Uttar Pradesh govt to launch mobile app for scholarships to pre, post-matric students
The Uttar Pradesh government will soon launch a mobile app to make the scholarship process of pre and post matric (Class 10) students online, simple and transparent. (SOURCED IMAGE) Various state government departments which offer scholarships will send WhatsApp messages and even text messages to communicate with the students. The government has now decided to give pre-matric, post-matric scholarship and fee reimbursement from October 2 instead of December. This decision was taken a high-level meeting held on Monday by minority welfare minister Om Prakash Rajbhar, minister of state for social welfare (independent charge) Asim Arun, minister of state for backward classes welfare (independent charge) Narendra Kashyap and minister of state for minority welfare Danish Azad Ansari with departmental officials. A four-member team will be formed to bring uniformity in the scholarship schemes of social welfare, minority and backward classes welfare departments. Speaking on the issue, minister of state for social welfare minority welfare Danish Azad Ansari said, 'Earlier, there were several issues regarding forms being filled for scholarship as it was a time bound process. For this, we have decided that there won't be any time limit for filling up the forms for scholarships. Secondly, we are making the process of filing forms for scholarships easier, now it only has to be filled online.' 'OTR (One Time Registration) will be implemented in which a student will be required to register just once and not every year of that particular course. Biometric authentication for students is also on the cards to avoid any kind of fraud in scholarships. A committee has also been formed for this including, directors of all three departments, which will organise things,' Ansari added 'We are also developing a mobile application for scholarships of the students, in which they can register for scholarships and also put their queries forward. Many a time, the information could not reach students. Now, they will receive communication over WhatsApp and text messages as well. Earlier, there were reports of failed transactions due to some failure, now we will also tackle that. Arrangements will also be made for proper advertisements.' The Yogi Adityanath government in the state is focusing on revamping the educational structure of madrasas in the state, which are affiliated to the UP Madrasa Board. The Uttar Pradesh government will soon introduce an amendment to the Uttar Pradesh Board of Madrasa Education Act 2004, paving the way for compulsory introduction of Hindi and English as a language up to Class 10. The amendment will also ensure that all the affiliated madrasas will be duty bound to have a science and computer lab for the students. Total adoption of NCERT syllabus from Class 1 to 3 and SCERT syllabus from Class 4 to 8 will be a must.

Computer training for OBC youth
Lucknow: The state govt launched a computer training scheme aimed at empowering youth from Other Backward Classes (OBCs). Under the scheme, free technical training will be provided to eligible candidates to boost digital literacy and employment prospects among marginalised communities. One can apply for this scheme through the official portal till July 14. Govt earmarked Rs 35 crore for the implementation of the scheme. Minister of state for backward class welfare and divyangjan empowerment (independent) Narendra Kashyap said that unemployed boys and girls who passed intermediate (Class 12) and whose parents earn Rs 1 lakh or less annually are eligible to apply under this scheme. The 'O Level' course is of one-year duration, and eligible candidates will receive financial assistance of up to Rs 15,000. The 'CCC' course will be conducted over three months, with support of up to Rs 3,500 to be provided to candidates.

BJP to launch caste census campaign
Lucknow: The proposed caste enumeration exercise scheduled alongside the national Census in 2027 is set to become the centrepiece of an elaborate ground-level campaign which the BJP plans to undertake in politically crucial Uttar Pradesh. The initiative, sources said, will aim to bolster the party's support among the Other Backward Classes (OBC) ahead of the 2027 state assembly elections. Party leaders were directed to initiate dialogues with various OBC communities to inform them about the anticipated benefits of caste-based enumeration. These include the collection of data to enable targeted welfare programmes, identification of disparities in resource distribution and improved policymaking on affirmative action. Experts say the data will also provide deeper insight into the state's social structure and help promote inclusivity and equality. The use of chaupals and workshops, analysts said, potentially suggests a bottom-up approach, with the BJP's bid to build narratives not just from above but by directly engaging with marginalised – but electorally significant – OBC communities at the grassroots level. The caste census has been a major demand of several opposition parties, essentially the Samajwadi Party and Congress. In fact, the SP's Pichhda, Dalit, Alpsankhyak (PDA) campaign — centred on caste census and social justice — is widely said to have dented the BJP while reducing its tally in the 2024 Lok Sabha elections. Experts said that by initiating its own campaign, the BJP aims to reposition itself on the issue to avoid ceding any political ground in the run-up to the panchayat elections due next year and subsequently the 2027 UP polls. The party also aims to reconnect with OBC communities, many of which have traditionally aligned with regional players like the SP and the Mayawati-led BSP. Experts suggest that the BJP will seek to steer the caste census narrative toward development and national integration. This includes showcasing its existing welfare schemes for backward castes and linking the census with its broader governance agenda. BJP, as a matter of fact, has also been wheeling out a sharp OBC narrative by invoking historical figures from the backward class communities – most recently, Maharaja Suhaildev and Ahilyabai Holkar. Meanwhile, the opposition is also pulling up socks to make deeper inroads among the OBC communities. After making an effective presence as an ally of the Samajwadi Party in the 2024 Lok Sabha elections, the Congress party plans to go the extra mile in wooing the OBC. Congress plans to hold 'Bhagidari Nyay Sammelan' in every district from June 14 to July 15.

Govt helps 214 children receive hearing implants
Lucknow: In 2024-25, the state govt assisted 214 hearing-impaired children to get cochlear implants under its surgical grant scheme. Under the scheme, Rs 10,000 is provided to differently-abled persons for 21 different kinds of surgeries and up to Rs 6 lakh for cochlear implants. "In 2024-25 alone, 214 hearing-impaired children received implants worth Rs 12.84 crore, which greatly enhanced their quality of life. The initiative is a vital step toward empowering divyangjans and promoting their self-reliance. Beyond financial aid, the scheme fosters social inclusion by enabling access to transformative procedures like cochlear implants and surgeries like corneal plasticity and post-polio correction," said a govt spokesperson. The department of empowerment of persons with disabilities is responsible for implementing the scheme. The department is working to identify eligible beneficiaries under the initiative, particularly those from economically weaker sections who cannot afford high-cost surgeries. Minister of state (independent) for backward classes welfare and divyangjan empowerment Narendra Kashyap said: "In the previous financial year, 214 children from 63 districts received cochlear implants. We are working towards expanding and strengthening the scheme so that more Divyangjans can benefit from it and ensure inclusive and equitable development in Uttar Pradesh."

UP allocates over Rs 39.4 crore for aids to people with disabilities
Lucknow: The state govt has allocated Rs 37.4 crore for the distribution of artificial limbs and assistive devices, along with Rs 2 crore dedicated to the distribution of motorised tricycles, to persons with disabilities in 2025-26. On Tuesday, minister of state (independent charge) for Backward Class Welfare and Empowerment of Persons with Disabilities, Narendra Kashyap, reviewed Divyangjan welfare schemes and directed officials to prepare an action plan in collaboration with ALIMCO for the proper implementation of the scheme. He also directed officials to conduct the distribution of motorised tricycles under the centrally-supported ADIP (Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances) Scheme at the earliest. The minister said that an accurate list of motorised tricycle beneficiaries should be uploaded on the ARJUN portal. He said that this list must be updated regularly to prevent duplication and to make the distribution process completely transparent. He also said that no eligible beneficiary should be left out.
