The statement called it an "act of aggression constitutes a blatant and serious violation of international law". The Thai government accused Cambodian forces of laying anti-personnel landmines within Thai territory that caused injuries to patrolling troops in recent days, before the latest clash unfolded. In a statement, the Thai government said "heavy artillery was fired into the Thai military base and continued throughout the morning" on Thursday, July 24, also accusing Cambodian forces of hitting civilian areas, resulting in deaths. Thailand is recalling its ambassador to Cambodia in response, it said, and requested that Cambodia do the same. "The Royal Thai Government urges Cambodia to cease its repeated act which constitutes a severe violation of international law," the statement said. "Such actions fundamentally contradict the principles of good neighborly relations and good faith, and will further undermine Cambodia's reputation and credibility on the global stage. "The Royal Thai Government calls upon Cambodia to take responsibility for the incidents that have occurred, cease attacks against civilian and military targets, and stop all actions that violate Thailand's sovereignty. "The Royal Thai Government is prepared to intensify our self-defense measures if Cambodia persists in its armed attack and violations upon Thailand's sovereignty in accordance with international law and principles." Cambodian leaders have said that Thai soldiers initiated the attack, following Wednesday's announcement of the implementation of the 'Chakraphong Phuvanaat military strategy' by the Thai military. Prime Minister Hun Manet stated that Thai forces launched attacks on Cambodian military positions at the Ta Mone Thom and Ta Krabey temples in Oddar Meanchey province and expanded their assault to the Mom Bei area. 'Cambodia has always adhered to resolving issues peacefully, but in this case, we have no choice but to respond with force against this armed invasion,' he said, via social media. 'The Royal Government of Cambodia, relevant ministries, provincial authorities and especially Cambodia's armed forces are actively and courageously working to protect the nation's sovereignty, territorial integrity and supreme national interests, both on the military battlefield and in diplomatic efforts, while also assisting citizens affected by the Thai military's invasion,' he added. Senate president Hun Sen also confirmed that the Thai military's invasion followed their order issued yesterday (July 23) to close Ta Mone Thom Temple on July 24, after which they began attacking Cambodian forces. 'The Cambodian military has no choice but to resist and counterattack. I urge our fellow Cambodians not to panic, hoard rice or goods, or inflate prices. Please carry on with normal activities in all sectors and places, except in the border areas of Oddar Meanchey and Preah Vihear provinces, which are under attack from Thai forces,' he posted on social media. Both Manet and Hun Sen called on the public to trust the Royal Government and Cambodia's armed forces. 'Please remain calm and composed, and continue your daily work as usual,' said Hun Sen. Thai media outlet Thai PBS World reported today that the Thai army has launched an operation, known as the 'Chakraphong Phuvanaat military strategy', to deal with Cambodia, following another landmine detonation in the Chong An Ma pass, in which a Thai soldier lost a leg. It noted that the strategy was employed by the Thai army during armed clashes with Cambodia over the Preah Vihear Temple from 2008 to 2011. Cambodian veteran journalist Soy Sopheap reported from the ground that Thailand had used six F-16 fighter jets to drop bombs at the battlefields. The country is littered with landmines laid during decades of war. 'The Royal Government of Cambodia categorically denies these baseless and unfounded allegations,' the ministry said. It added the country was fully committed to the Ottawa Con­vention, an international agreement banning anti-personnel landmines. On Monday, the Thai army said that 10 freshly laid Russian-made PMN-2 type landmines, which are not used or stockpiled by Thailand, were found between July 18 and July 20 in areas near where the soldiers were injured. 'This is a clear violation of the sovereignty and territorial integrity of the Kingdom of Thailand and an outright breach of principles that are fundamental to international law,' Maratee Nalita Andamo, deputy spokesperson for the Thai Foreign Ministry, said on Monday in Bangkok. Figures from the Cambodia Mine Action Centre, which estimates there are still four to six million landmines scattered across the country, show five people were killed and a dozen injured by mines and unexploded ordnance in Cambodia in the first four months of 2025. The area where the Thai soldiers were injured is near where a Cambodian soldier was killed in May after a brief exchange of gunfire between the troops.
