Amit Shah to chair 'Manthan Baithak' of Cooperation Ministers of states, UTs on June 30
New Delhi [India], June 28 (ANI): The Union Ministry of Cooperation is set to organise a 'Manthan Baithak' of Cooperation Ministers of States and Union Territories (UTs) on June 30 at Bharat Mandapam, New Delhi. The Manthan Baithak will be chaired by the Union Home Minister and Minister of Cooperation, Amit Shah. This significant event will witness the active participation of Cooperation Ministers and Additional Chief Secretaries/Principal Secretaries/Secretaries of Cooperation Departments of States/UTs and will serve as a platform to review progress, exchange views and chart the way forward to achieve the collective goal of strengthening the cooperative sector, said Ministry of Cooperation. The primary objective of the Manthan Baithak is to comprehensively review the initiatives and schemes of the Ministry of Cooperation, evaluate the progress made, facilitate the exchange of experiences, best practices, and constructive suggestions from States and UTs. The Manthan Baithak aims to foster a shared understanding and develop a coordinated endeavor to advance the Prime Minister Narendra Modi's vision of 'Sahkar Se Samriddhi' (Prosperity through Cooperation) through a mutual convergence. The Manthan Baithak would discuss all major initiatives including the establishment of 2 lakh new Multi-purpose Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperative societies to strengthen last-mile rural service delivery. A key highlight will be the deliberation on the World's Largest Grain Storage Scheme in the cooperative sector, aimed at enhancing food security and farmers' empowerment. States will also present their progress under the 'Cooperation Among Cooperatives' campaign and the ongoing 'International Year of Cooperatives 2025', along with expectations for wider engagement. The role of States in the activities of the three new National Multi-state Cooperative Societies, National Cooperative Export Limited (NCEL), National Cooperative Organics Limited (NCOL), and Bharatiya Beej Sahkari Samiti Limited (BBSSL), will also be reviewed. Discussions will extend to the White Revolution 2.0 program and embedding circularity and sustainability in India's dairy sector, alongside procurement support price for pulse and maize farmers under the Atmanirbharta Abhiyan. Key digital transformative initiatives such as PACS computerization, and the Computerization of Registrar Cooperative Society (RCS) Offices of States/UTs will be reviewed, with a special focus on the National Cooperative Database and its utility for policy planning. The Manthan Baithak will witness a discussion on human resource development, training, and capacity building in the cooperative sector in light of the establishment of Tribhuvan Sahkari University. Steps taken by the Central Government for the financial strengthening of the sector will also be discussed, such as the redressal of issues related to cooperative banks, the operationalization of the Shared Services Entity (SSE) for State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs) and the Umbrella Organization for Urban Cooperative Banks (UCBs). This Manthan Baithak will act as a catalyst in highlighting the critical role of States/UTs in transforming state-level cooperatives into vibrant economic entities, through close collaboration between Center and States, with the spirit of cooperative federalism. Involve more PACS to develop cooperative supply chain, Shah to States
New Delhi, Jun 2 (UNI) Union Home Minister and Minister of Cooperation, Amit Shah, on Monday said to develop a complete cooperative supply chain, states and cooperative marketing federation should involve as many Primary Agricultural Credit Societies (PACS) as possible at their level. Shah chaired a review meeting of the world's largest cooperative food grain storage scheme here, an official statement said here. Addressing the meeting, Shah said that the world's largest food grain storage scheme is a big step towards realising the vision of Prime Minister Narendra Modi of 'Sahkar Se Samriddhi'. He said that there are two major parameters to measure economic progress in India—Gross Domestic Product (GDP) and employment generation. The food storage scheme is meant to strengthen both these aspects, which aims to increase the income of PACS as well as create rural employment opportunities, he pointed. He emphasised the need for immediate action to improve the financial condition of PACS by extending the loan period under the Agriculture Infrastructure Fund (AIF). Emphasising on the extensive involvement of PACS in the food storage scheme, the Minister of Cooperation said that it is necessary to make PACS an integral part of this scheme so that the financial viability and social effectiveness of PACS can be ensured. He directed the Ministry of Food and Public Distribution and Food Corporation of India to conduct national level mapping of warehouses across the country so that the implementation of the scheme can be done smoothly according to regional requirements. Shah also instructed FCI, NCCF, NAFED and State Warehousing Corporations to connect PACS with as many warehouses as possible. It was also decided in the meeting that States should involve more PACS at their level in the scheme, and the State level Marketing Federations should also be linked with it so as to develop a complete cooperative supply chain. Shah called upon all the organisations to coordinate and implement the scheme in a timely and effective manner so that this scheme proves to be a milestone in achieving the goal of 'Atmanirbhar Bharat' and 'Sahkar Se Samriddhi'.

Apart from Ministers of State for Cooperation Krishan Pal Gurjar and Murlidhar Mohol, officials from the Ministry of Cooperation, Food and Public Distribution, Consumer Affairs, FCI, NABARD, National Cooperative Development Corporation (NCDC) and other institutions were present in the meeting. Currently, there are more than 1 lakh PACS in India according to the National Cooperative Database Portal. The AIF was launched in 2020 to provide medium- to long-term debt financing for the development of agriculture infrastructure across the country. The scheme was initially set for a ten-year period (2020-2030) but has been extended to 2032-33.

Shah chairs meeting on sustainability and circularity in cooperative dairy sector
New Delhi, May 20 (UNI) Union Minister of Cooperation Amit Shah on Tuesday chaired a meeting on sustainability and circularity in the cooperative dairy sector and said that under the 'White Revolution 2.0' sustainable development and circular economy should be ensured in the cooperative dairy sector During the meeting, it was decided to establish three new multi-state cooperative societies for the cooperative dairy sector. The first society will focus on 'animal feed production, disease control and artificial insemination', the second will promote 'developing cow dung management models' and the third will promote 'circular use of dead cattle remains', an official statement said. Addressing the meeting, Shah said, "As we move towards White Revolution 2.0, our goal should not only be to expand dairy cooperatives and make them efficient and effective but also to create an ecosystem of dairy that is sustainable and promotes a circular economy. If farmers' income is to be increased, we must create a network of integrated cooperatives where most of the work is done through mutual cooperation and collaboration among cooperatives". He stressed the importance of ensuring that the direct benefits of carbon credits reach farmers through scientific models. He also highlighted the need to strengthen milk unions and cooperative societies and encourage food processing in dairy plants. Shah said, "We have to travel together from 'Sustainability to Circularity' which will be multi-dimensional and the work that the private sector is doing today will be done by the farmers' own cooperatives. This includes technical services, animal feed, artificial insemination, animal disease control, dung management and activities from collection to processing in dairy and agriculture related sectors". Referring to successful cooperative models like Amul, the Minister of Cooperation said that the vision of 'Sahkar Se Samriddhi' is being realised today and 'Cooperation among Cooperatives' is playing an important role in this. He said that the Ministry of Cooperation and the Ministry of Fisheries, Animal Husbandry and Dairying have brought all stakeholders together, so that now the work of policy making, financing, formation of village level cooperatives and making them multipurpose is taking place at a fast pace. The National Dairy Development Board (NDDB) has done very important work in the field of sustainability and the biogas and cow dung management programme developed by them is being expanded across the country. He said that this needs to be taken further. The meeting was attended by Union Minister of State for Cooperation Krishan Pal Gurjar and Murlidhar Mohol, Secretary of the Ministry of Cooperation, Ashish Kumar Bhutani, Secretary of the Department of Animal Husbandry and Dairying, Alka Upadhyaya, Chairman of the NDDB, Meenesh Shah, and Chairman of NABARD Shaji KV.
