The Ministry of Education recently released latest assessment of school education indicators, the Performance Grading Index (PGI) 2.0 report for 2023-24. 1. The PGI was introduced in 2017, and the ministry revamped it as PGI 2.0 in 2021. It is an assessment of school education based on 73 indicators, which are grouped under 2 categories, viz., outcomes and governance and management. These categories are further divided into 6 domains: (i) Learning outcome and quality, (ii) Access, (iii) Infrastructure and facilities, (iv) Equity, (v) Governance processes, (vi) Teacher education, and training. 2. The latest report, covering the years 2022-23 and 2023-24, draws data from the National Achievement Survey 2021, the Unified District Information System for Education Plus (UDISE+), and information on the mid-day meal programme (PM-POSHAN). 3. States/UTs are scored out of 1,000 points. In PGI 2.0, the nomenclature for PGI scores is classified into various grades. The highest achievable grade is called Daksh, which is for state/UT scoring more than 90% of the grade range. The details of grades and grade ranges so obtained are: 4. Notably, no state/UT has scored in the higher ranges of 761 and above. Chandigarh scored 703 points, achieving Prachesta-1 — the highest grade achieved in the latest PGI. Chandigarh scored 703 points, as opposed to 687.8 in 2022-2023, to emerge as the only state or UT in the Prachesta-1 grade that has the score range of 701 to 760. 5. Chandigarh is followed by Punjab at 631.1, and Delhi at 623.7. Kerala, Gujarat, Odisha, Haryana, Goa, Maharashtra, and Rajasthan also scored in the 581-640 range. 6. The state that scored the lowest was Meghalaya (417.9). Just above it were Arunachal Pradesh (461.4), Mizoram (464.2), Nagaland (468.6), and Bihar (471.9). 7. In the middle range of 521-580 (Akanshi-1 grade) were Uttar Pradesh, Tamil Nadu, Karnataka, Andhra Pradesh, West Bengal, Madhya Pradesh, Himachal Pradesh, and Uttarakhand. 8. Referring to the inter-state disparity, the report said, 'The maximum and minimum scores obtained by the States/UTs in 2023-24 are 719 and 417 respectively.' 9. The scores are meant to help states/UTs identify areas where they need to make interventions. Of the 36 states/UTs, 25 saw an improvement in their scores in 2023-24 compared to 2022-23. 1. Mizoram, Goa and Tripura have attained the 'full literacy' tag under Understanding Lifelong Learning for All in Society (ULLAS) – Nav Bharat Saksharta Karyakram. 2. ULLAS – Nav Bharat Saaksharta Karyakram or New India Literacy Programme (NILP) is a centrally sponsored scheme implemented from 2022-2027. It aims to equip 5 crore 'non-literate individuals' over the age of 15 across the country with foundational literacy and numeracy skills, which means basic reading and writing and simple arithmetic learnt in primary classes. 3. ULLAS is based on the spirit of Kartvya Bodh and is being implemented on volunteerism. It consists of five components: (i) Foundational Literacy and Numeracy, (ii) Critical Life Skills, (iii) Basic Education, (iv) Vocational Skills, and (v) Continuing Education. 1. It is an initiative run by the Union Ministry of School Education and Literacy. It intends to improve 14,500 schools to 'showcase' the NEP, 2020, and be 'exemplars' for other schools in their region. 2. Odisha surpasses Kerala to secure 5th rank in school education index
Odisha has achieved a remarkable climb in the Union Ministry of Education's Performance Grading Index 2.0 (PGI2.0) for 2023-24, securing the fifth position state improved from 14th place in 2019 to fifth, registering a score of 595.6 out of 1,000, and earning the Prachesta3 a post on X, former Chief Minister Naveen Patnaik said, "Glad to share that Odisha has earned 5th rank nationally in the School Grading System as per Performance Grading Index. Report released by the Government of Odisha has achieved a score of 595.6 and secured PRACHESTA- 3 grade for the academic year 2023-24, up from 14th in 2019. The PGI 2.0 evaluates school education through 73 indicators across two categories: Outcomes and Governance & Management.'The state has overtaken Kerala in the education rankings, a milestone once deemed improbable. Former Chief Minister Naveen Patnaik attributed this leap to Odisha's 5T initiative, which modernised around 7,000 government schools through infrastructural and technological upgrades.'We always believed that #NewOdisha will be built by empowering every child with the power of education.'He expressed happiness about the foundation for government school education, which helps students excel. He also thanked all the teachers, parents, administration and support staff for this huge EVALUATION USING 73 INDICATORSThe PGI2.0 framework assesses states across 73 indicators spanning six major domains: learning outcomes, infrastructure and facilities, governance processes, access, equity, and teacher are graded on a scale from Daksh (top) to Akanshi3 (lowest). Odisha falls in the 581–640 point range, defined as score in the access domain, which measures issues like enrolment, retention, and transition to the next grade, rose from 59.2 in 202223 to 65.6 in 202324. This positive trend places Odisha amongst the top three states nationally in advancing access to education, alongside Bihar and the rise, the state faces hurdles in digital education. Only a few districts -- Jharsuguda, Khurda, Sambalpur and Sonepur -- scored above 20 out of 50 in the digital learning digital literacy remains crucial, particularly as most districts lag the districtwise PGID rankings, Jharsuguda topped the state with an Uttam3 grade, excelling in classroom quality, learning outcomes, and digital adoption. In contrast, Rayagada was the lowestperforming district, highlighting pockets requiring focused support .JOINING ELITE STATES AT PRACHESTA3 LEVELApart from Odisha, nine other states and Union Territories -- including Punjab, Delhi, Gujarat, Kerala, Haryana, Goa, Maharashtra, Rajasthan, and Dadra and Nagar Haveli and Daman and Diu -- also earned Prachesta3 grades by scoring between 581-640. Chandigarh alone claimed the top Prachesta1 impressive ascent showcases the success of systemic reforms like the 5T initiative and renewed emphasis on access and learning quality. To build on this momentum, the state must tackle digital illiteracy and resource inequities in underperforming investment in teacher training, infrastructure, governance, and technology integration will be essential to sustain and further this progress in line with the National Education Policy 2020 and Sustainable Development Goal 4.- Ends

The report published by the Union Ministry of Education for 2022-23 and 2023-24 on Thursday details the assessment of school education across various indicators, such as learning outcomes and infrastructure. Chandigarh recorded maximum improvement and achieved a score of 703 out of 1,000, corresponding to Prachesta 1 grade. Emerging as the best-performing Union Territory, it improved its score from 687.8 recorded in the 2022-23 session. The education sector evaluation report is based on six key domains, namely, learning outcomes and quality, access, infrastructure, equity, governance processes, teacher education and training. It features data from Unified District Information System for Education Plus (UDISE+), National Achievement Survey (NAS), PM POSHAN portal, PRABAND portal and Vidyanjali Portal. It is important to note that none of the states featured in the top-scoring range, which is above 761. A total of 24 States and Union Territories improved their scores in 2023-24 compared with the previous year's data. Notably, Chandigarh leads in only two of the six domains, which are infrastructure and facilities and equity. Delhi, Punjab and Gujarat recorded a score above 600. Delhi's score stood at 623.7, indicating marked improvement from the previous 579.3. Punjab and Gujarat, other top performers, recorded scores of 631.2 and 614.4, respectively. On the other hand, Meghalaya registered least improvement in performance indicators and recorded the least score of 417.9, as per Performance Grading Index report. All of northeastern states, including Nagaland, Mizoram, Arunachal Pradesh recorded a score below 500, except for Sikkim, Tripura and Assam. Chandigarh's school education director, Harsuhinderpal Singh Brar, said, 'At the heart of this success are our teachers and the encouragement by the UT administrator and chief secretary, along with the integration between various departments,' HT reported.
