Kochi: Though Supreme Court had ruled several times that Aadhaar is not mandatory for school admissions, Kerala Education Rules still require a UID (unique identification number) for entry into aided schools. This has created major hurdles for school managements and students in some parts of Kerala. Typically Aadhaar is used as UID. Many students could not provide their UIDs during the admission process in June, making their enrolment technically invalid. Schools have taken legal action as the issue also affects their ability to appoint teachers. As part of the admissions process, parents must upload student details, including UID, on Sampoorna portal. KITE (Kerala Infrastructure and Technology for Education), which comes under the general education department, manages the portal. This must be done before the sixth working day of the academic year. If not, the student is left out of the official enrolment count, which in turn affects staff fixation. "The situation is that, technically, the school does not have a Class 1 division and is unable to appoint a teacher to teach students, which is against the fundamental rights guaranteed by the Constitution," said school manager Antony Davies. A similar issue occurred at SNVUPS Moolamkudam near Mattathur, Thrissur. Although the school had enough enrolment to start two Class 1 divisions, it was denied permission because four students did not submit their UIDs before the deadline. "These students had applied for Aadhaar and three of them received it, but it arrived after the sixth working day," said Binesh EP, a teacher. The school has also taken the matter to court. This UID requirement (Aadhaar for students) goes against the SC's landmark KS Puttaswamy judgment, which stated that school admissions do not fall under Section 7 of the Aadhaar Act. Schools say the Kerala govt's rule linking Aadhaar to staff fixation breaks this ruling and harms students' education. Davies said the Union ministry of education's unified district information system for education plus data capture format for the 2025–26 academic year clearly showed that Aadhaar number field is not mandatory. The Directorate of General Education has issued a circular allowing time till July 16 to correct online any minor errors in students' UID as part of determining the teaching staff requirement in schools. This comes in the wake of the finding that invalid UIDs (Unique Identity Numbers) have crept into student details uploaded on the Sampoorna web portal on the sixth working day of the 2025-26 academic year. As per the Kerala Education Rules, students should have valid UID on the sixth working day. Often UIDs become invalid owing to reasons such as one or two changes in spelling in a student's name. To address the issue, schools should look into the invalid UID cases. After examining the UID analysis of students with invalid UID on Sampoorna, the head teachers should upload a clear Aadhaar photo (with student photo, Aadhaar number, name, date of birth, gender) of such students in each class. Along with the Aadhaar photo, a field made available to specify the reason for the UID becoming invalid should also be updated. This should be completed by July 16. After this, master trainers of Kerala Infrastructure and Technology for Education (KITE) that has developed the Sampoorna portal should use a special login to verify invalid UID cases. If there is change up to three letters in a name, the UIDs can be recorded as valid. If the year of birth of students other than in class I is uniform in Aadhaar and on Sampoorna and the difference is only in month or date, it can be recorded particularly and verified online. In case of change in date of birth of class I students, or if there is change in more than two fields among name, date of birth, and gender, on the basis of application from schools a hearing by a committee that includes the KITE coordinator can be held by the Deputy Director of Education by July 21 and the matter examined. T'puram: State govt warned school headmasters that they will face action if they upload student details on Sampoorna web portal without verifying their student UID numbers. In the past, many irregularities were reported in calculating student strength because a large number of UID numbers were found to be fake during cross-verification. Schools must upload student information after the sixth working day of the academic year. Since schools in Kerala reopened on June 2, the sixth working day is June 10. Schools were expected to upload student strength details by 5pm on Tuesday. However, many couldn't complete the task because they had only reopened for six days and several of those were lost to holidays caused by natural disasters. Staff appointments will be based on student strength reported on the sixth working day. Still, the education minister's office clarified that no student should be denied admission for not submitting a UID. Headmasters must attest the sixth working day reports and send them to assistant education officers and district education officers. These officers will forward the reports to the district joint directors, who must then send them to the statistics section of the director of general education.

Children who do not have UID (Unique Identity Number) will not be considered for fixing student enrolment data on the basis of the sixth working day headcount that is used to determine the number of staff positions in an academic year. At a press conference here on Monday, Minister for General Education V. Sivankutty and Director of General Education (DGE) Shanavas S. said time was usually given to correct errors in students' names. However, if a student did not have a UID, it could mean that student was enrolled in some other school. This could lead to counting of the particular student twice while determining the headcount of students. The Minister said June 10 was the sixth working day as schools reopened this year on June 2. The details of students in government, aided, and unaided recognised schools on the basis of the sixth working day this academic year were being collected online on the Sampoorna web portal. The DGE said there was no hurdle in getting UIDs if proper documents were submitted in an Akshaya centre. 'UIDs can be taken anytime after a child turns five years old. Not doing so despite being given ample time is not believable,' the DGE said. Day against drug abuse The Minister said June 26 was International Day against Drug Abuse and Illicit Trafficking and the General Education department was organising elaborate promotional programmes in connection with it. The Chief Minister would participate in one of the programmes. A year-long project that included seminars and special assembly would be launched to create awareness of the drug menace among students. The half-an-hour increase in school timings would be implemented next week. A circular on how to rearrange school timings would be issued soon, the Minister said. On Protection of Children from Sexual Offences (POCSO) Act cases against teachers, the Minister alleged that appointing authorities were reluctant to act against the accused. After the DGE was entrusted with taking action in such cases, nine were sacked and procedures were under way in 17 cases. Notice had been issued to deputy directors of education who were not taking action in such cases, the Minister said. Academic master plan The DGE said that on the directives of the Chief Minister, the department planned to hold a consultation with stakeholders such as teachers' organisations, parents, and education experts on the academic master plan. The focus would be on strategies to cope with addiction to digital devices, ragging, and other challenges, besides academic support to be given to students. A half-day programme would be held at Mascot Hotel on June 21. The recommendations that come up would be used to give guidelines to schools for preparing their own master plans.
