Study Finds Best and Worst States for Business in 2025
Looking to start a business in 2025? You may want to check out this study from CNBC that gives some insight into which states are the best for businesses. The study takes a look at all 50 states and ranks them from best to worst when it comes to running a business there, according to CNBC's Scott Cohn. The metrics used for the rankings include, but are not limited to, the state's economy, infrastructure, workforce, cost of doing business, business friendliness and quality of life. Coming in at No. 1 on the list for the third time in four years was North Carolina. The rest of the top 10 is Texas, Florida, Virginia, Ohio, Michigan, Georgia, Tennessee, Indiana and Minnesota. "North Carolina's biggest strengths are in the categories of economy, workforce, and business friendliness," Cohn explained. "But federal budget cuts, tariffs and the recovery from Hurricane Helene could threaten its dominance." When it comes to the worst state for business, Alaska owns that title. Preceding Alaska in the bottom 10, from No. 49 to No. 41, were Hawaii, Montana, Rhode Island, Louisiana, Mississippi, New Mexico, Maine, Nevada and Arkansas. Two of the biggest states in the country based on population, California and New York, ranked No. 22 and 23, respectively. Cohn notes that Massachusetts, which landed at No. 20 on the list, saw the biggest improvement from Finds Best and Worst States for Business in 2025 first appeared on Men's Journal on Jul 12, 2025

Virginia drops multiple places in CNBC's Top States for Business
After a year in the top spot, Virginia has dropped to No. 4 in America's Top States for Business list, though the state remains a business powerhouse. Virginia's neighbor North Carolina claimed the top spot for 2025, CNBC revealed Thursday. Last year, Virginia barely beat then No. 2 North Carolina. The cable and satellite business news TV channel reported the results from aboard the Battleship North Carolina in Wilmington. The network's study scores all 50 states on 135 metrics across 10 categories of competitiveness. Virginia scored 1,578 out of a possible 2,500 points, ranking No. 1 for education and second for infrastructure. The state also ranked in the top 10 for quality of life, technology and innovation, business friendliness and access to capital. The study revealed that budget cuts and tariffs dropped Virginia to 14th for economy. CNBC special correspondent Scott Cohn said this is Virginia's worst showing since 2018. Virginia outmatches other states in being ranked No. 1 six times on the list since the project began in 2007. The 2025 top five states include No. 2 Texas, No. 3 Florida and No. 5 Ohio. North Carolina is America's Top State for Business, According to CNBC Exclusive Study
ENGLEWOOD CLIFFS, N.J., July 10, 2025—CNBC, First in Business Worldwide, today unveiled the results of the 2025 America's Top States for Business, with North Carolina taking the number one position. CNBC Special Correspondent Scott Cohn reported today live from the historic Battleship North Carolina in Wilmington, and counted down the top five states during CNBC's "Squawk Box" (M-F, 6AM-9AM ET) and on CNBC Digital. The Tar Heel State was runner-up in 2021 before being crowned number one in 2022 and 2023, and it narrowly missed first place last year, when neighboring Virginia claimed the top spot.
