BMC auctions south Mumbai market plot for 13% less than Rs 428cr base price
Mumbai: BMC has issued a letter of acceptance (LOA) to AAV Developers LLP, which bid 13% less than the base value of Rs 428 crore, for a 8,116 sq m plot housing Chhatrapati Shivaji Maharaj Market near Crawford Market in south Mumbai for a 30-year lease period. Accepting the Rs 369-crore bid, BMC has asked AAV Developers to leave space for a staircase, lift and escalators for a foot over-bridge (FOB) that railways plan to build to connect the east-west of CSMT station and access to long-distance nodes from Mahatma Jyotiba Phule Mandai. According to the LOA, AAV Developers and Rail Land Development Authority (RLDA) will have to sign an agreement and make a pro-rata payment for the space allotted to them. RLDA will have to pay for the FOB landing space though the chief secretary had earlier instructed BMC to not charge any land cost. The civic body maintained that handing over space for free is not in consonance with the BMC Act. In Oct 2024, BMC decided to auction 3 of its plots in the island city, including the one at Crawford Market, for a 30-year lease period with a provision of renewal for another 30 years in a bid to generate revenue as its liabilities crossed Rs 2 lakh crore owing to its infrastructure projects. "This land has been reserved for a municipal office, municipal chowky, and for disaster management facilities," said former IPS officer-lawyer Y P Singh. "It is not possible to delete these reservations because they are public facilities created by due process of law. Further, the deletion requires public hearing and the outcome whether the reservations can be deleted or modified or not deleted, is still uncertain... It is also a settled position in law that the questions of 'Inter-Generational Equity', also have to be considered." Activist Santosh Daundkar said BMC should allot whatever land railways require and build a public parking lot in the remaining space and allow fisherfolk to continue their trade. "It is widely believed that the plot is being allotted due to pressure from the top," he claimed. But BMC chief Bhushan Gagrani cited the two previous attempts and the railways seeking the right of way for going ahead with the auction. This time, BMC received only two bids — Rs 369 crore from AAV Developers and Rs 330 crore from Saroj Landmark Realty. "There are issues with the plot including reservation, which state has to delete, and the shifting of the fish market. It is not conducive for commercial exploitation. We had no option but to go ahead by accepting the highest bid," said a BMC official. But another official said: "BMC could have cancelled the process or sought fresh bids."

However, a recent complaint by social activist Santosh Daundkar has stirred controversy, accusing the actor and Maharashtra authorities of bypassing regulations related to the Coastal Regulation Zone (CRZ). The complaint, filed with the National Green Tribunal (NGT), alleges that renovation permissions may have been granted in violation of CRZ norms. Mannat is a Grade III heritage structure, comprising the original bungalow and a multi-storey annexe. This classification makes it subject to several heritage and environmental safeguards. Following the complaint, a joint team from the Brihanmumbai Municipal Corporation (BMC) and the forest department visited the property to inspect ongoing work. A forest official told the Times of India that a site inspection was indeed carried out, and a report would be submitted based on findings. Shah Rukh's manager, Pooja Dadlani, responded to the allegations, denying any wrongdoing. 'There are no complaints. All work is going on as per guidelines,' she told TOI. Meanwhile, sources say that SRK's staff assured authorities that all necessary permits and documents are in order and will be submitted shortly. Interestingly, reports also suggest that the BMC's presence was merely to assist the forest department, and not for an independent investigation. The iconic Mannat, formerly known as Villa Vienna, was acquired by Shah Rukh Khan in 2001. Since then, it has not only become a prime Mumbai landmark but also a symbol of SRK's journey from outsider to Bollywood royalty. Now, as the renovation continues amid rising scrutiny, all eyes are on what the inspection report will reveal. whether it's a procedural misunderstanding or a genuine lapse.

He claimed that the original heritage building, known as Villa Vienna, was renamed Mannat and that in 2005, a seven-storey extension was added behind it. At the time, due to restrictions under the Urban Land Ceiling Act, constructing a large private residence was not allowed. To navigate this, Singh alleged that permissions were sought for 12 smaller independent flats—typically intended for mass housing—by the owners Shah Rukh Khan and Gauri Khan. MUMBAI : After a 35-year-old woman lost her life and another was injured following the collapse of a portion of an unauthorised structural extension of a rehabilitated tenement (RT) building at Byculla (W), the Mumbai Building Repairs and Reconstruction Board is issuing warning notices to tenants of such buildings in the city to remove unauthorised extensions. Unauthorised structural extensions have been made by many tenants of such buildings. On May 28, a portion of unauthorised structural extensions, protruding beyond the original building line on the fifth floor, which were carried out by tenants of the building, collapsed. Following the incident, officials of the repair and reconstruction board visited the site and instructed tenants to remove unauthorised extensions. The Mumbai Building Repairs and Reconstruction Board is now issuing warning notices to tenants in reconstructed RT buildings in its jurisdiction. "The reconstructed tenement buildings were built between 1980 and 1990 after Mhada acquired rights to the buildings, which became dangerous and reconstructed these buildings. The Mumbai Building Repairs and Reconstruction Board carries out regular maintenance of these buildings. There are 388 buildings across the city, but unauthorised extensions have been carried out over the last 10 to 15 years, and some of the buildings are very old. This particular building, which has 193 residential rooms and 11 non-residential rooms, is also very old. We are issuing notices to tenants of these buildings to remove the unauthorised extensions," said a Mhada official. "Residents carry out these unauthorised extensions as they are hamstrung due to the small size of their rooms. But while carrying out these extensions, they do not take adequate precautions," said a Mhada official. Activist Santosh Daundkar said, " BMC has a dedicated Building and Factory department, which has a designated officer for carrying out action, including removal of unauthorised construction under the MMC Act, and they carry out action accordingly. Mhada also has officials to carry out such action, but they don't carry out any action as required. They only initiate action when an incident occurs. Mhada is lackadaisical when it comes to action against unauthorised construction. It has to be alert and take systemic action against unauthorised construction."
