New land pooling rules unveiled for capital region
Thestate government issued new Land Pooling Scheme (LPS) Rules for the Capital Region through GO Ms No 118. These 'Andhra Pradesh Capital Region Land Pooling Scheme (Formulation and Implementation) Rules, 2025' are meant to simplify processes, reduce delays, and use modern technology, according to S Suresh Kumar, principal secretary, municipal administration and urban development department. The new rules come at a time when infrastructure projects are progressing rapidly in Amaravati. The expansion is affecting nearby rural areas, where new urban settlements and satellite towns are starting to emerge. The government plans to provide basic infrastructure and services in these areas as they transition into urban zones. The Andhra Pradesh Capital Region Development Authority (APCRDA), formed under the 2014 Act, will be responsible for planning, supervising, and funding development in the Capital Region. The new rules retain the compensation structure introduced under the 2015 Capital City LPS Rules but introduce several changes. According to Suresh Kumar, the number of required forms has been cut down from 32 to fewer in order to simplify the process. Land surveys will now use drones and GPS-enabled rovers. Landowners who give consent under the scheme will go through Aadhaar/OTP-based verification instead of manual paperwork. Water bodies will be protected following court orders, and details of new plot allocations will be directly recorded in the Registration Department's database. This will remove the need for separate registration and mutation processes. The Joint Collector will handle the verification and confirmation of ownership of government, assigned, Lanka, and endowments lands. Landowners will be given reconstituted plots along with other benefits. These include annual annuity payments: Rs 30,000 for dry land and Rs 50,000 for jareebu land in the first year. The annuity will increase by Rs 3,000 for dry land and Rs 5,000 for jareebu land every year. One-time payments of Rs 1 lakh will be given for garden lands with lime, sapota, or guava trees. Landless families will receive a pension of Rs 5,000 per month for 10 years. Farmers will get a one-time agricultural loan waiver of up to Rs 1.5 lakh. Other support includes free education and healthcare, access to old age homes, subsidised food through Anna Canteens, and the use of local farmers' tractors in construction work.

Protest demanding arrest of suspended Sub Registrar held
Representatives of several social organisations led by Independent legislator Nehru alias Kuppusamy on Monday organised a sit-in protest inside the office of Registration Department at Saram demanding stern action against officials involved in misdeeds. They wanted suspended Sub-Registrar R. Sriganth to be arrested and prosecuted under Prevention of Corruption Act. The representatives criticised the government for not initiating criminal proceedings against the official despite a video of him allegedly taking bribe having coming out in the public domain. Mr. Nehru said responsibility should also be fixed on District Registrar J. Dayalane who has been overseeing the affairs of the department for sometime now. He questioned the decision of the government to allow Mr. Dayalane to function as District Registrar while holding the important post of Secretary of Legislative Assembly. He is also a member of several legislative committees, the MLA said. They withdrew the protest after Special Secretary (Revenue)-cum-District Collector A. Kulothungan agreed to examine their demands.

Puducherry government takes people for a ride by hiking taxes, duties through backdoor: V. Narayanasamy
Former Puducherry Chief Minister V. Narayanasamy, on Sunday (June 22, 2025) charged Chief Minister N. Rangasamy of taking people for a ride by hiking taxes and other duties through the backdoor. Speaking to reporters, he said the Chief Minister and his Cabinet colleagues had been making tall claims that the government had presented a tax-free budget for the current fiscal. But in reality, the taxes have been hiked exorbitantly. The government has hiked bus fare, fuel charges, power tariff and increased the excise duty by more than 100% while the Guideline Land Register (GLR) value has also been hiked affecting all sections of people, he said. Mr. Narayanasamy said the ruling AINRC-BJP coalition government had failed to fulfill its promises made to the people during the elections. Election promises such as reopening of ration shops, waiver of farm loans, and revival of the lone cooperative sugar mill and textile mills are not fulfilled. Over 10,000 workers attached to government undertakings including PASIC and PAPSCO have been left in the lurch due to closure and no steps have been taken to reopen them, he said. Alleging that the government was steeped in corruption, Mr. Narayanasamy said that there was hardly any department where there were no corrupt practices, officials were seeking bribes. 'We [Congress] have made serious corruption charges against ruling party members and Ministers during the last four years of AINRC- BJP government. There is no fear of law,' he said. In the latest incident, the former Chief Minister said that R. Sriganth, Assistant on deputation as Sub-Registrar (Rural) in the Registration Department was seen taking a bribe in a toilet in the Registration Department. Though the officer was transferred about two months ago, he was not relieved and was allowed to continue in the Registration Department. This incident has validated the corruption charges levelled by the Congress party against the ruling AINRC-BJP government in Puducherry. The Congress has been collecting details of corruption and other malpractices in the government departments. All this will be compiled in the form of a petition and the party would submit a detailed report on the scenario in Puducherry during a meeting with the President Droupadi Murmu in August, he said.

Sub-Registrar faces suspension following graft charges in Puducherry
The Registration Department continues to be in the dock with one more senior officer facing disciplinary action on charges of grave misconduct in Puducherry. Special Secretary (Revenue) cum District Collector A. Kulothungan has issued an order on June 20 suspending R. Sriganth, Assistant on deputation as Sub-Registrar (Rural) in the Registration Department, with immediate effect. The order stated that since disciplinary proceeding was contemplated against Mr. Sriganth, the officer has been placed under suspension. Mr. Kulothungan has issued the suspension order on the basis of powers conferred under sub-rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. As per the order, the suspended officer has to remain stationed in Puducherry and was not allowed to leave the region without prior permission of the District Collector. According to sources, the disciplinary action was contemplated after a video of Mr. Sriganth allegedly taking bribe inside the Registration Department Office at Saram surfaced recently. In the video, he was seen taking money and telling a person that he would give clearance to some application on a particular date. An aggrieved person had also filed a complaint against the officer with the Lieutenant Governor. Mr. Sriganth, who joined as an Assistant in the Department of Personnel and Administrative Reforms, has been working as Sub-Registrar in the Registration Department for a long time. In fact, he was transferred early June itself after the Lt. Governor issued a direction not to post Assistants on deputation in the Registration Department, a source said. 'He was transferred on June 1 and the particular video that surfaced on social media platforms showing the officer taking bribe was taken a few weeks ago. But even after his transfer to the parent department, he was visiting the Registration Department,' a source in the department said. Vigilance Probe Immediately after the suspension order was issued, the department has referred the case to the Vigilance unit for a detailed probe. 'We have launched a preliminary inquiry and based on the outcome, we will take up the case to its next level,' said a police officer. In the recent months, several officers, including those at the level of Director, Sub-Registrar and Tahsildar have been arrested on various charges, including corruption and forgery. Criminal action was taken against some of these officers for even forging temple lands.

Realty prices thwart government's attempts at property acquisition
The unbridled run of the real estate, promoted by the State government for the past decade with an eye on revenue gains, has come home to roost. Property owners are more determined to move heaven and earth for their asking price, rather than yield to the price offered by the government when it comes to property acquisition. Officials of the Greater Hyderabad Municipal Corporation (GHMC) tasked with property acquisition to facilitate various infrastructural projects are having the hardest time convincing the property owners to give up the land for the price offered as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Act offers twice the market value of the land as fixed and revised by the government from time to time, in lieu of property acquisition. While the Act was hailed in 2013 as game-changer in favour of the farmers set to forgo their lands for development, it is now considered a raw deal by farmers as well as urban property owners in view of the steeply increased realty values, the officials say. 'Remember Lagacharla? Not one owner is willing to accept the prevailing rates, justifiably so, given the real estate values,' says an official under the condition of anonymity, recalling the farmers' protests at the village in the Vikarabad district, which had successfully thwarted the Pharma City project proposed by the government. In the city too, for upmarket localities such as Banjara Hills and Jubilee Hills, the market value of land as per the Registration Department hovers at around ₹64,000 per square yard, but on the ground, the realty prices have skyrocketed to ₹2 -3 lakh per square yard here. With several infrastructural projects lined up in these divisions as part of the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project, GHMC officials are clueless about the way ahead for property acquisition. Awards to the tune of ₹760 crore pertaining to the components of the Strategic Road Development Plan (SRDP) and other road widening projects are already pending, for want of funds. At least ₹100 crore of this, is the price the owners got after resorting to legal means. 'Even property owners who accept the award, are doing so under protest, so that they could have a leeway to approach the court for higher price. Advocates are minting money, demanding 50% of the increased compensation,' the official said. They are seeking higher price under the Act, with the argument that the last market value revision was done three years ago, compelling the courts to grant 30-50% more than the compensation granted. A total of 264 properties are in various stages of processing, solely to facilitate the flyovers and underpasses planned around the Kasu Brahmananda Reddy National Park. Together with the rest of the components proposed under H-CITI, the number of properties requisitioned crosses 1100.
