NEW DELHI: The Delhi High Court has asked the National Testing Agency (NTA) to respond to a NEET-UG 2025 aspirant's plea seeking compensatory marks, citing mental disturbance caused by a faulty biometric verification process at the exam centre. Justice Prathiba M Singh, on June 20, issued notice to the NTA and directed that CCTV footage, logbook entries and other relevant registers from the examination centre be preserved until further orders. The petitioner, who appeared for the medical entrance exam on May 4 at Trishla Devi Kanohar Lal Balika Inter College in Meerut, Uttar Pradesh, alleged that his biometric authentication failed just before the exam. He was then made to file an application for permission to enter the examination hall. According to the plea, the candidate was allowed into the examination room only five minutes before the test began. During the exam, he was again asked to step out for biometric verification and was required to submit a handwritten application in both English and Hindi to the centre superintendent, an ordeal that, he claimed, affected his concentration and caused mental distress. The High Court has posted the matter for further hearing on June 27.

On June 20, Justice Prathiba M Singh asked the NTA to file a reply to the petition, which alleges that the biometric verification system failed during the pre-exam authentication at Trishla Devi Kanohar Lal Balika Inter College in Meerut, Uttar Pradesh. The candidate appeared for the exam on May 4. According to the plea, the petitioner was not immediately allowed entry into the exam hall due to a technical issue and was required to submit a written application seeking permission to enter. He was reportedly allowed into the examination hall just five minutes before the test began. The plea further states that while the examination was in progress, the candidate was asked to leave the hall again for biometric verification and was made to submit another written application, both in English and Hindi, to the centre superintendent. This caused significant mental disturbance, according to the petitioner, impacting his performance. The candidate, who reportedly scored 98.86 percentile, has also requested the preservation of all relevant records, including CCTV footage, logbook entries, and other registers from the exam centre. The petitioner's counsel submitted that compensatory marks could be granted in line with a previous Supreme Court ruling. The court noted it would consider the matter after reviewing the NTA's response. Given that NEET counselling is tentatively scheduled to begin on July 1, the court has listed the matter for further hearing on June 27. (With inputs from PTI)

NEW DELHI: A candidate who appeared for the Common Law Admission Test (CLAT) PG has approached the Delhi High Court challenging the high counselling fees levied by the Consortium of National Law Universities, calling them arbitrary and unaffordable for many aspirants. The petition, filed by Jatin Shrivastava, who secured the 474th rank in the entrance exam, argues that the mandatory counselling fee of Rs 30,000, along with additional charges for freezing or confirming seats, is unjust and disproportionate. The matter was mentioned on Friday before the vacation bench of Justices Prathiba M Singh and Rajneesh Kumar Gupta, who have listed it for hearing on June 23. According to Shrivastava's plea, the Consortium demands Rs 20,000 as confirmation fees for every round of counselling, which must be paid afresh each time a candidate chooses to freeze their allotted seat. The petition contends this practice lacks justification, particularly as the financial capacity of students is not assessed before levying such charges. 'That Clause 2 - 'Admissions Counselling process', vide Clause 2.1 titled as 'freeze option' of which, whenever any candidate participant intends to apply for 'freeze option', he is required to deposit a 'non-refundable confirmation fees' of Rs 20,000/- at the time of opting for freezing of any seat,' the plea read.

New Delhi: Delhi High Court on Wednesday asked authorities to furnish the final plan on the construction of a foot overbridge (FOB) for Rajputana Rifles soldiers who had to cross a putrid drain to reach the training and parade ground at Rajputana Rifles Regimental Centre, located in Delhi Cantt. A bench of justices Prathiba M Singh and Manmeet PS Arora was reviewing progress in a case it took suo motu cognizance on the basis of a news report that said soldiers had to face a "smelly trail" from their barracks to the ground. The court asked Public Works Department (PWD), traffic police and Delhi Cantonment Board to conduct a joint meeting to finalise the construction of the FOB, seeking a report on its design, budget and timeline. HC pointed out that despite having been approved earlier, the structure was yet to be constructed. Meanwhile, a joint survey by Delhi Traffic Police (DTP) and Central Road Research Institute (CRRI), whose findings were presented in HC, ruled out the installation of a pedestrian signal on Ring Road near the training yard, deeming it "unfeasible." "Based on the findings, the installation of a pedestrian signal at the location is not advisable. This stretch of Ring Road is a high-speed, signal-free corridor with a horizontal curve. Bringing foot traffic onto it would lead to congestion and pose grave safety risks. Further, as a temporary solution, a Bailey bridge is recommended in the report," said DCP Traffic (New Delhi) Rajeev Kumar. The report said at least 1,500 soldiers use the informal pathway on an average daily, with a peak flow of 400-500 at any instant during the morning, afternoon and evening hours. "Until a permanent FOB is constructed, a temporary arrangement in the form of a Bailey bridge crossing can be constructed as a stopgap safer arrangement by availing the services of the concerned unit of our Army… Such a facility was created by our Army within a week during the Commonwealth Games 2010 as a contingency measure," the report stated. Aditya Tanwar, president of Rashtrawadi Yuva Sangh Delhi, said, "We first raised the issue after observing this on our route. We then involved CRRI and tried to fix it, but nothing happened. Finally, the court hearings started in May. Hopefully, a resolution will be brought." According to CRRI scientist S Velumurgan, "It has been on CRRI's notice since Nov last year. Considering the prevailing conditions at the site and inadequate facilities for the soldiers, an FOB is fully justified. We have been advocating it for a long time now. The alternative, which is the at-grade pedestrian signal crossing, was ruled out due to unsafe environs for the soldiers as well as a possible pile-up of Ring Road traffic. " HC had last month also asked PWD if the culvert can be cleaned and some landscaping done there. "The soldiers are required to pass through this culvert four times a day. The drain is stated to be flooded and is slick with sludge and sometimes near waist-deep in places," it noted, terming it an "unacceptable situation". HC's intervention came while dealing with a batch of petitions where it is monitoring steps being taken to prevent a repeat of what the capital saw during monsoon last year — flooding of roads, homes and lawyers' offices due to clogged stormwater and sewage drains. The special bench has been issuing directions from time to time for cleaning of drains in Delhi and removal of encroachments that block smooth flow of stormwater to the Yamuna. HC has also pushed Delhi Jal Board to improve functioning of sewage treatment plants (STPs). It has ordered installation of flow meters at discharge points in all 37 STPs to prevent dirty water being released into the river.

The Delhi High Court on Wednesday refused to stay an order where the husband of a 24-year-old Delhi woman murdered in East London nine months ago was named as a proclaimed offender. The husband, who is the main accused in the case, has not been nabbed by the Delhi Police yet. 'She (wife) is stated to have died under mysterious circumstances in the UK. This would require consideration…it is a serious matter. If the petitioner (husband) is arrested, his legal remedies can be availed. He can apply for regular bail,' Justice Prathiba M Singh said. 'No notice under Section 41A (notice of appearance before police officer) was served to me…I can be arrested at any time. My properties are at a risk of being attached,' advocate Varun Deswal, who represented the husband, said before the court. 'What is the urgency? You have been declared a proclaimed offender…this matter will require consideration. This is not a case for the vacation bench,' Justice Singh said. 'We have a report from the UK…it is very confidential. It gives details on what happened,' the public prosecutor who represented the state argued. 'Surrender, go to jail and then apply for bail,' he added. The matter will now be heard on July 15. The man accused of murdering his wife was purportedly last spotted withdrawing money from a bank in Gurgaon on March 4. He has been on the run since November last year, when his wife's body was found in the boot of his car in East London. A postmortem report had listed strangulation as the preliminary cause of death. The Delhi Police had earlier issued a Look Out Circular (LOC) against him, after he was suspected to have arrived in the national capital. They had subsequently declared him a proclaimed offender on May 1. According to the latest status report filed by the station house officer of the Palam Village police station in the Delhi High Court, details of the banks from where the accused withdrew money were collected on April 4. This report was submitted before the Delhi High Court had asked the police to file a status report outlining the steps they have taken to arrest the accused, who has been on the run for months. His mobile was recovered on March 22 from an autorickshaw driver as per the report. The parents of the husband were arrested on March 14; the mother is currently out on bail while the father is still behind bars. The police have also announced a Rs 50,000 reward for any information leading to the husband's arrest. Three mobile phones, including that of a relative of the husband (a former Delhi Police official who has been suspended), have also been sent for forensic examination. In December last year, an FIR was lodged in this case based on a complaint filed by the victim's parents. A case under sections 498A (husband or relative of husband of a woman subjecting her to cruelty) and 406 (criminal breach of trust) of the Indian Penal Code (IPC) was lodged on December 3, 2024, by the Delhi Police. Later, Section 304B IPC (dowry death) was added.
