
CJI to inaugurate Preamble Park, perform ground breaking for new NU School of Law on June 28

Nagpur: Chief Justice of India Bhushan Gavai will inaugurate the historic world-class multi-crore Preamble Park at Nagpur University's Dr Babasaheb Ambedkar School of Law on Amravati Road on June 28.
The CJI will also perform the ground-breaking ceremony of a new iconic multi-storeyed building for the School of Law.
The CJI will arrive for his three-day visit to Nagpur on June 27. This is his first visit after taking oath of the highest judicial office. On the first day of his tour, the District Bar Association (DBA) will felicitate the CJI, and on June 28, the High Court Bar Association (HCBA) will honour him. CJI Gavai will formally inaugurate the administrative building of MNLU at Waranga at 10.30am on June 29.
The Rs10-crore first-of-its-kind Preamble Park consists of replicas of the Supreme Court and Parliament, along with a 7.5 ft statue of Babasaheb Ambedkar, an amphitheatre, murals, and an aesthetic gate, which took several years to complete. The country's first Samvidhan Park or Constitution Preamble Park was planned on the 125th birth anniversary of Babasaheb Ambedkar in 2016, and bhoomipuja was performed by then guardian minister Chandrashekhar Bawankule on the occasion of Constitution Day in 2019.
Lack of funds, permissions, and coordination between multiple govt agencies and NU officials delayed the project over the years.
The social welfare department funded around Rs2 crore, while social worker Girish Gandhi, former mayor Anil Sole, and former MP Ajay Sancheti, Prakash Gajibhiye contributed Rs5 lakh each for the project. NU also paid Rs2 crore. School of Law director Ravishankar Mor told TOI that the CJI would be inaugurating the Preamble Park as well as laying the foundation of a new iconic building at 11am on June 28.
The transformation of the historic college, earlier known as Dr Babasaheb Ambedkar Law College, is part of its centenary year celebration. The college has a legacy of stalwarts including former CJI Sharad Bobde, PV Narsimha Rao, CM Devendra Fadnavis and several judges and politicians passing out from here. The NU merged its postgraduate law department with the college to disseminate UG to PhD education under one roof, aligning with NEP 2020.
Mor said the new building would be unique among all the Schools of Law in the country. The project is estimated to cost Rs200 crore, with a five-storey academic block to come up on the open land behind the existing college building. Special focus has been given to aesthetics, as the new building will be modelled on structures like the RBI, high court, and GPO. It will have two large auditoriums, besides modern curved classrooms equipped with the latest technology.
Three-floor basement parking will accommodate 5,000 cars, while the academic block will have five floors.
"A litigation complex will be attached to the School of Law on the lines of a medical college with a hospital. Courts and tribunals like grievance cells and consumer forums will run from this complex. Students will get first-hand experience of court functioning and will be trained for litigating as well as the corporate world," said Mor.

Bombay high court circuit bench to go functional in Kolhapur from Aug 18
Kolhapur/Mumbai: A circuit bench of the Bombay high court (HC) will start functioning in Kolhapur from Aug 18, an authorised publication issued on Friday by the HC Chief Justice Alok Aradhe stated. "In exercise of the powers conferred by sub-section (3) of Section 51 of the States Reorganisation Act, 1956 (No. 37 of 1956), and all other powers enabling me in this behalf, I Alok Aradhe, Chief Justice of the High Court of Judicature at Bombay, with the approval of the Governor of Maharashtra, appoint Kolhapur as a place at which Judges and Division Courts of the High Court may also sit, with effect from 18th August 2025," the publication read. The decision fulfills an almost four-decade long demand by Kolhapur's legal fraternity as well as the litigants for an HC bench. As of now, Bombay HC has permanent benches at Nagpur and Aurangabad in Maharashtra and Panaji in Goa. Litigants from Kolhapur and five adjoining districts have to travel 400km to Mumbai to appear for hearing in cases at Bombay HC. The number of pendancies from the six districts in HC is around 20% of total pendencies as per a study report by lawyers' associations from six districts. Bombay HC is the only HC now with five benches. Madhya Pradesh HC has three benches. CM Devendra Fadnavis said, "The HC circuit bench will serve six districts: Kolhapur, Satara, Sangli, Solapur, Ratnagiri, and Sindhudurg. This was a long-standing demand of the people in this region, fought for over many years. They consistently approached me for this cause. Since becoming the CM, I have pursued this matter relentlessly, and now it has finally succeeded. In the same building the judges and division courts will sit and function as circuit benches of HC. We are planning to inaugurate the facility at the hands of CJI Bhushan Gavai. " Chief Justice of India Bhushan Gavai, before he became the CJI, while speaking at the inauguration of an advocates' academy last Sept, expressed support for the establishment of a separate Kolhapur bench of the HC. "A Kolhapur bench is the need of the hour. It will offer solace and effective, swift access to justice for far-flung residents of the state." Advocates Association of Western India (AAWI) President Prashant Relekar and Secretary Suresh Sabrad said: "The cause of justice is served. This decision is required to be welcomed as a large number of litigants benefit." The renovated building will have three court halls. Two judges will preside over the division bench and two as independent. The neighbouring building will house the registry, said Khot.

Eventually, the petitioner was given the liberty to withdraw his petitioner, Supreme Court advocate Yogamaya MG , had moved the court highlighting non-compliance with the PoSH Act by political parties, particularly when it comes to constitution of internal complaints committee (ICC) to deal with sexual harassment petitioner sought that the definitions of "workplace" and "employer" under the PoSH Act be harmoniously interpreted to make the Act applicable to political parties. The petitioner had earlier also approached the apex court over the same issue. However, the court had then asked the petitioner to first approach the Election Commission of India (ECI).

SC refuses to entertain plea to apply POSH Act to political parties
The Supreme Court on Friday refused to entertain a petition seeking application of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, known as the POSH Act, to political parties, saying it falls in the domain of the policymakers. 'The prayer made in the petition is exclusively within the competence of the legislature or within the domain of policy of the executive. As such, we are not inclined to entertain,' Chief Justice of India (CJI) B R Gavai, presiding over a two-judge bench, told senior advocate Rekha Gupta, who pressed for the court's intervention. The counsel told the bench, also comprising Justice K Vinod Chandran, that 'an important issue like this, they (legislators) are not acting upon, the vacuum is still continuing'. CJI Gavai suggested, 'There must be not less than 25-30 MPs who are women. Ask them to present a private bill.' The counsel said that she was not seeking a direction to Parliament to legislate but only interpretation as to what constitutes 'workplace, employer and employee' under the Act because a Kerala High Court judgment says it will not apply to political parties. The court said, in that case, she should challenge the high court order. The counsel said she would do so and sought permission to withdraw her petition. The court allowed this and gave her 'further liberty to take such steps as are advisable in law'. The POSH Act requires both public and private workplaces to set up an Internal Complaints Committee (ICC) to hear complaints of sexual harassment. The plea contended that when it comes to political parties, 'the presence of Internal Complaints Committees (ICCs) to address sexual harassment is inconsistent'. The petition said that despite the expansive definitions of 'employee' and 'workplace' in the Act, women engaged in political work, particularly at the grassroots, continue to face rampant sexual harassment with no structured mechanism in place to address this. Citing UN Women (2013) and the Inter-Parliamentary Union (2016) studies, it said psychological and sexual harassment in political spaces is not isolated but systemic. It added that political work is a form of employment or engagement and must be recognised as such under the Act to ensure protection and accountability.
