Centre calls meeting of Telangana, Andhra CMs on river water disputes
Hyderabad: The Centre has called a meeting of the chief ministers of Telangana and Andhra Pradesh in Delhi on July 16 over river water sharing disputes. The Centre has invited Telangana Chief Minister A. Revanth Reddy and his Andhra Pradesh counterpart, N. Chandrababu Naidu, to meet in the presence of Union Jal Shakti Minister C. R. Patil. The Union Minister has asked both the chief ministers to communicate their availability for the meeting. Andhra Pradesh Chief Minister is visiting Delhi on July 15 and 16. As per the itinerary, he is scheduled to meet C. R. Patil at 2.30 p.m. on July 16. Meanwhile, a statement from the Telangana Chief Minister's Office said a meeting is scheduled with the Union Jal Shakti Minister in Delhi on the 16th of this month, where Telangana will strongly pursue its water share, seek approvals for ongoing projects, push for allocations, and demand clearances for new projects. According to the statement, Revanth Reddy has decided to ensure the optimal utilisation of every drop of water due to the state from the Krishna and Godavari rivers and to intensify pressure on the Central Government to secure Telangana's rightful share of river waters through legal means. He has resolved to urge the Central Government to immediately grant clearances for projects in Telangana on the Krishna River, allocate Telangana's fair share of water, and provide financial assistance for the construction of these projects. Along with protecting Telangana's interests in the Krishna and Godavari waters, the Chief Minister has directed that long-standing injustices be addressed through permanent solutions. On the Chief Minister's instructions, Irrigation Minister Uttam Kumar Reddy has written a letter to Union Jal Shakti Minister C R Patil. Telangana has faced prolonged injustice in the utilisation of Krishna River waters. The previous government accepted a mere 299 TMCs for Telangana, while conceding 512 TMCs to Andhra Pradesh. It remained silent while Andhra Pradesh illegally constructed projects upstream of Srisailam, diverted Krishna waters at will, and encroached on Telangana's rightful share, said the statement. Irrigation projects constructed during the undivided state on the Krishna River were left incomplete, without proper water allocations. On the Godavari side, the Pranahita-Chevella project undertaken near Tummidihatti, after spending Rs 11,000 crore, was shelved. Instead, the Kaleshwaram Project was constructed, leading to the misuse of over Rs 1 lakh crore of public funds, it added.

Revanth, Naidu to meet in Delhi tomorrow to sort out Krishna, Godavari Basin projects
HYDERABAD Chief Minister A. Revanth Reddy and Andhra Pradesh Chief Minister N. Chandrababu Naidu will discuss water-related issues in New Delhi on July 16 at a meeting to be facilitated by Union Minister for Jal Shakti C.R. Patil. The Telangana government has decided to mount pressure on the Centre for achieving the rightful share of Krishna and Godavari river waters. Chief Minister A. Revanth Reddy has asked the Centre to give clearance to the Krishna Basin projects in the State, allocate water to them and provide funding for their construction. He told Minister for Irrigation N. Uttam Kumar Reddy to address a letter to Union Minister of Jal Shakti C.R. Patil in this regard. The Chief Minister alleged that the K. Chandrasekhar Rao government in the past had failed to achieve the rightful share of river water, particularly in the Krishna Basin, for 10 years. By agreeing to 299 tmc ft share against 512 tmc ft to Andhra Pradesh, the previous government had allowed the neighbour to divert Krishna water indiscriminately. Similarly, in the Godavari Basin too, the BRS government had abandoned the Pranahita-Chevella project with a barrage at Tummidihatti after the Congress government had spent ₹11,000 crore on it till 2014, and instead the KCR government had wasted ₹1 lakh crore on Kaleshwaram project. Meanwhile, Mr Uttam Reddy in his letter requested the Centre to take initiative on resolving the issues in Krishna and Godavari Basins and also clear pending clearances and allocate water to those projects. On Palamuru-Rangareddy and Dindi Lift Irrigation Schemes, he said they were yet to be given clearances and allocation of water, including 45 tmc ft State's additional share in Krishna waters in lieu of A.P.'s diversion of Godavari water to Krishna Delta. He reminded Mr. Patil that the Prime Minister's Office had proposed on December 10, 2010 the national project status to Dindi LIS taken up in 2007 to address the fluoride problem. The inter-State clearance for Sammakka Sarakka Project (Thupakulagudem Barrage) was also pending despite Telangana's readiness to pay compensation to submergence lands as Chhattisgarh was not giving a no-objection letter. Further, he brought to the Union Minister's notice that A.P. was diverting huge quantity (8-10 tmc ft a day) of Krishna water to the non-basin areas from Pothireddypadu Head Regulator, Rayalaseema LIS, Muchumarri, Malyala and Guru Raghavendra projects. He sought clearance for all projects taken up till 2014 under KWDT-I Award. Mr. Uttam Reddy also explained various other contentious issues in his letter.

Will move a privilege motion for holding closed-door meeting: BRS
Former Minister and senior BRS leader Harish Rao said his party will move a privilege motion in both the Legislative Assembly and the Legislative Council against Chief Minister A. Revanth Reddy for holding a 'closed-door' meeting on irrigation projects and water rights with Congress legislators at Praja Bhavan on Wednesday. 'Instead of holding an open discussion, it is shameful that the CM lacked the courage to call for an open discussion. This is a blatant insult to democratic values and a breach of legislative privileges,' he said, in a press release. Strongly condemning Mr. Revanth Reddy's 'baseless and misleading' statements regarding irrigation and water rights in Telangana, he tried to turn the tables accusing the Congress government of 'mortgaging Telangana's rightful share of water resources' and attempting to 'mislead people with fabricated data and staged presentations'. The senior BRS leader said people are 'laughing' at the government for ignoring farmers' demands for water supply by activating irrigation pumps and instead focusing on 'propaganda-filled PowerPoint presentations'. He accused Irrigation Minister Uttam Kumar Reddy and Finance Minister Bhatti Vikramarka of exposing their ignorance yet again by 'parroting falsehoods'. 'Unable to confront the truth, you are trying to deceive Telangana with false statistics and misinformation. The entire Telangana society is disgusted by the repeated lies and betrayal of Congress,' said Mr. Harish Rao. The former Minister contested the government's claim of irrigating 50 lakh acres in united A.P. and called it an 'absolute lie'. 'If you have the courage, show us the evidence. The reality is that BRS irrigated 48.74 lakh acres in just nine-and-a-half years. This is confirmed even in the Irrigation department's official reports given to you,' he claimed. 'It was the Congress government which had abandoned the Pranahita-Chevella project because of its own 'inefficiency' and accepted to an unfair 299:512 Krishna water sharing ratio pre-bifurcation. Whereas the KCR government had submitted affidavits for 573 TMC to the tribunal,' he claimed. Mr. Rao also accused the CM of 'sabotaging' the Medigadda Barrage for not taking up repairs despite 'NDSA's recommendation and L&T's readiness'. The government is now 'conspiring' to transfer Godavari and Krishna rivers' waters to Andhra Pradesh via Banakacherla, he added.

EAC's Banakacherla rejection just comma, not full stop: CM Revanth Reddy
HYDERABAD: Chief Minister A Revanth Reddy on Tuesday described the Expert Appraisal Committee's (EAC) rejection of the Godavari-Banakacherla Link Project proposal as a temporary setback for Andhra Pradesh, stating, 'It's a comma, not a full stop.' He said that Andhra Pradesh will resubmit the proposal with clarifications to address EAC's concerns because Prime Minister Narendra Modi's survival depends on Andhra Pradesh Chief Minister N Chandrababu Naidu, whose own survival hinges on the Godavari-Banakacherla Link Project. 'They are political linkages like rivers linkage,' he remarked. Revanth Reddy accused former chief minister K Chandrasekhar Rao and BRS MLA T Harish Rao of betraying Telangana's interests in the allocation of Godavari and Krishna river waters. He alleged that KCR agreed to a reduced water share, effectively 'mortgaging' Telangana's rights. He claimed that Telangana, with 68% of the Krishna river's catchment area, should have received 555 tmcft of water as per international water laws, but the BRS government settled for only 299 tmcft, which the state never fully utilised, peaking at 220 tmcft due to incomplete projects. On the Godavari, the chief minister said that of the 1,486 tmcft water available, Telangana was allocated 968 tmcft and Andhra Pradesh 518 tmcft. He slammed KCR for redesigning the Congress-initiated Pranahita-Chevella project into the Kaleshwaram project, escalating costs from Rs 38,000 crore to Rs 1.5 lakh crore, with only 168 tmcft of water having been lifted so far. He also pointed out that in 2016, KCR claimed 3,000 tmcft of Godavari water was going waste, prompting Andhra Pradesh to plan the diversion of 400 tmcft to the Penna basin.

TG to counter Banakacharla with Tummidhetti project
Hyderabad: Amid the fresh row over the Banakacharla project between AP and Telangana; the Telangana government is bracing to expedite the construction of the much-delayed Tummidihetti project to counter the Andhra Pradesh government's preemptive move to develop the controversial multi-crore Godavari-Banakacharla project. A delegation led by TG Chief Minister A Revanth Reddy has already informed Jal Shakti Minister CR Patil about the government's decision to take up the Tummidihetti during the meeting held in New Delhi on Thursday. As a report of the Central Water Commission (CWC) already established the availability of adequate water for a project at Tummidihetti on Godavari, the State Irrigation wing came up with a proposal to utilize 180 TMC of water by constructing the Tummidihetti project. High-ranking official sources said that the irrigation officials were already engrossed in the preparation of the detailed project report (DPR) afresh for the project for submission to the Centre soon. It may be mentioned here that the previous government had submitted a DPR to the CWS in May 2023 (before the Assembly elections in Telangana). Under the project, the then government proposed to establish a barrage across Pranahita river, a tributary of Godavari, at Tummidihetti village in Koutala mandal of Adilabad district. The main objective of the project is to provide irrigation facilities for an ayacut of 2 lakh acres in the erstwhile Adilabad district. Following regime change, the Congress government announced the revival of the Pranahita–Chevella project by constructing a barrage at Tummidihetti. 'State government decided to prepare a new DPR to utilize more than 180 TMC of water through the Tummidihetti project. The project will help Telangana utilize Godavari water. With the AP government hastening the approval process for Banakacharla and in view of the Centre's full support to the project, the Telangana government decided to mount pressure on the Centre for approval to the Tummidihetti also,' officials said, adding that Telangana had adopted a strategy to seek justice from the Centre by approving Tummihetti just as the Banakacharla project received all support. Should the Centre fail to clear the Tummidihetti project, the Telangana government would expose the double standard adopted by the Union government in approving Telangana projects on Godavari. The Chief Minister is keen to make Tummidhetti a big issue and seek central assistance for the project. Once the Tummidihetti project is approved, the abandoned Pranahita-Chevella project will come alive. Officials said that the relevant DPR would be prepared afresh and submitted to the Centre in two or three months.
