (June 24, 2025). 'The mastermind has been identified as Mintu Ali. He is currently absconding, and his mobile phone has been switched off. I ask him to surrender,' Mr. Sarma said, adding that 151 people have been arrested in connection with the unrest so far. The Chief Minister said Dhubri has remained calm since the government took stern measures two weeks ago. 'We are planning long-term measures, including setting up an Army camp,' he said. He also said action would be taken against officials in the Animal Husbandry Department for letting 1,460 cows enter Dhubri from adjoining West Bengal ahead of Id-ul-Azha. Mr. Sarma reminded people of the Assam Cattle Preservation Act of 2021 that prohibits the consumption and sale of beef within a 5-km radius of Buddhist, Hindu, Jain, and Sikh places of worship. The Chief Minister also declared a beef-free buffer zone around Dhubri's iconic Gurdwara Sri Guru Tegh Bahadur Sahib and advised beef sellers to shut down shops or face police action. He further said the police were probing deeper into 'Nabin Bangla', a new group reportedly espousing the merger of the Muslim-majority Dhubri district with Bangladesh.

GUWAHATI: The Assam Police has arrested 38 people for attempting to create communal disturbance in Dhubri by placing two heads of cows near a Hanuman temple after Bakrid. Taking to X, CM Himanta Biswa Sarma posted, '38 arrested overnight in the Dhubri beef head incident.' The arrests were made during his visit to the lower Assam district bordering Bangladesh and his direction for issuance of a shoot-at-sight order. On Friday, he told media in Dhubri that the elements trying to foment unrest would be dealt with sternly. 'Somebody had kept a cow head at a Hanuman temple a day after Bakrid. People from both the communities discussed the matter peacefully. However, another cow head was found at the temple the next day,' he said. Sarma said Nabin Bangla, a group that wants Dhubri's inclusion in Bangladesh, put up three posters in the town on the eve of Eid. The posters indicate involvement of a force from Bangladesh, he said.

In response to the rising communal tensions following reports of desecration of a Hindu temple in Assam's Dhubri district, Chief Minister Himanta Biswa Sarma said that the police have arrested 38 people. The police have arrested 38 people in an overnight crackdown after the 'beef head" incident, Sarma said in a post on X. The Assam Chief Minister also issued shoot-at-sight orders in the state's Dhubri district, which borders Bangladesh. During a visit to violence-hit areas, Sarma said the act of throwing a cow's head near a temple should never have occurred and vowed strict action against those responsible. In a post on X, Sharma wrote, 'I visited Dhubri and directed law enforcement officers to follow ZERO tolerance against elements who desecrate our temples, Naamghars and sacred spaces. The incident of throwing beef at the town's Hanuman Mandir should have NEVER happened, and those involved WON'T BE SPARED." He also held a high-level meeting in Dhubri with DGP Harmeet Singh, Additional Chief Secretary Ajay Tiwari, and other senior officials of the state administration. The Chief Minister stated that Dhubri's law and order situation had been deteriorating for over a week. The trouble began on June 7, a day after Eid al-Adha, when a cow's severed head was discovered in front of a Hanuman temple, prompting calls for peace from both Hindu and Muslim communities. Unfortunately, similar incidents, including stone-pelting, recurred the following day. Sarma also revealed that provocative posters were put up a day before Bakrid by an organisation called 'Nabin Bangla,' which expressed intentions to merge Dhubri with Bangladesh. 'Such elements are clearly trying to disrupt peace," the CM said. He said that if required, he would guard the Hanuman Temple for the whole night. 'We cannot allow a section of the community to create such disturbances. Our government will not tolerate this and allow Dhubri to go out of our hands," Sarma asserted. Dhubri District Commissioner Dibakar Nath stated that the situation in Dhubri town is currently under control. 'We've revoked yesterday's order, and shops and markets have reopened," he told PTI. A cow's head was found in front of a Hanuman temple in Dhubri town on Eid on June 7, according to the Chief Minister. 'The next day, a cow's head was again kept in front of the temple, following which clashes were reported,' he said on Friday (June 13, 2025) after visiting the affected areas. The district administration had on June 9, 2025 imposed Prohibitory Orders in the town, but lifted them the next day after the law and order situation improved. During his visit to the town, Mr. Sarma said shoot-at-sight was ordered at night as an outfit was trying to create disturbances in the district bordering Bangladesh. He said the outfit Nabin Bangla had put up posters in the district, seeking to merge Dhubri with Bangladesh.
