Embrace ideas, values of Constitution from Preamble Park: Fadnavis, Gadkari
1 2 Nagpur: Bharat Ratna Dr Babasaheb Ambedkar crafted the Indian Constitution by blending global and timeless Indian values, with the Preamble being its core. If citizens embrace the values enshrined in the Preamble, 90% of the country's issues could be resolved permanently, said chief minister Devendra Fadnavis on Saturday. Fadnavis was speaking during the inauguration of the Constitution Preamble Park and a full-length statue of Dr Babasaheb Ambedkar by Chief Justice of India (CJI) Bhushan Gavai on the premises of Dr Babasaheb Ambedkar School of Law. Union minister for road transport and highways, Nitin Gadkari , said the park will spread the Constitution's fundamental ideas among students and the public. Fadnavis stated that it is a matter of great pride and satisfaction for him that the Constitution Preamble Park and Dr Babasaheb Ambedkar's statue are being unveiled at the same law college where he studied constitutional principles and put them into practice. The CM stressed that completion and public opening of this park during the Amrit Mahotsav year of the Constitution is particularly significant. "The Indian Constitution has established a robust democracy, ensuring freedom of expression, fundamental rights, equal opportunities, and a system for delivering justice. This has enabled India to become the world's fourth-largest economy. The Preamble is the essence of the Constitution, and its values need to be embraced by all citizens," he said. Fadnavis expressed confidence that the park will inspire everyone who visits it. He also announced that a new building for the School of Law would be constructed, and all necessary facilities would be provided for the park. Gadkari said Nagpur University took the initiative to establish the Constitution Preamble Park, which was realised with financial support from the state govt and public participation. He highlighted that the university has produced eminent personalities like a Prime Minister, while Dr Babasaheb Ambedkar Law College has given the country two CJIs. "The establishment of the park adds to this legacy," he said. Social justice minister Sanjay Shirsat discussed the financial and other support provided by the social justice ministry for the park's establishment. Senior social activist and chairman of the Constitution Preamble Park Committee, Girish Gandhi, provided details of the park's development stages. Nagpur University acting VC Madhavi Khode-Chaware, School of Law director Ravishankar Mor, Constitution Preamble Park Committee members and others were present on the occasion. Committee member Puran Meshram read out the Constitution's Preamble.

Gadkari Pledges Rs1 Crore for E-Library from MP Funds
1 2 Nagpur: In a welcome move, city MP and Union Minister Nitin Gadkari made an impromptu announcement of sanctioning Rs1 crore for an e-library at Dr Babasaheb Ambedkar School of Law on Saturday. Gadkari asked Director Ravishankar Mor if the institute plans to set up the new library in the existing building. He was told that a new multi-storeyed state-of-the-art building is planned and the funds would be utilised for building the e-library there. The provision has been made under innovative and development activity in the MP fund. Gadkari himself is an alumnus of the college, now known as the School of Law. Meanwhile, Chief Justice of India Bhushan Gavai felicitated distinguished alumni, including Gadkari, Chief Minister Devendra Fadnavis, minister of state for law and justice Adv Ashish Jaiswal, Administrative Justice of the Nagpur Bench of the High Court Nitin Sambre, Senior Justice of the Nagpur Bench Anil Kilor, and justices of the Bombay High Court GS Kulkarni, Bharti Dangre, YG Khobragade, Vrishali Joshi, MS Jawalkar, Nitin Borkar, RN Laddha, and AN Pansare. Ravishankar Mor, Director of Dr Babasaheb Ambedkar School of Law, expressed gratitude.

Approval delay forces postponement of Ambedkar Law School building ceremony
Nagpur: The ground-breaking ceremony for the new state-of-the-art building of Dr Babasaheb Ambedkar School of Law, scheduled for Saturday, has been postponed due to pending administrative approval from the state government. Nagpur University (NU) had planned a grand ceremony to be attended by the Chief Justice of India (CJI), who was also to inaugurate the country's first Constitution Preamble Park and unveil a life-size statue of Dr BR Ambedkar on the campus. School of Law director Ravishankar Mor told TOI that the Rs250-crore proposal has cleared two levels of scrutiny and is now with the state's ministry of higher and technical education. "The project is on fast track. The design and technical hurdles have been cleared. Once the finance department gives its nod, we will proceed with laying the foundation stone," he said, adding that the approval is expected shortly. The project is part of the institution's centenary-year transformation. Formerly known as Dr Babasaheb Ambedkar Law College, the institute has a rich legacy, having produced two Chief Justices of India, a Prime Minister, and several Supreme Court and High Court judges, besides eminent lawyers. In line with the National Education Policy (NEP) 2020, the NU recently merged its postgraduate law department with the college to form the School of Law, which now offers education from undergraduate to PhD level under one roof. The new five-storeyed academic block will come up on open land behind the existing college building. Designed to mirror landmark structures like the RBI, High Court and GPO, the building will house two large auditoriums and curved, tech-enabled classrooms. A three-level basement parking facility for up to 5,000 vehicles is also part of the ambitious plan.

CJI to inaugurate Preamble Park, perform ground breaking for new NU School of Law on June 28
1 2 Nagpur: Chief Justice of India Bhushan Gavai will inaugurate the historic world-class multi-crore Preamble Park at Nagpur University's Dr Babasaheb Ambedkar School of Law on Amravati Road on June 28. The CJI will also perform the ground-breaking ceremony of a new iconic multi-storeyed building for the School of Law. The CJI will arrive for his three-day visit to Nagpur on June 27. This is his first visit after taking oath of the highest judicial office. On the first day of his tour, the District Bar Association (DBA) will felicitate the CJI, and on June 28, the High Court Bar Association (HCBA) will honour him. CJI Gavai will formally inaugurate the administrative building of MNLU at Waranga at 10.30am on June 29. The Rs10-crore first-of-its-kind Preamble Park consists of replicas of the Supreme Court and Parliament, along with a 7.5 ft statue of Babasaheb Ambedkar, an amphitheatre, murals, and an aesthetic gate, which took several years to complete. The country's first Samvidhan Park or Constitution Preamble Park was planned on the 125th birth anniversary of Babasaheb Ambedkar in 2016, and bhoomipuja was performed by then guardian minister Chandrashekhar Bawankule on the occasion of Constitution Day in 2019. Lack of funds, permissions, and coordination between multiple govt agencies and NU officials delayed the project over the years. The social welfare department funded around Rs2 crore, while social worker Girish Gandhi, former mayor Anil Sole, and former MP Ajay Sancheti, Prakash Gajibhiye contributed Rs5 lakh each for the project. NU also paid Rs2 crore. School of Law director Ravishankar Mor told TOI that the CJI would be inaugurating the Preamble Park as well as laying the foundation of a new iconic building at 11am on June 28. The transformation of the historic college, earlier known as Dr Babasaheb Ambedkar Law College, is part of its centenary year celebration. The college has a legacy of stalwarts including former CJI Sharad Bobde, PV Narsimha Rao, CM Devendra Fadnavis and several judges and politicians passing out from here. The NU merged its postgraduate law department with the college to disseminate UG to PhD education under one roof, aligning with NEP 2020. Mor said the new building would be unique among all the Schools of Law in the country. The project is estimated to cost Rs200 crore, with a five-storey academic block to come up on the open land behind the existing college building. Special focus has been given to aesthetics, as the new building will be modelled on structures like the RBI, high court, and GPO. It will have two large auditoriums, besides modern curved classrooms equipped with the latest technology. Three-floor basement parking will accommodate 5,000 cars, while the academic block will have five floors. "A litigation complex will be attached to the School of Law on the lines of a medical college with a hospital. Courts and tribunals like grievance cells and consumer forums will run from this complex. Students will get first-hand experience of court functioning and will be trained for litigating as well as the corporate world," said Mor.

President Donald Trump's efforts to roll back diversity, equity and inclusion (DEI) programs and make changes to already-existing federal holidays has resulted in a growing concern about the future of Juneteenth, a commemoration of the day slavery was ended in the United States. Jeremy Paul, a law professor at Northeastern University's School of Law, said folks shouldn't be worried, though. On his own, the president does not have the authority to strike Juneteenth as a federal holiday. Juneteenth was named a federal holiday under former President Joe Biden in 2021. However, it wasn't until two years later, on June 19, 1865, that enslaved people in Galveston, Texas would learn of their freedom. On this date, Union Army Maj. Gen. Gordon Granger announced the proclamation to the Galveston community, marking the final day of slavery in the United States. The name "Juneteenth" is a combination of "June" and "nineteenth," in honor of June 19. What to know: Are banks, post offices, UPS and FedEx open on Juneteenth 2025? Has Trump said he wants to end Juneteenth? No, the president has not directly said he wants to end Juneteenth as a federal holiday. Growing concerns about Juneteenth's future are derived from Trump's rollback of DEI programs nationwide. The White House did not immediately respond for comment when contacted by USA TODAY on June 17. Could Trump end Juneteenth as a federal holiday? On his own, Trump could not end Juneteenth as a federal holiday, Paul said. The only way to "cancel" a federal holiday would be for Congress to pass a proposed bill to do so, which could then be signed by the president. "(Congress has) not done, and therefore, Juneteenth is and will remain a federal holiday, unless Congress feels otherwise," Paul added. How many states recognize Juneteenth as a permanent holiday? Juneteenth is a federal holiday, but states can choose whether they recognize Juneteenth as they wish. At least 30 states and the District of Columbia recognized Juneteenth as a permanent state holiday, according to data from Pew Research Center. Some states, including Alaska and Vermont, are celebrating Juneteenth as a state holiday for the first time this year. States that do not recognize Juneteenth as a permanent state holiday include Arizona, Arkansas, Florida, Hawaii, Indiana, Mississippi, Montana, New Hampshire, North Dakota, Wisconsin and Wyoming, as of June 17. This means Juneteenth is not a paid day off in these states. What are the differences between federal and state holidays? The differences between federal and state holidays tend to change on a case-by-case basis, Paul said. However, on all 11 federal holidays, the United States Postal Service (USPS) does not deliver mail. For instance, even though Arizona does not recognize Juneteenth as a state holiday, the USPS will still not deliver mail in the state on June 19 because its a federal holiday. On the flip side, if a state does not recognize Juneteenth as a state holiday, state government-mandated institutions, like city hall or the DMV, may remain open on June 19, even though federal government-mandated institutions will be closed, Paul explained. What holidays has Trump tried to change? Since taking office in January, Trump has proclaimed two new holidays for 2025: Victory Day for World War I on Nov. 11 (a renaming of Veterans Day) and Victory Day for World War II on May 8. As Nov. 11 is already a federal holiday, this year's renaming doesn't really affect the day much. However, May 8 is not a federal holiday. However, Trump's proclamation did not set May 8 as an official federal holiday, meaning federal workers will not have the day off. Trump just proclaimed celebrations of the holiday for 2025. Trump has also expressed interest in "bringing Columbus Day back," a federal holiday celebrated on the second Monday of October. Many states have begun to recognize the holiday as Indigenous Peoples' Day. In 2021, Biden signed a proclamation recognizing Columbus Day as Indigenous Peoples' Day.
