Among those he accused is a now-retired IPS officer who Saxena said made several unfounded allegations against him in his appraisal reports, including that he has 'a deep base in RSS'. Saxena, an Inspector General-rank officer of the 1994-batch currently posted in the Sashastra Seema Bal (SSB), while maintaining that he is not aware of the reasons why he has been denied empanelment since 2022, in a letter to the President in February this year accused senior IPS officers of running 'a malicious campaign' against him. New Delhi: Dr Paresh Saxena, a senior IPS officer of the Bihar cadre, has returned the President's Police Medal citing repeated denial of empanelment to the post of additional director under the 360-degree review of civil servants introduced in 2020, which according to him, is 'shrouded in secrecy,' ThePrint has learnt. The retired IPS officer served as director general (DG) of the Bureau of Police Research & Development (BPR&D) when Saxena was posted there in 2022. 'The empanelment process is shrouded in secrecy, but it's understood that feedback is gathered from serving and retired officers who have worked with the candidate,' Saxena wrote in the letter to the President. Adding, 'In the rigidly hierarchical CAPFs (Central Armed Police Forces), the DG serves as the sole spokesperson for juniors before top bureaucracy and DIB, who ultimately decide on empanelment.' According to the letter, the 'narrative initiated' by the retired IPS officer that Saxena has a 'deep RSS base' gathered steam, and after his retirement successive DGs too 'misrepresented' Saxena as a 'rigid and uncooperative officer (who) misled his superiors and intimidated colleagues and subordinates'. This, he said, was due to the 'camaraderie among Chiefs of CAPFs from the same batch'. 'When the ADG and DG visited me after my mother's passing, they became aware of my family background,' he wrote in the context of the allegation that he had an RSS background. Adding, 'Despite my personal beliefs never impacting my professional conduct as an IPS officer, the DG's disapproval led to a malicious proposal for my repatriation.' 'Fortunately, his recommendation was rejected (vide MHA Order dated 14 December 2018), allowing my lateral shift from BPR&D to SSB,' Saxena wrote in the letter. After his name was announced for the President's Medal for Distinguished Services this Republic Day, Saxena was optimistic about his empanelment, he said. Despite that his name was not in the empanelment list even though he has been serving in the Centre since 2018, he wrote. Adding, 'I am unclear about the reasons for denying my empanelment, based on the multi-source feedback (MSF) or 360-degree process, which does not share the grounds for rejection with affected officers.' 'The lack of communication regarding the grounds for denial has left me feeling utterly demoralized over the past two years,' he wrote. When contacted by ThePrint, Dr Paresh Saxena refused to comment on the matter. Requesting for repatriation of his cadre, Saxena wrote to the President: 'I am compelled to return the coveted Medal for Distinguished Services (PSM) awarded by the Hon'ble President of India, as it would be inconsistent for me to accept it after being denied empanelment unfairly.' The first, he said, involved the Leave Travel Concession (LTC) scam, which implicated persons of all ranks, including at least two former DGs. The second, he said, was regarding procurement of I-CAS, an AI-based intelligence collation and analysis software procured from a private firm for approximately Rs 3.68 crore on 4 October, 2019, but never operationalised. 'My detailed inquiry report (512 pages) was submitted on 15 December, 2021, highlighting how six officers made a vendor-driven procurement in complete disregard of procedure and by misinforming the MHA,' the letter alleged. Saxena also presided over a General Force Court, trying charges of corruption against a DIG-level officer, he wrote in the letter, adding that he sentenced the officer to imprisonment and dismissal on 30 June, 2021, and the officer served his sentence at Tihar Jail. 'Some senior officers, after being found culpable in the vigilance enquiry, submitted multiple false complaints to the DGs and MHA, both verbally and in writing, including pseudonymous complaints, and reportedly a PIDPI (Public Interest Disclosure and Protection of Informers) complaint,' Saxena wrote to the President in February. 'The top leadership of SSB failed to make timely and consistent decisions on vigilance findings and recommendations in these matters, allowing disgruntled officers to spread false information about me,' he added. 'DGs' indecisiveness contributed to an adverse narrative against me, potentially impacting my empanelment and career progression in the GoI.' Reiterating that no reason was given to him for the denial of empanelment, Saxena wrote: 'Continuing to serve the Government of India under these circumstances would compromise my dignity. 1 2 3 4 Jaipur: Ending weeks of speculation and interim leadership in state police, the Rajasthan govt Thursday appointed senior IPS officer Rajeev Kumar Sharma as the new Director General of Police (DGP). The 1990-batch officer of Rajasthan cadre assumed charge in the evening and was accorded a ceremonial guard of honour at the police headquarters here. Sharma's appointment follows his premature repatriation from central deputation, where he served as the Director General of Bureau of Police Research and Development (BPRD) in New Delhi. His return fills the leadership void created after former DGP UR Sahoo was appointed Rajasthan Public Service Commission chairperson on June 10 and the brief interim charge of the state police force held by DG (ACB) Ravi Prakash Meharda, who retired on June 30. In a formal order, the Department of Personnel announced that Sharma will serve as the head of state police for a period of two years, irrespective of his age of superannuation or until further orders, whichever is earlier. He has also been placed in the apex pay scale (Level 17) with a fixed monthly salary of Rs 2.25 lakh. He added, "We will strive to make Rajasthan a model state in the country in terms of policing." Sharma brings with him a diverse career spanning over three decades. He previously served as DG ACB, Director of Rajasthan Police Academy and DG State Disaster Relief Force. His experience at the field level includes postings as SP in Jodhpur, Jhalawar, Dausa, Rajsamand, Bharatpur and Jaipur North. He also served CBI at Jaipur and Delhi and handled Jaipur's traffic division. Originally from Mathura, Sharma holds MA and MPhil degrees. His first posting was in 1992 as Assistant SP in Jodhpur City. He was promoted to DIG in 2006 and later served in Crime Branch at the police headquarters. For his distinguished service, he was awarded the Police Medal in 2006 and the President's Police Medal in 2014.

A month and a half before Delhi Police Commissioner Sanjay Arora's retirement, the Delhi government's Home Department has issued a notification informing that the Commissioner will be leaving office on July 31, it is learnt. Arora, who is a 1988-batch IPS officer from the Tamil Nadu cadre, took charge of the Police Commissioner's office in August 2022. With Arora's retirement confirmed, police sources said that a call on his successor will be taken later. Director General of Prisons Satish Golcha (1992-batch IPS AGMUT cadre) and CISF Special Director General Praveen Ranjan (1993-batch IPS AGMUT cadre) are among the other senior officers in the force. However, sources have pointed out that the last two Police Commissioners, including Arora, have not been from the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre. The previous commissioner, Rakesh Asthana, was from the Gujarat cadre. Police Commissioner Arora's career has spanned over four decades. During his time in the Tamil Nadu Police, he was the Superintendent of Police (SP) of the Special Task Force and carried out operations against forest brigand Veerappan in the sandalwood forests of the state. In 2004, the sandalwood smuggler was killed in a shootout by Arora's team, which was led by famed IPS officer K Vijay Kumar. Arora would earn the CM's Gallantry Medal for Bravery and Heroic Action for his role. His work in Tamil Nadu would also earn him a Police Medal for meritorious service in 2004. Ten years later, he would be awarded the President's Police Medal for distinguished service. He was also part of the United Nations Peacekeeping Mission in Kosovo, for which he earned a UN Peacekeeping medal. He went on to serve as the Director General of the Indo-Tibetan Border Police and the Director General of the Sashastra Seema Bal from 2021 to 2022.

Sood took over as the CBI director on May 25, 2023 for a two-year term. The Appointments Commitee of the Cabinet (ACC), based on the recommendations of the selection committee, approved Sood's extension for a period of one year beyond May 24. 'The Appointments Committee of the Cabinet, based on the recommendations of the Committee, has approved the extension in tenure of Shri Praveen Sood, IPS (KN:1986) as Director, Central Bureau of Investigation (CBI) for a period of one year beyond 24.05.2025,' a government notice said. Sood, an IPS officer of 1986 Batch (Karnataka Cadre), before joining, he was serving as Director General of Police, Karnataka. Sood is a graduate (B. Tech) in Civil Engineering from IIT, Delhi; Post Graduation in Public Policy & Management form IIM, Bengaluru and the Maxwell School of Governance, Syracuse University, New York. Praveen Sood has been decorated with the President's Police Medal for Distinguished Service in 2011 and the Police Medal for Meritorious Service in 2002. He has been awarded the Chief Minister's Gold Medal for Excellence in Service in 1996; the National e-Governance Gold Award for 'Most innovative use of technology for Traffic Management in the year 2011; and the Prince Michael International Road Safety Award in the year 2006 for contribution towards road safety and traffic management.
