
Woman killed in UK: Husband denied interim relief, Delhi HC refuses to stay order naming him proclaimed offender
'She (wife) is stated to have died under mysterious circumstances in the UK. This would require consideration…it is a serious matter. If the petitioner (husband) is arrested, his legal remedies can be availed. He can apply for regular bail,' Justice Prathiba M Singh said.
'No notice under Section 41A (notice of appearance before police officer) was served to me…I can be arrested at any time. My properties are at a risk of being attached,' advocate Varun Deswal, who represented the husband, said before the court.
'What is the urgency? You have been declared a proclaimed offender…this matter will require consideration. This is not a case for the vacation bench,' Justice Singh said.
'We have a report from the UK…it is very confidential. It gives details on what happened,' the public prosecutor who represented the state argued. 'Surrender, go to jail and then apply for bail,' he added.
The matter will now be heard on July 15.
The man accused of murdering his wife was purportedly last spotted withdrawing money from a bank in Gurgaon on March 4. He has been on the run since November last year, when his wife's body was found in the boot of his car in East London. A postmortem report had listed strangulation as the preliminary cause of death.
The Delhi Police had earlier issued a Look Out Circular (LOC) against him, after he was suspected to have arrived in the national capital. They had subsequently declared him a proclaimed offender on May 1.
According to the latest status report filed by the station house officer of the Palam Village police station in the Delhi High Court, details of the banks from where the accused withdrew money were collected on April 4.
This report was submitted before the Delhi High Court had asked the police to file a status report outlining the steps they have taken to arrest the accused, who has been on the run for months. His mobile was recovered on March 22 from an autorickshaw driver as per the report.
The parents of the husband were arrested on March 14; the mother is currently out on bail while the father is still behind bars.
The police have also announced a Rs 50,000 reward for any information leading to the husband's arrest. Three mobile phones, including that of a relative of the husband (a former Delhi Police official who has been suspended), have also been sent for forensic examination.
In December last year, an FIR was lodged in this case based on a complaint filed by the victim's parents. A case under sections 498A (husband or relative of husband of a woman subjecting her to cruelty) and 406 (criminal breach of trust) of the Indian Penal Code (IPC) was lodged on December 3, 2024, by the Delhi Police. Later, Section 304B IPC (dowry death) was added.

Delhi HC junks Turkish firm's plea against revocation of security clearance
New Delhi: The Delhi High Court on Monday dismissed Turkish-based firm Celebi's pleas challenging the revocation of its security clearance by aviation watchdog BCAS, saying there are 'compelling national security considerations' involved. The Bureau of Civil Aviation Safety (BCAS) on May 15 revoked the security clearance, days after Turkey backed Pakistan and condemned India's strikes on terror camps in the neighbouring country. Justice Sachin Datta on Monday underlined the necessity to eliminate the possibility of espionage or dual use of logistics capabilities which would be highly detrimental to the security of the country, especially in the event of an external conflict. Celebi Airport Services India Pvt Ltd and Celebi Delhi Cargo Terminal Management India Pvt Ltd oversee ground handling and cargo terminal functions at various airports in the country. The court rejected the contention of the petitioners on the denial of principles of natural justice. 'No doubt, the principles of natural justice are sacrosanct; however, it is a compelling constitutional truth that security of the realm is the pre-condition for enjoyment of all other rights,' the court said in its 94-page verdict. It said the authorities are justified in taking prompt and definitive action to completely obviate the possibility of the country's civil aviation and national security being compromised. Ground handling services at airports, the court said, offered deep access to airside operations, aircraft, cargo, passenger information system and security zones. Such unbridled access to vital installations and infrastructure naturally elevates the need for strict security vetting for operators, and their foreign affiliations, it added. 'This is particularly true in the wake of contemporary challenges faced by the country in the security domain, and the escalations/ incidents witnessed in the recent past, with geopolitical factors at play,' the verdict said. The court, as a result, found 'compelling national security considerations' which prompted authorities to take requisite action against the Turkish firm. 'While it would not be inappropriate for this court to make a verbatim reference to the relevant information/ inputs, suffice it to say, that there is a necessity to eliminate the possibility of espionage and/or dual use of logistics capabilities which would be highly detrimental to the security of the country, especially in the event of an external conflict,' it said. The court referred to a Supreme Court judgment observing the executive wing and not the judicial wing possessed the knowledge of India's geo-political relationships to assess if an action is in the interest of India's national security. At the same time, the court noted, the Supreme Court clarified that a judicial review would not be excluded on a mere mention of the phrase 'national security' and state couldn't be allowed to use national security as a tool to deny citizens remedies provided under law. The high court was also 'acutely conscious' that the state must not be allowed to invoke national security as a ruse to deny procedural due process. Once national security considerations were found to exist, on the basis of which the security clearance has been cancelled or revoked, it is not for the court to 'second guess' the same, the high court said. The verdict found the twin tests set out in an apex court decision to be satisfied in the present case with the state justifying the involvement of national security considerations besides the abrogation of principles of natural justice.

Delhi HC issues notice to police on Gopal Ansal's plea to quash FIR
New Delhi [India], July 8 (ANI): The Delhi High Court on Monday issued a notice to police on a plea moved by real estate baron Gopal Ansal, convicted in the Uphaar fire tragedy case, for quashing an FIR lodged against him in a cheating case. The FIR has been lodged on a complaint filed by a buyer of land in a project developed by Ansal Buildwell Limited. Justice Amit Mahajan issued notice to Delhi Police and sought a status report. The matter has been listed for hearing on September 10. The High Court has also directed the state not to take coercive steps against the petitioner till the next date of hearing. The bench has also issued a notice to the complainant in the matter upon the filing of the amended memos of the parties. Gopal Ansal has filed a petition seeking quashing of the FIR registered on February 11, 2025, at Police Station Barakhamba Road for the offences under Sections 420, 406, 120B of the Indian Penal Code. The said FIR was registered on a complaint given by Manoj Anand, alleging that he had paid a sum of Rs 3,56,000 regarding the purchase of certain land in a project being developed by the accused's company, Ansal Buildwell Limited. Gopal Ansal is stated to be the director of the accused company at the relevant time. It is alleged that no property was ever handed over to the complainant, Anand, the High Court noted. Advocate Sushil Kumar Gupta, counsel for Gopal Ansal, submitted that the project could not see the light of day since the Jaipur Development Authority did not give permission to convert the status of the land. He submitted that various letters were written to the complainant for a refund of money. However, no response was received, and the complaint has now belatedly been made after almost two decades. Upon learning this fact, the High Court also stated, 'Prima facie, this Court has been unable to figure out why such an FIR after two decades was registered by the police authorities.' It was also submitted that the accused company, even otherwise, had always been willing to refund the entire money with reasonable interest to the complainant. Ansal's counsel further submitted that to show his bona fide, a sum of Rs 10,00,000 shall be deposited by Anand with the Registrar General of this court within a period of four weeks. Devendra Fadnavis orders probe into hotel deal involving Shinde Sena minister's son
Maharashtra Chief Minister Devendra Fadnavis on Monday announced a high-level inquiry to ascertain any irregularities in the tendering process to auction a hotel in Chhatrapati Sena MLA and state minister Sanjay Shirsat had come under fire after the opposition pointed out that his son's company was one of the three Danve, leader of the opposition in the legislative council, raised the issue through a calling attention The VITS Hotel in Chhatrapati Sambhajinagar belonged to Dhanda Corporation, a company listed on the Bombay Stock Exchange. The properties of the Dhanada Corporation, including the VITS Hotel, were seized under the Maharashtra Protection of Interest of Depositors (in Financial Establishments) Act, court ordered the auction of the hotel. Accordingly, the Chhatrapati Sambhajinagar collectorate conducted to the government-registered valuer's report in December 2018, the value of the hotel was Rs 75.92 crore. In 2025, when the property is being auctioned, the value is pegged as per the 2018 valuation. The value of the hotel is Rs 150 crore now as per private valuers, Danve alleged the lack of transparency in the auction process. He said three companies joined the process including M/s Siddhant Material Procurement and Suppliers Company. He said the company belongs to Maharashtra Social Justice Minister Sanjay Shirsat's son alleged that the company's registration form states that it had applied for registration in 2024 but has not yet been alleged cartelisation in the tendering process. M/s Siddhant Material Procurement and Suppliers Company bid for the company at the price of Rs 47 crore. The next two bidders bid with a difference of just Rs 5 lakh each- at Rs 46.95 and Rs 46.90 crore."This is a fraud and the government is being defrauded in a big way. Sidhant Shirsat is the son of Social Justice Minister Sanjay Shirsat. There is no ITR. What action will be taken against the government officer who allowed this irregularity," Danve said Revenue Minister Chandrashekhar Bawankule had stated that the entire process has been scrapped and a new process will be initiated to float fresh tenders."There will be a high-level inquiry to probe if there are any irregularities in this case to ensure transparency," he said the tender and the process have been cancelled. He said tenders were floated six times in the past but no bid was received. In the process, the base price and conditions kept coming said new tender will be on the council, Shirsat stated that the tender had been floated six times in the past but received no bid.
