19 new degree colleges to come up in UP under PMJVK scheme

Prayagraj: In a significant push to expand access to higher education in Uttar Pradesh, 19 new degree colleges are set to be established under the Pradhan Mantri Jan Vikas Karyakram (PMJVK), a centrally sponsored scheme aimed at educational development in minority-concentrated areas. These colleges will be an addition to the 71 govt degree colleges already being developed across the state. Initially planned to be operated by the Minority Welfare and Waqf department, the responsibility for these colleges is now being transferred to the state higher education department. Officials from both departments met in Lucknow on June 3 to discuss the transition process. However, it is yet to be decided whether the new institutions will function as fully govt-run colleges or under a Public-Private Partnership (PPP) model. Of the 71 govt degree colleges that are already being developed across the state, 69 are ready to commence operations from July 1, 2025, aligning with the 2025–26 academic session. The remaining two colleges, still under construction, are expected to open in the 2026–27 session. These colleges will provide affordable access to quality higher education for a large number of students," Bhardwaj said. Talking about the district-wise distribution of the new colleges, in the neighbouring district of Pratapgarh, there will be two colleges (Gabi Mahuavan and Sandwa Chandika Purba), three in Meerut, and two each in Gautam Buddha Nagar, Shamli, and Ghaziabad. Besides, one college each will be there in Bulandshahr, Muzaffarpur, Sitapur, Unnao, Balrampur, Rampur, Sant Kabir Nagar, and Azamgarh.

New Delhi: Delhi Health Minister Pankaj Kumar Singh said on Friday that the government is working to introduce the Public-Private Partnership (PPP) model in 11 hospitals and a transaction adviser is being appointed for the purpose. Speaking to reporters after an inspection at Bawana's Maharshi Valmiki hospital, Singh said the government is committed to implementing the vision of Prime Minister Narendra Modi and address concerns of patients and the doctors. 'We have come across some lapses and shortcomings at Maharshi Valmiki Hospital and I have ordered their resolution within 15 days,' said Singh. He claimed that the Health Department was on the path of recovery after suffering due to mismanagement of the previous AAP government. The Health Minister pointed to delays in construction of an operation theatre at the hospital which has not been completed for over a year, problems with civil works, and shortage of staff. The Delhi Health Minister's visit to the hospital comes a day after the Anti-Corruption Branch (ACB) booked former health ministers and AAP leaders Saurabh Bharadwaj and Satyendar Jain for alleged corruption in health infrastructure projects involving 24 hospitals and expenditure of Rs 5,590 crore by the Delhi Government. A cheating, breach of trust and conspiracy case was registered after the Centre, on the recommendation of Lieutenant Governor V.K. Saxena, granted sanction for proceedings against the previous government's minister under Section 17A of the Prevention of Corruption Act. The financial embezzlement linked to the projects, mired in inexplicable delays and astronomical cost overruns, took place in 2018-19, said the official. Massive irregularities, unexplained delays, and significant misappropriation of funds have been found in the construction of various hospitals, polyclinics and ICU infrastructure across the city, said an investigator. Substantial deviations and cost escalations, amounting to several hundred crores, were observed. Not a single project was completed within the prescribed timeline, said the complaint filed on August 22 by the then Leader of Opposition, Vijender Gupta. Gupta had highlighted grave irregularities and suspected corruption in various health infrastructure projects under the GNCTD. The complaint named former Health Ministers Bharadwaj and Jain, alleging systematic manipulation of project budgets, misuse of public funds, and collusion with private contractors.

Lucknow: UP's largest govt dialysis unit at Balrampur Hospital was further expanded with the addition of five new machines, taking the total number of machines at the facility to 28. This is expected to reduce the patient wait time for dialysis from 12-15 days to around 5 days, offering major relief to those suffering from chronic kidney ailments. Of the 28 machines, 15 are operated directly by the hospital, and 13 are functional under the Public-Private Partnership (PPP) model. With this increased capacity, the hospital can now cater to around 40-45 patients daily. Balrampur Hospital is the only govt facility in the district offering dialysis services. Due to a heavy patient load and frequent referrals from other institutions, the hospital was under considerable pressure. Earlier, only 5 of the 7 hospital-run machines were working, limiting daily sessions to 10-12 and forcing many patients to return untreated. The upgrade was made possible after the hospital received five machines from the National Health Mission (NHM) in March, and five more were donated by a private organisation this week, said hospital director Dr Dinesh Kumar.

Trichy: CPM state secretary P Shanmugam has stated the party will decide internally on the number of seats it will demand from the DMK for the upcoming elections. "We are not under pressure from the DMK. We will decide the number of seats we want. Other parties in the alliance should not dictate our demands," Shanmugam, who was attending a two-day state body meeting, told reporters in Trichy on Thursday. Shanmugam downplayed any internal discord within the DMK-led INDI alliance. He added, "Our main focus in the elections is to defeat the BJP-AIADMK alliance, though no one wants to contest fewer seats." Shanmugam also acknowledged the rise in right-wing sentiments in the state, saying, "There is no denying the growth of the right wing. We are working to unite secular forces on one platform." During the meeting, several resolutions were passed. Shanmugam condemned the Union government's decision to raise train ticket prices and criticized its allocation of funds, noting that more money was directed toward the development of Sanskrit than to other classical languages like Tamil. The CPM also criticized the state government's move to introduce dialysis services in upgraded Primary Health Centres (PHCs) under the Public-Private Partnership (PPP) model. The party extended its support to the national strike called by central labour unions on July 9 to protest the Centre's "anti-worker policies."
