PUTRAJAYA: The public sector urgently requires visionary digital leaders to steer digital transformation, ensuring efficient, responsive, and tech-driven services, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Speaking at the Public Sector Chief Digital Officer Conference 2025 (CDO CONVEX 2025), Shamsul Azri stressed that the Fourth Industrial Revolution (4IR), powered by AI, big data, IoT, and automation, has reshaped work, life, and service delivery. 'Public expectations are rising, and the sector must be agile, innovative, and competitive. Chief Digital Officers (CDOs) play a crucial role in driving transformation by ensuring ethical and optimal tech use for national progress,' he said. The conference, themed 'Smart and Agile Digital Leaders of the New Era,' gathered public sector CDOs, industry experts, and academics to exchange insights and strengthen digital leadership. Shamsul Azri urged digital leaders to initiate change rather than merely react to it. 'Success comes from driving change, not just preparing for it. Leaders must be proactive, data-driven, and swift in delivering value,' he added. He emphasised that CDOs must ensure digital initiatives are people-centric, secure, efficient, and trustworthy. Additionally, he highlighted the need for systematic digital skills training to cultivate a competitive workforce ready for complex challenges. On digital service transformation, he cited MyGOV Malaysia, set to launch in July, as a key initiative integrating public agency services. Developed with the Digital Ministry and other agencies, the platform will enable citizens to access government services, including summons checks and welfare applications.

KUALA LUMPUR: Finance Minister II Datuk Seri Amir Hamzah Azizan will assume the duties and functions of the economy minister with immediate effect. The announcement was made by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar in a statement this morning. Shamsul Azri said Prime Minister Datuk Seri Anwar Ibrahim informed the Cabinet of the decision during its meeting on June 25. "The Prime Minister informed the Cabinet at its meeting on June 25 that he had agreed for Finance Minister II Datuk Seri Amir Hamzah Azizan to assume the duties and functions of the Economy Minister with immediate effect. "The primary responsibility of Amir Hamzah is to revise and reformulate the contents of the 13th Malaysia Plan (13MP) document, which will be tabled in Parliament on July 31, taking into account additional input submitted by various ministries, as well as views and comments provided by the Cabinet," the statement said. The economy portfolio became vacant after Datuk Seri Rafizi Ramli resigned from the post on May 28. The resignation of the Pandan member of parliament as economy minister followed his defeat in the PKR central-level election, where he failed to defend his deputy president post. Anwar had previously said that the 13MP would be a key policy document outlining the nation's efforts to address various economic challenges, including development and income disparities. He had said that challenges requiring urgent attention include development and income inequality, limited fiscal space, and the slow pace of structural economic transition.

PUTRAJAYA, June 27 (Bernama) -- Finance Minister II Datuk Seri Amir Hamzah Azizan has been given the responsibility of carrying out the duties and functions of the Minister of Economy with immediate effect. Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, who is also Secretary to the Cabinet, stated that the matter was discussed at the Cabinet meeting on June 25 and was agreed upon by Prime Minister Datuk Seri Anwar Ibrahim. "Amir Hamzah's primary responsibility is to review and revamp the core framework of the 13th Malaysia Plan, which will be tabled in Parliament on July 31, 2025," he said in a statement here today.

PUTRAJAYA: The Malaysian Communications and Multimedia Commission (MCMC) is among several agencies targeted for reducing bureaucratic red tape, said Datuk Fahmi Fadzil. The Communications Minister announced this following praise for the Communications Ministry's success in cutting red tape through reforms. "I have requested that efforts to overcome bureaucratic red tape be intensified and continued not just within the ministry but also among other agencies and statutory bodies under it," he said at the weekly post-Cabinet meeting press conference on Thursday (June 26). He added that one key area under review is the licence approval process within the MCMC. "We will closely examine the application process for licence approvals submitted to the MCMC," he said. He did not provide further details on the proposed reforms or a timeline for implementation. In a Facebook post on Wednesday (June 25), Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar praised the Communications Ministry for initiating reforms. The ministry was among three that received special certificates of appreciation for achievements in reducing red tape. The Communications Ministry reduced approval time for foreign film scripts from 30 days to just seven, saving RM2.4mil per production. The Housing and Local Government Ministry was recognised for speeding up approval times for Electric Vehicle Charging Bay Plan Certifications from 28 days to three. The Fire and Rescue Department expedited approval for non-system-based technical plan certifications from 30 days to seven. Meanwhile, the Investment, Trade and Industry Ministry (Miti) made financing in the aerospace sector more accessible. This move generated RM17mil in regulatory savings for about 50 small and medium enterprises by increasing their production capacity by up to 30%. Fahmi also revealed that his ministry succeeded in reducing bureaucratic red tape involving the Central Agency for Application of Filming and Performance by Foreign Artistes (Puspal). He said the agency used to take a long time to process applications but improved and expedited the process this April. He said this made the application process for concerts and filming activities easier for both local and foreign artists or film companies.

PUTRAJAYA: The Kota MADANI smart city project in Precinct 19 is designed to alleviate the housing burden for civil servants while enhancing workplace efficiency, according to Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. The first phase will see the construction of 3,000 residential units, part of a larger plan to deliver 10,000 units to address the current shortage of 12,000 government staff quarters. Shamsul Azri expressed gratitude to Prime Minister Datuk Seri Anwar Ibrahim for approving the project, which was launched today. Kota MADANI's innovative urban design includes a vertical school and nearby public facilities, reducing living costs and improving quality of life. 'With everything within walking distance, it saves fuel and time while ensuring peace of mind for working parents,' Shamsul Azri said. Spanning 41.28 hectares, the RM4 billion project will accommodate over 30,000 residents. It incorporates AI, digital infrastructure, and green mobility as part of its smart city framework. Developed under a public-private partnership with Putrajaya Holdings Sdn Bhd, the project follows a build-lease-maintain-transfer (BLMT) model. Kota MADANI aligns with the CHASE vision—Clean, Healthy, Advanced, Safe, and Eco-friendly—positioning Putrajaya as a model city embodying MADANI values.
