Centre notifies scheme for Prime Minister's awards for excellence in public administration
The Centre on Tuesday notified the scheme for the Prime Minister 's awards for Excellence in Public Administration 2025, a Personnel Ministry statement said. A web portal for registration and submission of nominations on the PM's awards will be formally launched from October 2 and nominations can be submitted thereafter, it added. The objective of the scheme is to encourage constructive competition, innovation, replication and institutionalisation of best practices, it added. This year's award scheme aims to recognise the performance of the district collector through targeted individual beneficiaries and implementation with a saturation approach. "With this focus, the applications for awards would be evaluated on three parameters, good governance, qualitative and quantitative," the statement said. It is expected that all the districts participate in this scheme of Prime Minister's awards for excellence in public administration 2025, it said. For 2025, the scheme for Prime Minister's awards aims to recognise the contribution of civil servants under three categories. Category I is for holistic development of districts under 11 priority sector programmes. Under this category, five awards would be conferred, the statement said. Category II is for aspirational blocks programme and under this, five awards would be conferred, it said. In category III meant for innovations for central ministries/departments, states and districts, six awards would be conferred. The period of consideration is April 1 2022 to September 30, 2025 for the category I (holistic development of districts) and April 1, 2023 to September 30, 2025 for category II (aspirational blocks programme) and category III (innovations), according to the statement. The evaluation process would include Short-listing of districts/organisations by screening committee (first and second stage), evaluation by expert committee and empowered committee, it said. Prime Minister's approval will be taken on the recommendations of the empowered committee for the awards, the statement said. The PM's awards, 2025 will consist of a trophy, scroll and an incentive of Rs 20 lakh to the awarded district/organisation to be utilised for implementation of project/programme or bridging resources gaps in any area of public welfare, it added.

Centre extends last date to apply for Chief Information Commissioner's post in CIC
New Delhi, The Central government on Friday extended the last date to apply for the chief information commissioner's post in the transparency watchdog Central Information Commission till this month end. The Personnel Ministry had last month sought applications from eligible candidates for the post. The last date to receive the application was June 20. "It has now been decided, with the approval of the competent authority, to extend the last date of receipt of the applications for appointment of Chief Information Commissioner in Central Information Commission up to 30th June, 2025 ," said an order from the Personnel Ministry. The terms and conditions and other eligibility criteria of the service of the chief information commissioner shall remain the same, it said. The Central Information Commission , mandated to decide appeals and complaints under the Right to Information Act, is headed by a chief information commissioner and can have a maximum of 10 information commissioners . Besides Chief Information Commissioner Heeralal Samariya, two ICs are presently working in the commission. Former IAS officer Samariya is going to complete his term later this year. The chief information commissioner, according to the RTI Act, shall hold office and shall not be eligible for reappointment. No chief information commissioner shall hold office after attaining the age of 65 years, it says. Born on September 14, 1960, Samariya was sworn in as the chief information commissioner by President Droupadi Murmu on November 6, 2023. The RTI Act provides that the chief information commissioner "shall be a person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance".

Govt asks all departments to maintain e-service book of employees
All central government departments have been asked to maintain digital service books of employees and phase out the physical ones, the Personnel Ministry has said. The service book of a government servant is a document to record all the events in his/her entire service period and career recording each and every administrative action right from the stage of recruitment till retirement to reflect the history of service. TradeWise Learn More Undo "It has now been decided to maintain the e-service book on e-HRMS 2.0 portal," the ministry said in an order dated June 17, issued to all government departments "Hence, all the ministries/departments, further to their onboarding on e-HRMS 2.0, are requested to maintain e-service books on e-HRMS 2.0 only and phase out physical service books ," the order said. Centre brings parity in gratuity for NPS, UPS pensioners
The Personnel Ministry has brought parity between National Pension Scheme pensioners and Unified Pension Scheme (UPS) pensioners in the eligibility of gratuity and both the categories of pensioners will now be eligible for ₹25 lakh gratuity. The Ministry has also given the employees the option to avail benefits under the old pension scheme (OPS) on death during service or discharge from government service on account of invalidation or disability. Briefing about the decisions, Union Minister of State (Independent Charge) for the Ministry Jitendra Singh said the move addressed a significant demand of government staff and brings parity in retirement benefits, and the new provision reflected the government's commitment to ensure social security for all categories of employees under the National Pension System. The Ministry has issued two orders on these matters. 'UPS has been notified as an option under the NPS. Therefore, it has been decided that the Central government civil employees who opt for UPS under NPS shall also be eligible for option for availing benefits under UPS or the CCS (Pension) Rules, 2021 or the CSS (Extraordinary Pension) Rules, 2023 in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement,' the order said. Outdated provisions Dr. Singh added that the Centre had taken pride in doing away with redundant rules rather than creating new ones. He said over 1,600 outdated provisions — many of them colonial-era legacies — were repealed. 'The decision to make job interviews non-evaluative for certain categories, announced from the Red Fort by the Prime Minister and implemented nationwide by January 2016 was flagged as a key move towards fairness and transparency in recruitment,' he added. He said the amendments to the Prevention of Corruption Act sought to balance accountability with protection for well-performing officials, while changes in how cases of unfair means in examinations are handled have been aimed at protecting students from the fallout of organised cheating rackets. 'We are here to punish the racketeers, not the students,' the Minister said.

No pensioner should face problems to get dues: Jitendra
New Delhi: Stressing on administrative sensitivity and efficiency in redressing pensioners' grievances, Union Minister Jitendra Singh on Wednesday said no retiree should have to run from pillar to post to get dues. He called for a time-bound redressal mechanism of pension-related grievances, aligning it with Prime Minister Narendra Modi's broader governance model that places the citizen at the centre. Speaking at the 13th All India Pension Adalat here, Singh underscored the need for administrative sensitivity and efficiency in ensuring the dignity of India's pensioners. At the day-long event that brought together pensioners, government officials, and department heads from across the country, the Minister said that the Pension Adalat model is one of the most citizen-friendly reforms undertaken in recent years. 'A pensioner, who has dedicated a lifetime of service to the nation, should not have to run from pillar to post for what is rightfully theirs,' said Singh, the Minister of State for Personnel. He asked departments to adopt a 'whole-of-government' approach in resolving such matters. Singh emphasised that redressal should not merely be reactive, but also anticipatory, supported by technology and driven by compassion. He further encouraged the use of digital means to reach pensioners who may not be able to attend the Adalat in person. 'These Adalats represent not just a platform for grievance redressal, but also a promise from the government that no voice will go unheard,' he said. Singh said that digital initiatives like CPENGRAMS (Centralised Pension Grievance Redress and Monitoring System) must be leveraged for real-time tracking and resolution. CPENGRAMS allows pensioners to raise their grievances online. The minister urged departments and officials to treat pensioners not just as beneficiaries but as 'respected members of the administrative family'. Noting that most grievances stem from avoidable delays or procedural issues, he called for greater inter-departmental coordination and accountability. Singh said that the Adalat is not just a redressal forum, but also a barometer of administrative performance. 'When citizens feel heard and respected, it builds trust in governance,' he added. Since their inception in September 2017, 12 Pension Adalats have been held across the country, taking up a total of 25,416 cases — of which 18,157 have been successfully resolved, said a statement issued by the Personnel Ministry. That translates to a resolution rate of over 71 per cent, a number Singh cited as proof of the initiative's effectiveness. The Minister shared several success stories from previous Adalats, including the case of Jasoda Devi, who received her rightful dues after 36 years, and Anita Kanik Rani, who was granted family pension arrears of Rs 20 lakh on the very day her case was heard. At Wednesday's event, Singh also released a compilation of success stories from the 12th Pension Adalat, titled 'Brave Soldiers and Veer Naariyan'. The booklet highlights inspiring accounts of long-pending pension grievances that were resolved through the Adalat mechanism, with a special focus on defence pensioners and families of armed forces personnel. 'These real-life stories stand as a testament to the government's commitment to honouring the service and sacrifice of its retirees, particularly women and 'veer naaris', by ensuring timely justice and dignity in their post-retirement life,' the minister said. This year's Adalat focused on family pension issues, many raised by women either as claimants or recipients. Singh concluded by calling for more citizen-centric and compassionate innovations in pension administration, asserting that the government's duty towards its senior citizens must be fulfilled with both urgency and empathy.
