The dreadlocked joyrider who allegedly took a Queens MTA train on a one-stop spin last week is an 18-year-old repeat transit offender who racked up a dozen arrests this year – most of them on the rails, police said. Justine Randall-Pizarro allegedly commandeered the locked N train just after 4 a.m. June 17 at the Broadway station in Astoria before driving it to the 36th Avenue stop, police said. Pizarro – with her hair styled in reddish-orange dreads, wearing a black hat and black Crocs – entered the train parked in the station's lay-up track through the conductor's cab before the illicit jaunt, according to prosecutors and law enforcement sources. Wikipedia Investigators believe Pizarro – who fled the scene after the pre-dawn stunt – used a key to get the train running, the sources said. When detectives questioned Pizarro after her Tuesday arrest, she admitted to hijacking the train while videochatting with a pal and said she had the keys to access it, according to prosecutors. 'I mean, I'm near Astoria. Bet,' she told an investigator, according to a complaint filed in Queens Criminal Court. 'I went to Broadway, and behold – there was a lay-up train there. Still on FaceTime with my homeboy, so I drove it while I was on FaceTime with him.' Advertisement 'And, I don't know, we was just fooling around, turning up on FaceTime like while I was driving it,' the teen mischief-maker continued. 'And I just drove it to 36th Avenue, got off.' 'I mean I don't do the stealing myself, the people steal the keys for me,' she explained. 'Usually – and I guess they steal them for themselves. But usually, yeah, they do steal them from workers.' NYPD Chief of Detectives Joseph Kenny said that Pizarro had been arrested 12 times in 2025 – most 'related to transit incidents, whether it be burglary, reckless endangerment, train surfing or larceny from transit property.' Prosecutors had requested that Pizarro be held on $20,000 bail or $60,000 bond, but a judge released her on her own recognizance. Advertisement On June 1, she allegedly got behind the controls of another train and took it for an early-morning spin at Van Siclen Avenue in Brooklyn, prosecutors said. Prosecutors asked for $25,000 cash bail or $50,000 bond, but Judge Masatera Marubashi cut her loose on supervision. And on May 26 on board an R train at 86th Street and 4th Avenue in Bay Ridge, Pizarro allegedly unleashed pepper spray in an MTA worker's face, according to the criminal complaint. The DA's office asked for her to be held on $20,000 cash or $40,000 bond, but she was also granted supervised release in that case. In Sunset Park, Brooklyn on April 21, she allegedly stole a backpack holding multiple items including MTA keys, an MTA radio and an MTA flashlight from the operator's cabin of an R train at 59th Street and 4th Avenue. On May 15, she allegedly stole a backpack holding keys and an MTA escape mask from a motorman's cabin inside a D train at 86th Street and Bay Parkway, prosecutors said. Both cases are not eligible for bail by state law, the Brooklyn DA's Office said. In the April case, prosecutors asked for supervised release, but Judge Philip Tisne released her on her own recognizance. Advertisement In the second case, prosecutors were able to ask for bail because of her previous open case – so they requested $2,000 cash or $4,000 bond. But Judge Jevet Johnson granted Pizarro supervised release. All four of the Brooklyn cases will be consolidated into one going forward, a DA's office spokeswoman said.

Edison offers to pay Eaton fire victims for damages, in move to avoid litigation

Seeking to avoid lengthy litigation, Southern California Edison said Wednesday it will offer to compensate Eaton fire victims directly for damages suffered, even though it has yet to formally concede that its equipment ignited the blaze on Jan. 7. Edison said it planned to launch a Wildfire Recovery Compensation Program this fall that would be open to those who lost homes, businesses or rental properties in the fire that killed 19 people and destroyed more than 9,400 homes and other structures in Altadena. It would also cover those who were harmed by smoke, suffered physical injuries or had family members who died. 'Even though the details of how the Eaton Fire started are still being evaluated, SCE will offer an expedited process to pay and resolve claims fairly and promptly,' Pedro Pizarro, chief executive of Edison International, the utility's parent company, said in a press release. 'This allows the community to focus more on recovery instead of lengthy, expensive litigation.' The utility said it had hired consultants Kenneth R. Feinberg and Camille S. Biros, who had worked on the September 11th Victim Compensation Fund, to help design the program. Dozens of lawsuits have been filed against Edison in the wake of the Jan. 7 fire that videos captured igniting under a transmission line in Eaton Canyon. The cause is still under investigation, but Pizarro has said a leading theory is that an idle Edison transmission line, last used in 1971, somehow became re-energized and started the blaze. An attorney who represents fire victims expressed skepticism of the plan, saying it could lead to reduced compensation for fire victims. 'In the past, the utilities have proposed these programs as a means for shorting and underpaying victims,' said attorney Richard Bridgford said. 'Victims have uniformly done better when represented by counsel.' Edison said the program would be designed to quickly compensate victims, including those who were insured. People can apply with or without an attorney, it said. The program is expected to run through 2026. 'The architecture and timing of the SCE direct claims program will be instrumental in efficiently managing funding resources, mitigating interest costs and minimizing inflationary pressures so funds can address actual claims and fairly compensate community members for their losses,' Pizarro said. If Edison is found responsible for the fire, the state's $21 billion wildfire fund is expected to reimburse the company for all or most of the payments it makes to victims. Brigford said he believed the wildfire fund would be enough to cover the Eaton fire claims. 'They are trying to make people panic so they don't get adequate representation,' he said. Others are concerned that the state wildfire fund is inadequate. Officials at the Earthquake Authority, which administers the wildfire fund, said in documents released in advance of a Thursday meeting that they fear the costs of the Eaton fire could exhaust the fund. State officials plan to discuss what can be done to lengthen the life of the fund at the meeting. Edison said more information on eligibility and other details of the compensation plan would be released in the coming weeks.

A retired State Police lieutenant who witnessed the shooting reported a man dressed in black fired several rounds at another man, who fled inside the store to take cover, officials said. How the Spanish do alfresco dining, by José Pizarro

A sunny bank holiday is on the cards but the Spanish chef and restaurateur José Pizarro is looking further ahead. 'I have already been thinking about what I will serve when I have friends in the garden this summer, in London but also at my house on the coast in Spain,' he says. As the chef responsible for introducing Brits to authentic, really Spanish food, and with six restaurants in the UK, Pizarro knows how to deliver crowd-pleasers, even if the English weather means he is more often than not doing so inside. So what are his golden rules for outdoor feasting? Don't try to show off 'It's the one thing I will never do: serve something cheffy,' Pizarro explains. 'When I am hosting a barbecue I don't want to see any stupid, fussy things. Hosting is about everyone having fun and that includes myself, so anything complicated is a no, no, no for me.' Serve white sangria as soon as guests arrive As he is Spanish, the answer is of course sangria — but Pizarro prefers white sangria made with cava over the traditional red sort made with wine. 'You make it exactly in the same way: fill a jug with fruits, although with white sangria I don't add lemon, I put in oranges instead, with stone fruits and strawberries,' he says. 'Add a bit of sugar and a splash of brandy to bring all the flavours together. With normal red wine sangria you'll add the wine at this point and then soda but I just leave it like this until I am ready to serve so it marinates. Then just before serving, I add a lot of ice and cava. It's absolutely delicious.' Anchovies make the best starter 'Anchovies are king,' Pizarro says. The best kind, he adds, are the Cantabrian Reserva Catalina: 'They are huge and meaty.' During the summer months his favourite way to serve anchovies is with grated tomatoes. 'Cut a tomato in half, grate it on to a big plate and add some extra virgin olive oil, a touch of lemon juice and some grated garlic. Put the anchovies on top and you have an absolutely stunning dish. I have that all the time in summer because the tomatoes then are so nice.' It's OK to buy some things in Not everything needs to be made from scratch. 'I always make sure I have bowls of olives and I am Spanish so I will always make sure that I have lots of jamon. My favourite thing to do, which I recently did, is to treat myself to a bowl of caviar, which I put on ice. I then cook a big bag of French fries and dip them in. It is stunning.' Seafood, seafood, seafood 'Prawns, mussels, grilled fish — they're always a winner for summer parties,' Pizarro says. For a simple prawn dish he makes a salad of fennel, lettuce and oranges, and serves it with a simple honey vinaigrette. 'I'll brush the prawns with a bit of oil and then barbecue them whole so that the head is still on. It goes perfectly with that salad.' Don't forget vegetables 'Aside from a rack of Iberico pork ribs and prawns, I will make sure that I have lots of gorgeous vegetables on my grill too — courgettes, tomatoes, aubergines,' he says. 'I will make a really nice escalivada from roast tomatoes, peppers, onions and aubergine. But if you're serving vegetables the best thing to do is to make a romesco sauce the night before to make them taste delicious.' To make a romesco sauce, heat the oven to 180C, then place three ripe peppers and three ripe tomatoes on a baking tray and drizzle with olive oil. When slightly charred, leave to cool. Blend with 100g toasted almonds and 100g hazelnuts until smooth. Season with salt and sherry vinegar. Have a dessert table It's good to keep the mains and starters straightforward but dessert is the time to shine. 'I love my tables of dessert and I love having a lot of things there,' Pizarro admits. Alongside bowls of cherries and platters of fresh strawberries is Pizarro's go-to summer dessert: roasted stone fruit. 'Roast some stone fruit like peaches. They smell like sunshine. Peel them and blanch them just a little bit to remove the skins, and remove the stone. One per person. Then put honey on top, a lot of orange juice and lavender. Roast in the oven for 15 minutes, baste and then roast for another five. When you put that on the table, everyone gets lost. It's so beautiful you just want to stay there with your friends, eating for another hour.' What should you ask guests to bring? There are no tactics, Pizarro says. 'Look, people usually arrive with a bottle of wine or, better, an extra virgin olive oil but I don't ask anyone. Tell them to come hungry and thirsty and then your job is to make sure you have plenty of everything — drinks, food and hopefully, if we are lucky, sunshine.'
