Pasir Gudang Hospital completed, but contractors still liable for defects

JOHOR BARU: Contractors have been reminded to respond promptly to any complaints during the defects liability period for the Pasir Gudang Hospital (HPG) project, said Public Works Department (PWD) director-general Datuk Roslan Ismail. He said that although full building management and control had been handed over to the Health Ministry (MOH) following the hospital's completion on June 12, contractors remain responsible for addressing any defects. "Contractors must continue to fulfil their obligations throughout the defects liability period as outlined in the contract. "I urge them to carry out preventive maintenance as scheduled and to act swiftly in responding to and rectifying any complaints," he said at the hospital's handover ceremony today. Also present was Health Minister Datuk Seri Dr Dzulkefly Ahmad. Roslan said the 20.65-hectare hospital was originally scheduled for completion on Sept 15 last year, with a project cost of RM375.5 million following site possession on Sept 15, 2020. The Certificate of Completion and Compliance (CCC) was issued on May 27, followed by the Certificate of Practical Completion (CPC) on June 12. Despite challenges including on-site disruptions and delays due to the COVID-19 pandemic, Roslan said the project was completed with the cooperation of all stakeholders. The hospital, built using the Design and Build method and aligned with Environmental, Social and Governance (ESG) principles, is designed to be sustainable, resilient and environmentally friendly. It will begin phased operations on Aug 1. The hospital is expected to improve healthcare access for local residents, offering 304 beds and 14 specialist services to help ease overcrowding at Sultanah Aminah Hospital and Sultan Ismail Hospital. The project also includes a main hospital block, staff quarters, a nurses' dormitory, plant and support buildings, 1,507 parking bays, 320 motorcycle lots, and 32 parking spaces for people with disabilities. — BERNAMA

JOHOR BAHRU: Contractors involved in the Pasir Gudang Hospital (HPG) project remain responsible for addressing defects during the liability period, Public Works Department (PWD) director-general Datuk Roslan Ismail said today. Despite the hospital's handover to the Health Ministry (MoH) on June 12, contractors must rectify any issues reported during the defects liability period as per contract terms. 'Contractors must continue to fulfill their obligations throughout the defects liability period as stipulated in the contract. Therefore, I would like to remind contractors to carry out preventive maintenance according to schedule and to act promptly and responsively in addressing and rectifying any complaints,' Roslan said during the handover ceremony. Health Minister Datuk Seri Dr Dzulkefly Ahmad was also present. Originally scheduled for completion on Sept 15, 2024, the RM375.5 million project was finished ahead of time. Site possession began on Sept 15, 2020, with the Certificate of Completion and Compliance (CCC) issued on May 27 and the Certificate of Practical Completion (CPC) on June 12. Roslan credited the project's success to stakeholder collaboration despite challenges like COVID-19 disruptions. Deputy Premier Datuk Amar Douglas Uggah Embas, who is Minister of Infrastructure and Port Development, said the launch in Pusa will begin at 10.30am. Uggah said this after chairing a meeting on preparations and the formation of an organising committee for the opening ceremony here today. He said Abang Johari will also launch the Betong Division Development Agency (BDDA). 'We feel that it is most appropriate for him to launch the RM375.5 million bridge and the BDDA. The 1.55km long bridge ends the people's 60 years' wait for a bridge crossing the Batang Saribas. It is now open for public use. 'On the other hand, the BDDA, one of the nine regional development agencies in the state, was established in September 2022. It is high time to tell Betong folks of the progress it has achieved so far,' Uggah said. He said Betong residents also wished to thank the Premier for the bridge and for allocating a big budget of RM1.5 billion to BDDA. According to him, BDDA is a game changer and is on the path to fulfilling the people's expectations for more development, progress, and a better life. 'I hope Betong folks will turn up in full force for the two functions, although we are targeting a crowd of not less than 5,000,' he added. BETONG (Sarawak), May 25 (Bernama) -- The Batang Saribas 1 Bridge near Pusa here became the fifth bridge to be completed under the Sarawak Coastal Road Network project, marking another major step forward in the state's infrastructure development. Sarawak Deputy Premier Datuk Amar Douglas Uggah Embas, who represented Sarawak Premier Tan Sri Abang Johari Tun Openg to perform the soft opening ceremony of the RM375.5 million bridge today, said it is now open for public use, ending decades-long reliance on ferry crossings at the Saribas River. 'This bridge, along with others being built across Sarawak's coastline, is part of our strategy to enhance road connectivity, particularly for rural communities,' said Uggah, who is also Sarawak Minister for Infrastructure and Port Development (MIPD), at the ceremony. Prior to the opening of the 1.55-kilometre bridge, four other bridge projects that have been completed are the Batang Rajang, Muara Lassa, Marudi and Jepak, as the Sarawak government draws closer to realising its plan of building a total of 16 bridges under the Coastal Road Network. Uggah said six more bridges are expected to be completed within this year, namely the Sungai Lingga, Batang Igan, Batang Lupar 1, Sungai Limbang, Sebauh and Sejingkat bridges. He said by next year, the State government aims to complete the Batang Paloh, Krian, Batang Lupar 2 and Batang Saribas 2 bridges, 'It is very exciting to watch all these structures taking shape. They are shrinking Sarawak by significantly reducing travel times,' he said, adding that the opening of the Batang Saribas 1 Bridge alone eliminates the need for a 30-minute ferry wait to streamline connectivity for areas in the Betong Division. He said that his ministry in collaboration with the Sarawak Public Works Department (JKR) will ensure contractors adhere to project timelines and quality standards in delivering the bridges, which would bring transformative impact to the social and economic wellbeing for rural communities. 'We are committed to our promises to rural communities. Delivery is proof that we are serious about development,' he added.

KUCHING (May 25): The more than 60 year wait for a bridge to cross the Saribas River in Pusa is finally over with the completion of the Batang Saribas 1 Bridge. The public can now use the newly-completed 1.55 kilometre-long bridge after its soft opening today by Deputy Premier Datuk Amar Douglas Uggah Embas. Uggah, who represented Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, also conveyed the latter's message that the bridge was now open for public use and that ferry service would cease operations. He added the RM375.5 million bridge includes access roads at both ends, totalling 6.5 kilometres. 'With its completion, we are confident it would boost economic and social activities here, in Beladin and other areas in the Betong Division. W ealso hope it will bring in more development and progress,' said the Minister of Infrastructure and Port Development. According to Uggah, this bridge is the fifth to be completed out of the 16 bridges being built along the Sarawak Coastal Road. 'Those already completed are the Jepak, Marudi, Muara Lassa and Batang Rajang bridges, and others expected to be completed within this year are the Sungai Lingga, Batang Igan, Batang Lupar 1, Sungai Limbang, Sebauh and Sejingkat bridges. 'Next year, we expect to deliver the Batang Paloh, Krian, Batang Lupar 2 and Batang Saribas 2 bridges,' he said. He also said it was very exciting to watch these bridges take shape, as they would greatly reduce road travel time statewide. Uggah cuts a ribbon as a symbolic gesture to declare the bridge open. 'For example, here in Pusa, if we are still depending on the ferry service, we have to wait for at least 30 minutes. Now, that is over.' He added his ministry and the state Public Works Department (JKR) would continue to ensure all contractors complete their respective bridge projects as scheduled without compromising on the quality. 'This is to honour our promise to the rural folks. When we promise (something), it is incumbent upon us to deliver as scheduled, as the objective is solely to benefit them. 'When we can deliver, it is concrete proof we are not just making sweet promises or paying lip service as are the accusations from the opposition.' Also present were Deputy Minister of Infrastructure and Port Development Datuk Aidel Lariwoo; Deputy Minister of Women, Childhood and Community Development Datuk Mohd Razi Sitam; Betong MP Datuk Dr Richard Rapu; Batang Lupar MP Mohd Shafizan Kipli; Betong Maro assemblyman Razaili Gapor; Kalaka assemblyman Mohamad Duri; the ministry's permanent secretary Datu Chiew Chee Yau; and JKR Sarawak director Dr Cassidy Morris.
