Swachh Survekshan 2024-25: Puttur CMC bags eighth rank in Karnataka

The Puttur City Municipal Council (CMC) in Dakshina Kannada has secured eighth rank in Karnataka in the Swachh Survekshan 2024-25, conducted by the Ministry of Housing and Urban Affairs. Referring to the Puttur CMC, which has been ranked among the top 10 urban local bodies (ULBs) in the State, its Commissioner, Madhu S. Manohar, told The Hindu: 'The achievement is the outcome of a holistic, innovative, and people-centric approach to solid waste and sanitation management.' He stated that the city achieved 100% door-to-door waste collection and strengthened source segregation at the household level, enabling effective processing and reducing the landfill burden. A key innovation was the successful generation of Bio-CNG from wet waste, converting organic waste into clean energy. Another sustainable initiative was recycling single-use plastics into plastic lumps, which are now being used to manufacture irrigation pipes, promoting the circular economy and resource reuse. In sanitation, Puttur significantly improved the cleanliness and maintenance of public and community toilets, and installed sanitary napkin vending machines and incinerators in women's toilets to enhance menstrual hygiene management, he said. The commissioner stated that the city has also implemented a structured e-waste collection system, encouraging citizens to safely dispose of electronic waste through designated drop-off points, thereby preventing environmental harm. 'These advancements were supported by robust IEC campaigns, school and community engagement, and efficient use of grievance redressal platforms like the Swachhata App, resulting in high levels of positive citizen feedback. The combined efforts of municipal staff, sanitation workers, elected representatives, and committed leadership have transformed Puttur into a model of urban cleanliness and sustainable waste management,' Mr. Manohar said. It is worth mentioning that Puttur CMC has been converting wet waste into Bio-Compressed Natural Gas (BioCNG) through a private partnership for the past year. The BioCNG is being used to operate six municipal vehicles. The BioCNG is produced by Krishna Muliya Green Energy LLP at a plant in Bannur. The plant was established by the LLP under the Build, Own, Operate, and Transfer (BOOT) model on civic land. The plant is financed and operated by the LLP. The firm will have to hand over the plant to the municipality after 40 years. Meanwhile, Mangaluru City Corporation has bagged 25th rank and Udupi City Municipal Council 48th rank in Swachh Survekshan 2024-25 among ULBs in Karnataka. President Droupadi Murmu conferred Swachh Survekshan 2024-25 Awards in Delhi on July 17.

Cong slams BJP over hike in trade fee, solid waste cess in Puttur CMC

Mangaluru: The ruling BJP in the Puttur City Municipal Council has come under fire from the opposition Congress for introducing revised tariffs that have been labelled as anti-people and burdensome to small traders. Congress councillors, led by MLA Ashok Rai, convened an emergency meeting on Tuesday to condemn the move. They alleged that the BJP-led administration doubled the trade fee and solid waste cess, disproportionately affecting marginal traders and low-income vendors. Terming the decision as anti-poor, the Congress members stated that the hike would make life more difficult for those who already operate on thin margins, some with daily business of barely Rs 3,000. While clarifying they are not opposed to taxing large enterprises, they said applying the same fee hike to small traders is unjustified and unacceptable. The members also accused the BJP of misleading the public by claiming that the increase was mandated by the state govt. Congress clarified that no such directive was issued, and said the BJP was trying to divert public anger by blaming the Congress-led state govt. "This hike is not in effect anywhere else. The BJP in Puttur introduced it arbitrarily, and now they are trying to pass the blame. The Congress party will launch a protest against the fee revision," the MLA said, adding that the party will not remain silent in the face of injustice to the poor. Councillors Riaz Parladka, Shaila Pai, nominated members Basheer Parladka, Sharif Balnadu, Sharada Aras, Block Congress president Krishnaprasad Alva, and KPCC general secretary MS Mohammed were present.
