Six Kerala agricultural startups set for national honour

KOCHI: Six agricultural startups developed under the Rashtriya Krishi Vikas Yojana (RKVY) at the Kerala Agriculture University will be honoured in New Delhi on Monday. These startups were developed at the varsity's RAFTAAR Agri-Business Incubator. The programme, to be chaired by the RKVY Advisor, is aimed at honouring outstanding incubators and startups nurtured through the RKVY-RAFTAAR initiative. The Kerala team, led by K P Sudheer, mentor to Kerala's agri-startup ecosystem and head of KAU Agri-Business Incubator, will represent the selected ventures at the national platform. 'This is a proud moment for Kerala and a significant opportunity to present the innovation and impact emerging from our state's agricultural sector,' Sudheer said. The featured startups are Dr Jackfruit India, Zaphon Repurpose, TMJ Foods India, Eatery Malabarikus, Swojas Farms, and Bio-Arya Vedic Naturals. Dr Jackfruit India, founded by Manas Madhu, has turned Kerala's banana chips into globally marketed, flavour-rich snack products through their brand Beyond Snacks, while Zaphon Repurpose, led by Saji Varghese, has developed eco-friendly straws made from coconut leaves under the brand Sunbird Straws. TMJ Foods, led by T J Thankachan, produces a vitamin D2-rich health drink from mushrooms.

Lucknow: In a push to improve irrigation access and water conservation for farmers, the state govt has successfully constructed 37,403 farm ponds in Uttar Pradesh since 2017-18. This initiative under the 'Khet Talab Yojana' is empowering farmers to harness rainwater for agricultural use, enhancing self-reliance and crop sustainability. Agriculture minister Surya Pratap Shahi said under the sub-component "Other Intervention" of the "Per Drop More Crop" component of the Rashtriya Krishi Vikas Yojana, the online selection process for farmers has been initiated for the construction of farm ponds in 2025-26. Online booking started from June 3, and farmers can apply on a first-come, first-served basis via the department's website ( The cost of constructing a small pond (22×20×3m) has been fixed at Rs 1.05 lakh, with the farmer and govt each contributing Rs 52,500. Once the token is confirmed, farmers will receive an SMS notification on their registered mobile number. Farmers are required to pay Rs 1,000 as token money online at the time of booking. They must also upload land ownership documents (khasra/khatauni) and a declaration form on the portal. If not completed, the booking will be automatically cancelled and passed on to the next eligible farmer on the waiting list. The minister further said installation of a micro-irrigation system (drip/sprinkler) is mandatory for pond beneficiaries. Only those farmers who have installed such systems through the horticulture or agriculture departments within the past seven years and have them in working condition at the time of application will be eligible. Other farmers must furnish a tripartite agreement with the horticulture department at the time of verification. The subsidy amount will be disbursed in two instalments via DBT.

Uttar Pradesh agriculture minister Surya Pratap Shahi on Friday said the ongoing Viksit Krishi Sankalp Abhiyan-2025 (May 29–June 12) aims to enhance farm productivity and farmers' income through adoption of advanced agricultural techniques. Addressing a joint press conference with minister of state Baldev Singh Aulakh, Shahi said the campaign was being run at 10,125 locations across all 75 districts, training over 8.39 lakh farmers— including 1.91 lakh women—through field-level interactions and scientific demonstrations. 'The initiative, launched by chief minister Yogi Adityanath on May 29, has the participation of 550 agricultural scientists, along with departments of horticulture, animal husbandry, fisheries, silk, water resources and cooperatives,' he said. A total of 4.58 lakh free minikits, including pulses, oilseeds, millets and groundnut, will be distributed to promote Kharif 2025 sowing, Shahi added. The government, according to him, has sanctioned ₹410.67 crore for the campaign under various central schemes, including Rashtriya Krishi Vikas Yojana, Food and Nutritional Security and Krishonnati Yojana. Calling it a step toward the 'lab to land' vision, the minister urged public representatives and the media to actively support the campaign to ensure timely and effective transfer of technology to farmers.

BJD questions BJP's ‘double-engine' governance as Odisha's central grants dip

Odisha's inability to fully utilise the 2024-25 central funds has led to a 18.19% reduction in federal grants a year after the Bharatiya Janata Party (BJP) swept to power in Odisha on the back of its electoral promise to accelerate development through 'double engine' governments in the state at the Centre. Officials aware of the matter said the central grants to Odisha rose by 15.48% under the previous Biju Janata Dal (BJD) government in 2023-24 compared to 2022-23, thanks to effective lobbying and better expenditure planning. Prime Minister Narendra Modi and Union home minister Amit Shah led the BJP's 2024 poll campaign in Odisha, focused on the potential benefits of the 'double engine' government, helping the party win 85 of the 147 seats in the state assembly and 20 of the 21 Lok Sabha seats. Officials cited above said funds for centrally sponsored schemes are released in instalments, with subsequent tranches contingent on spending previous allocations. 'Odisha's inability to fully utilise these funds led to reduced disbursements. If the state cannot demonstrate effective spending, the Union government holds back further release of funds,' said an official, who did not want to be named. Officials said effective lobbying with the Union government could have secured higher allocations. 'In 2023-24, the central grants to Odisha rose by 15.48% compared to 2022-23. It shows effective lobbying and better expenditure planning,' said the official. Funding under centrally sponsored schemes has, since 2015-16, accounted for over 20% of total federal grants for sectors such as education, health, employment, and the welfare of Scheduled Castes and Scheduled Tribes. States with lower implementation capacity, such as Odisha, face challenges in executing these schemes effectively. Officials said the requirement to prepare district and state agricultural plans for schemes like Rashtriya Krishi Vikas Yojana, an incentive-based programme where allocations are not automatic but tied to planning, has compounded the problem. The central grants to Odisha declined from ₹21,500 crore in 2023-24 to ₹17,000 crore under housing, irrigation, and water supply schemes, Pradhan Mantri Awas Yojana, Pradhan Mantri Krishi Sichayi Yojana, and Jal Jeevan Mission. The funding under Pradhan Mantri Awas Yojana (PMAY)-Rural went down from ₹4,310 crore in 2023-24 to ₹825 crore in 2024-25. The allocation under PMAY-Urban funding declined from ₹296 crore in 2023-24 to ₹0.73 crore in 2024-25. The funding under the rural connectivity scheme, Pradhan Mantri Gram Sadak Yojana, dropped from ₹1,262 crore in 2023-24 to ₹712 crore in 2024-25, from ₹146 crore to ₹32 crore under Pradhan Mantri Krishi Sichayi Yojana, and from ₹1,581 crore to ₹368 crore under the Jal Jeevan Mission. Odisha did not get anything in 2024-25 under the agricultural development scheme, Rashtriya Krishi Vikash Yojana, which provides 60% central funding. In 2023-24, it received ₹223 crore under the scheme. A review of the spending in February this year found that at least 16 of 44 departments failed to spend even half their allocated funds by January end. Departments such as disaster management (13.5%), sports and youth services (19.77%), steel and mines (20.5%), mission shakti (23%), Odia language, literature and culture (27%), tourism (38%), energy (46%), transport (47%) failed to spend 50% of their budgets by January-end. Odisha finance secretary Saswat Mishra, whose department deals with the central allocations, did not reply to a questionnaire. Opposition BJD leader Debi Prasad Mishra said the reduction in funding showed the chief minister Mohan Majhi-led government's inability to govern. 'In the last year, the government has done nothing except rename schemes introduced during the previous Naveen Patnaik government and change the colours of buildings,' said Mishra. He asked if the BJD could get more funds under the centrally-sponsored schemes, and why the Majhi government was unable to do so. 'This shows the double-engine government was just an election hype.' BJP lawmaker Akash Dasnayak called the dip in the funding an aberration and said Modi wants to see Odisha developed and is ready to help with more funds. He said funding for a scheme like the PMAY may have come down due to the ongoing survey of beneficiaries. 'Once the survey is complete, we will get more funding.'

Uttar Pradesh Chief Minister Yogi Adityanath on Monday termed the rise in cooperative bank loan disbursal to over Rs 23,000 crore in eight years as a remarkable achievement and underscored the role of cooperatives in empowering farmers and realising the vision of a self-reliant rural economy. Chairing a high-level review meeting of the Cooperation Department, Adityanath called for enhanced participation of NABARD and cooperative banks in the proposed scheme. He said the scheme must be implemented in a time-bound and effective manner, with an emphasis on modernising cooperative bank branches and ensuring easy access to affordable credit for farmers. The Chief Minister also stressed the need for a detailed project proposal to be prepared and submitted at the earliest. Reviewing the overall performance of cooperative institutions, he directed that transparency, efficiency, and farmer income enhancement must remain key priorities. According to data presented during the meeting, the Uttar Pradesh Cooperative Bank Limited's loan disbursement rose from Rs 9,190 crore in 2017 to Rs 23,061 crore in 2025, while net profit touched Rs 100.24 crore. District cooperative banks' total business expanded from Rs 28,349 crore to Rs 41,234 crore, recording a net profit of Rs 162 crore during the same period. Between 2017 and 2025, the state disbursed Rs 11,516 crore as crop loans and Rs 393 crore as long-term loans. Fertiliser distribution stood at 34.45 lakh metric tonnes, paddy procurement at 25.53 lakh metric tonnes, and procurement of pulses and oilseeds at 1.94 lakh metric tonnes. To boost storage infrastructure, 375 warehouses with a total capacity of 37,500 MT have been constructed under the Agriculture Infrastructure Fund. 1,060 warehouses with a combined capacity of 1,17,350 MT have been established under the Rashtriya Krishi Vikas Yojana since 2017. For 2025-26, the construction of 100 new warehouses is planned, the statement said. The Chief Minister instructed officials to frame a policy to encourage private sector participation in expanding storage capacity. He also called for reforms in the functioning of PCF (Pradeshik Cooperative Federation) and timely payments to rice millers. To address staffing shortages, Adityanath directed expediting recruitment for banking and non-banking positions in cooperative institutions through the Institute of Banking Personnel Selection (IBPS), aimed at improving operational efficiency and service quality. On cyber security, it was noted that UP Cooperative Bank Limited and 50 district cooperative banks are being integrated with NABARD's Core Banking Solution (CBS) cloud platform. Cooperative institutions must be made self-reliant while ensuring that farmers have access to technology, credit, and markets, Adityanath said.
