She ordered immediate challaning of vehicles found without valid registration certificates, pollution control certificates, or those parked in unauthorised areas, such as outside the Sector 8 parking zone. RTA secretary Haratjeet Kaur was tasked with ensuring the installation of CCTV cameras in all school buses and initiating action against unfit and outdated vehicles. "Shut them down if necessary," the DC emphasised. To tighten enforcement, ACP traffic Surendra Singh was directed to issue maximum challans to violators involved in rash driving, overspeeding, red-light jumping, or driving under the influence of alcohol. The traffic inspector has been assigned on-ground visits to penalize illegally parked school vehicles. Addressing infrastructure concerns, DC Gupta instructed PMDA, NHAI, and PWD (B&R) to expedite pending works. PMDA was asked to repair non-functional traffic signals in Sectors 20 and 21, trim overhanging trees in MDC, and submit a compliance report within a week. HSVP was directed to fix faulty red lights, while the municipal corporation was asked to install speed tables near the Sector 1 college to facilitate safe pedestrian crossings for students. "Our primary goal is to protect schoolchildren by ensuring school buses are fully compliant with traffic and safety regulations," said SP Mahal. Drivers were instructed not to exceed speed limits and reminded of their responsibilities while transporting students. DSP (traffic) Karnail Singh interacted with schoolchildren during the drive, advising them to report any reckless driving, such as overspeeding or driving on the wrong side, to their school principals or senior teachers. He stressed that timely reporting could help prevent potential accidents. The DSP also issued advisories to school bus drivers, emphasizing the importance of wearing uniforms, conducting regular vehicle checks, and ensuring the presence of a conductor or assistant on board. Drivers were urged to undergo proper training for managing and transporting young children responsibly. "Every school bus must be equipped with a first aid box and fire extinguishing equipment as mandated by safety norms," DSP Singh added. Deputy commissioner (DC) Monika Gupta on Monday said she has directed Shri Mata Mansa Devi Shrine Board to file cases in the sub-divisional magistrate's court against shopkeepers littering the surroundings, particularly the drain passing through the area. Such cases are to be filed under public nuisance provisions, she said after she was apprised about the 6.7-km nullah (Mansa Devi complex to Rajiv Colony in Sector 17) strewn with garbage. The DC had recently chaired a meeting with the municipal corporation (MC) and the Haryana Shehri Vikas Pradhikaran (HSVP) on cleaning the drain during which she had directed the authorities concerned to issue challans to the errants. The HSVP, which has allotted the shops, has been tasked with issuing stern warnings to offenders. The HSVP retains the authority to cancel shop allotments over continued non-compliance, according to the DC. Around 150 shops operate on the Mansa Devi Temple premises, alongside many street vendors. Many of these businessmen throw plastic waste, eatables and other garbage directly into the nullah. Barely three months ago, the Haryana government had announced ₹ 95.48 crore under the Jal Dhara project, with a special focus on cleaning the Mansa Devi drain and another nullah that flows through Sectors 2, 4, 12, and 12-A in Panchkula. The Panchkula Metropolitan Development Authority (PMDA) is slated to begin with the work in two months. PMDA officials said the administrative approvals for the Jal Dhara project had been secured, and the process was on to select a specialised agency. The Jal Dhara project envisions a complete overhaul, including construction of retaining walls, installation of waste-intercepting nets, sophisticated sewage disposal systems and removal of encroachments.

Panchkula: Two years after a water pipeline connecting Kaushalya Dam to Panchkula was damaged during the monsoon, the long-awaited repair work has finally been allotted to a firm. Officials said the estimated cost of the project is around Rs 9 crore. The pipeline will channel water from Kaushalya Dam to Sector 1 and Sector 32 water treatment plants via Beed Ghaggar village. Once treated, the water will be distributed to trans-Ghaggar areas and other sectors across the city. The work is scheduled to commence after the monsoon season and is expected to be completed within four months. The repaired pipeline will supply 45 megalitres per day (MLD) of water to Panchkula. Currently, the city receives 97 MLD - 45 MLD from Kajauli waterworks and the rest from tubewells. A senior water supply officer said while the current supply meets the city's demand, the addition of dam water will allow for reduced dependence on tubewells, helping conserve groundwater resources. Residents have long complained about water shortages, especially in trans-Ghaggar sectors, since the pipeline was damaged. The major damage occurred near Amarvati Enclave bridge on Shimla national highway. Officials said while some sections of the pipeline will be repaired, others will be replaced entirely. Explaining the delay in initiating the repair work, officials said Panchkula Metropolitan Development Authority (PMDA) had to conduct a comprehensive survey of the entire pipeline stretch to assess the extent of damage and determine where repairs or replacements were necessary. Only after these steps were completed could the project estimate be finalised and the work allotted through a tendering process. Officials said the repair work will begin once the monsoon ends, as weather conditions during the rainy season are not conducive to such infrastructure projects.

Panchkula: The Panchkula Metropolitan Development Authority (PMDA) on Tuesday initiated the installation of 19 tabletop speed breakers at eight high-risk locations throughout the city, aiming to enhance road safety and reduce accidents. The project, following road safety committee guidelines, is being implemented at a cost of Rs 36 lakh. On Tuesday, construction activities were undertaken on the primary road connecting the Panchkula Industrial Area to Rally Chowk via Govt Women's College, Sector 14. The road remained completely closed during construction and will continue to be inaccessible on Wednesday. All vehicles were directed to use alternative routes. The traffic police installed route markers with detailed instructions at strategic points to facilitate smooth traffic flow. According to PMDA, the distribution includes four tabletop speed breakers each at Sector 6-7 light point and Amartex Chowk; three at Tank Chowk; two each at Tau Devi Lal sports stadium, PG College, Sector 1, PG College (Women), Sector 14; and single installations near the DI office and Basantar Enclave in Sector 2. Police records indicate these locations have witnessed numerous fatal and non-fatal road accidents previously. Investigations revealed high-speed vehicular movement as a primary cause, prompting the road safety committee to recommend these tabletops to regulate traffic speed and prevent collisions. The speed breakers will incorporate zebra crossings, cat eyes, and road studs to enhance visibility and safety, alerting drivers about upcoming tabletops to prevent sudden braking. PMDA officials confirmed that the installed studs are designed to be vehicle-friendly and will not cause discomfort to road users. Growing fatalities Panchkula's road accident statistics show concerning trends over three years. The year 2024 recorded 105 deaths from 233 accidents, marking the highest fatality rate.
