CBI's 20-Year pursuit ends with extradition of fugitive Monika Kapoor from US
The Central Bureau of Investigation (CBI) has successfully extradited fugitive Monika Kapoor from the United States, bringing an end to a two-decade-long international manhunt. Kapoor, accused in a high-profile fraudulent import-export case dating back to 2002, arrived in India earlier today and will be produced before a Delhi court to face Kapoor, proprietor of the now-defunct Monika Overseas, had been absconding since 2002. She was declared a proclaimed offender by a Delhi court in 2006. Kapoor, along with her brothers Rajan Khanna and Rajiv Khanna, is accused of forging export-related documents—shipping bills, invoices, and bank certificates of export and realisation—in forged documents were allegedly used to fraudulently secure six Replenishment (Rep.) Licenses, which permit duty-free import of gold. The licenses, valued at Rs 2.36 crore, were sold at a premium to Deep Exports in Ahmedabad. The company subsequently imported duty-free gold using these licenses, causing a loss of Rs 1.44 crore to the Government Exchequer. Following a detailed investigation, the CBI filed a chargesheet against the three accused on March 31, 2004, under various sections of the Indian Penal Code, including 120-B (criminal conspiracy), 420 (cheating), 467 (forgery of valuable security), 468 (forgery for the purpose of cheating), and 471 (using forged documents as genuine).Rajan and Rajiv Khanna were convicted by the Chief Metropolitan Magistrate at Saket District Court on December 20, 2017. Kapoor, however, managed to evade justice, prompting the issuance of an open non-bailable warrant in 2010 and a Red Corner Notice the same year.A formal extradition request was submitted to US authorities in October 2010. Years of legal proceedings and intergovernmental coordination eventually led to Kapoor's extradition. USCIS has extended the H-1B cap filing deadline for FY 2026. The new deadline is July 1, 2025, at 7:30 pm EDT. This extension addresses technical issues some filers faced. The deadline, which was initially set for Monday, June 30, has now been extended by one day to 7:30 pm EDT on Tuesday, July 1, said the extension was due to technical difficulties that may have prevented some filers from completing Form I-129 and the associated Form G-28 drafts. The agency advised petitioners to review their Form I-129 drafts for completeness and restart the Form G-28 draft before G-28 is filed by attorneys or accredited representatives to officially represent employers or beneficiaries.
