Security up at 3 places in Ganjam after man crushed under chariot wheels

1 2 Berhampur: A day after a 32-year-old man was allegedly crushed to death under the wheels of a chariot at Sikula in Ganjam district, security has been tightened in places where Rath Yatra was held on Saturday. Chariots are pulled by devotees in Digapahandi, Dharakote and Surangi, a day after Puri. Hundreds of people from nearby villages pulled the chariot in Digapahandi and Dharakote, while several people from neighbouring Andhra Pradesh and tribals thronged Surangi in Patrapur block to participate in the festival. Siba Behera of Sikula died after the chariot allegedly ran over him on Friday. He was rushed to MKCG Medical College and Hospital where he succumbed to his injuries late evening, police said. "We are investigating the incident," said Deepak Mishra, sub-divisional police officer (SDPO), Purushottampur. "Following the accident, we have asked police officers to keep strict vigil on chariot pulling in their areas," said SP (Berhampur) Saravana Vivek M. He said adequate forces were also deployed in Surangi and Digapahandi to ensure incident-free Rath Yatra. "Ever since the Jagannath Temple was built in Surangi, located near the Andhra Pradesh border, by the then king in the 18th century, the pulling of chariot was done a day after Puri Rath Yatra," said Anchal Pradhan, an elderly resident. Similar tradition continues in Dharakote and Digapahandi. "Bahuda Yatra will also be observed in these places a day after the traditional return car festival. It's our tradition since the temple was established," said Kuresh Patra, an advocate in Digapahandi. According to legends, everyone went to participate in the Rath Yatra in nearby places, including Jarada and Chikiti, leaving behind hardly any devotee to pull chariots in Digapahandi, Dharakote and Surangi. This propmpted the kings to postpone the pulling of chariots for a day. Rath Yatra was celebrated in Jarada on Friday, where Lord Jagannath is worshipped as Lord Parthasarathi.

Police Garland Thief With Shoes, Parade Him In Jammu; Probe Ordered After Social Media Flak

Last Updated: The incident has waded a team of Jammu Police into controversy after the video of the overzealous action was widely circulated on social media platforms. In a shocking and bizarre incident, a suspected thief, linked to a busted gang, was publicly humiliated with a garland of shoes and was paraded across Jammu after he was made to sit on a moving police vehicle's bonnet. The incident has waded a team of Jammu Police into controversy after the video of the overzealous action was widely circulated on social media platforms, prompting an official inquiry. The video of the incident purportedly showed the man – stripped to the waist — being handcuffed by police officers, placed on the bonnet of a police jeep and then driven around the streets of Jammu city with several onlookers cheering the act. The video, which surfaced online had sparked a debate among social media users, with many questioning the legality and ethics of the police action and some even terming it 'jungle raj". The accused is identified as a resident of Kashmir and was allegedly under the influence of drugs when he was arrested following a chase and a scuffle near a hospital in the city. The man was apparently caught for theft – stealing money while buying medicines. According to Bakshi Nagar Police Station SHO Azad Manhas, whose team was involved in the incident, a man who was robbed of Rs 40,000 while buying medicines for his patient a couple of days ago, identified the accused outside a hospital in the heart of the city and confronted him. The accused retaliated by attacking the man with a knife, causing injuries, and tried to escape, the SHO said, adding that the police personnel patrolling the area went after the accused and nabbed him. Local youths also joined the chase, and once the accused was caught, they reportedly tied his hands with a rope and placed a garland of footwear around his neck. He was then paraded through the streets and made to sit on the bonnet of the police vehicle for a short while, with a public address system announcing his arrest as he was taken to the police station. Condemning the incident, Jammu's Senior Superintendent of Police (SSP) Joginder Singh ordered a departmental inquiry into the matter. Singh said the action of the police personnel was 'unprofessional, unbecoming of the members of a disciplined organisation", and called for a stern departmental action. 'In order to ascertain actual facts, a preliminary enquiry is hereby ordered and entrusted to SDPO (Sub-divisional police officer) City North, Jammu, who will enquire into the matter and submit his findings to this office within a week's time positively," the SSP said in an order as reported by the news agency. Some netizens tagged Jammu and Kashmir Lt. Governor Manoj Sinha, Chief Minister Omar Abdullah, DGP Nalin Prabhat and the National Human Rights Commission, demanding accountability. One of the social media users said the incident was a "shocking violation of human rights and due process," and emphasised that "law enforcers must not become lawbreakers." Another user called out the Jammu police, saying, "This is not justice, this is a violation of Article 21 of the Constitution. How can @JmuKmrPolice allow such lawlessness? Where is accountability?" A user questioned the police's justification for "such inhuman treatment," asking, "tying a half-naked man to a bonnet, parading him like a trophy—is this justice or jungle raj? Even the worst criminal deserves dignity under law. This is not policing, it's public humiliation." This marks the second such incident in Jammu this month, following a similar event on June 11, where three criminals involved in a shooting were publicly beaten by police. (With inputs from PTI)

8 held, minor detained for torturing 2 dalit men in Ganjam

1 2 Berhampur: Eight men were arrested on Tuesday and a minor detained for their alleged involvement in torturing two dalit men in Ganjam district on Sunday, suspecting them to be cattle smugglers. The men were assaulted, allegedly tonsured and made to crawl on their knees for a kilometre. The accused also forced them to eat grass and drink water from the drain, the two men claimed in their FIR at Dharakote police station. Those arrested were identified as Siba Shankar Mohapatra (25), Satya Sahu (20), Bainath Bisoyi (23), Om Gouda (23), Ganapati Polai (36), Santosh Dakua (30), Shankar Das (25) and Narayan Dakua (30). "Some others were also involved in the case and search is on to nab them," said Santosh Kumar Jena, SDPO, Aska. The incident resulted in widespread protests with Congress leader Rahul Gandhi seeking immediate action against the culprits. Describing the incident as inhuman, Rahul, the opposition leader in Lok Sabha, said it is a mirror for those who claim caste is no longer an issue. "Each incident that tarnishes the dignity of the Dalits is an attack on Baba Saheb's constitution and a conspiracy against equality, justice, and humanity," Rahul posted on X. Close to the village, he was stopped by a group of men, who accused Babula of being a cow smuggler. They demanded Rs 30,000 from him. When he refused to pay, the accused started assaulting him. Hearing his cries, Bulu Nayak (38), a relative of Babula, rushed to help. He, too, was assaulted before the men subjected the two to the torture. Police registered a case after Babula lodged an FIR. The accused were arrested under different sections of BNS and Scheduled Caste and Scheduled Tribe (Prevention of Atrocity) Act 1989, police said. According to Ganjam SP Suvendu Kumar Patra, "The main aim of the accused were to extort money in the name of cow smuggling." Amid the outrage, state Congress formed a five-member fact-finding committee under the chairmanship of legislative party leader Ram Chandra Kadam. The committee will visit the village, speak to the victims, and submit a report to the party. On Tuesday, Dalit Mahasabha in the district staged a demonstration near the revenue divisional commissioner's office, demanding strong action against the accused. The Mahasabha submitted a memorandum to chief minister Mohan Charan Majhi through the commission's office. "The govt should issue guidelines about the transportation of cattle. Farmers are afraid while transporting cattle for their own use due to the fear of miscreants," said Bhala Chandra Sarangi, a dalit leader who participated in the demonstration. BJD has also condemned the incident. "This incident has defamed Odisha and every Odia. The law and order machinery has collapsed. There is no semblance of administrative efficiency," BJD spokesperson Lenin Mohanty said, demanding strong action against the perpetrators. Responding to the allegations, senior BJP leader Ram Chandra Panda said the govt has been very alert to such incidents. "Police took prompt action against the perpetrators by rounding up the main culprits," Panda said, advising opposition parties not to politicise the issue and let police investigate the matter.
