Visionary digital leaders key to Malaysia's public sector transformation

PUTRAJAYA: The public sector urgently requires visionary digital leaders to steer digital transformation, ensuring efficient, responsive, and tech-driven services, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
Speaking at the Public Sector Chief Digital Officer Conference 2025 (CDO CONVEX 2025), Shamsul Azri stressed that the Fourth Industrial Revolution (4IR), powered by AI, big data, IoT, and automation, has reshaped work, life, and service delivery.
'Public expectations are rising, and the sector must be agile, innovative, and competitive.
Chief Digital Officers (CDOs) play a crucial role in driving transformation by ensuring ethical and optimal tech use for national progress,' he said.
The conference, themed 'Smart and Agile Digital Leaders of the New Era,' gathered public sector CDOs, industry experts, and academics to exchange insights and strengthen digital leadership.
Shamsul Azri urged digital leaders to initiate change rather than merely react to it.
'Success comes from driving change, not just preparing for it. Leaders must be proactive, data-driven, and swift in delivering value,' he added.
He emphasised that CDOs must ensure digital initiatives are people-centric, secure, efficient, and trustworthy.
Additionally, he highlighted the need for systematic digital skills training to cultivate a competitive workforce ready for complex challenges.
On digital service transformation, he cited MyGOV Malaysia, set to launch in July, as a key initiative integrating public agency services.
Developed with the Digital Ministry and other agencies, the platform will enable citizens to access government services, including summons checks and welfare applications.

(Bernama pic) KUALA LUMPUR : The decision to fine-tune the expanded scope of the sales and service tax (SST), which now sees certain food items and services exempted, is in line with the targeted approach adopted by the government, says Amir Hamzah Azizan. The finance minister II said when the ministry decided to revise the list of items and services it took into account what was going to be financially impacted. 'But it goes back to the philosophy of targeted approach as opposed to blanket mechanism,' he told reporters here. In June last year, the government introduced targeted diesel subsidies in Peninsular Malaysia, while the targeted subsidy for RON95 petrol is expected to be implemented in the second half of this year. Last month, the finance ministry said a 5% to 10% rate would be imposed on non-essential goods from July 1, while the service tax was expanded to include rent, lease, construction, financial services, private healthcare and education. However, last week the government decided to exempt imported apples and oranges from the expanded SST after acknowledging that many from among the poor and B40 income group would buy these imported fruits as they were affordable. It also decided not to include beauty services such as manicures, pedicures, facials and hairdressing in view of public sentiments. The finance ministry also raised the threshold for service tax registration for leasing or rental and financial services to RM1 million from RM500,000 to reduce the number of small businesses that would be affected. Amir went on to say that the government would get feedback after rolling out policies and adjust accordingly as the administration was 'fair'. 'I hope people are happy we adjusted the SST.'

KUALA LUMPUR, July 1 — The government is focusing on finalising the details of the RON95 subsidy rationalisation, which will begin in the second half of this year, said Finance Minister II Datuk Seri Amir Hamzah Azizan. He noted that just as it was with the diesel rationalisation, the goal for the RON95 subsidy rationalisation is to ensure that the government plug leakages and that businesses and the wealthy contribute their fair share. 'This is so that we have the fiscal strength to secure subsidies for the people who genuinely need them. 'The same careful approach applies to the expansion of Sales and Service Tax (SST) — it diversifies revenue and is part of prudent expenditure management,' he said in his keynote address at the Invest Asean-Malaysia Conference 2025 today. Amir Hamzah noted that the government's commitment to fiscal consolidation remained strong as the country had achieved a budget deficit-to-gross domestic product (GDP) ratio of 4.1 per cent last year, better than the official target of 4.3 per cent. He said that the government is now targeting a 3.8 per cent fiscal deficit for 2025 and is staying consistent with the Public Finance and Responsibility Act 2023 to reduce the deficit to three per cent in the medium term. 'This will be accomplished through revenue-enhancing measures, tax system efficiency and taxpayer compliance. 'This year we are doing the SST expansion and the RON95 subsidy rationalisation, and hopefully that will add a revenue base along the way,' he said, adding that the government is confident of getting the additional RM10 billion revenue from the SST expansion, despite recent additional exemptions. In the meantime, Amir Hamzah emphasised that Budget 2026 and the soon-to-be-tabled 13th Malaysia Plan (13MP) will focus on being pragmatic, sensible and driving continuity in the nation's progress. 'While it is too early to share details, I can say that it will be yet another effort in securing our economic future, responding where necessary to current economic headwinds and building a fairer, more equitable society,' he said. He added that several other reforms are in the pipeline to support economic growth, build credibility and set governance examples. 'These include the judicial and institutional reform, fiscal and public sector reform, social protection and inclusivity reforms, and digital and innovation-led transformations. 'Current global volatility makes reforms more, not less, urgent. Institutional strengthening, fiscal discipline, and innovation capacity-building are complements to sustainable, resilient economic expansion that is capable of weathering future global disruptions,' he added. — Bernama

RAWANG, July 1 — The value of contracts awarded to local companies involved in the East Coast Rail Link (ECRL) project has reached RM18.57 billion, surpassing the target of RM10.8 billion, said Malaysia Rail Link Sdn Bhd (MRL) Chairman Tan Sri Shamsul Azri Abu Bakar. He stated that the ECRL project has involved around 3,300 local companies, comprising contractors, consultants, and suppliers, from 2017 to May 2025. Regarding Bumiputera company involvement, Shamsul Azri, who is also the Chief Secretary to the Government, said that RM3.4 billion, or 97.14 per cent of the RM3.5 billion target for ECRL civil works, has been awarded to Bumiputera contractors, consultants, and suppliers. 'MRL and China Communications Construction Company Ltd (CCCC) will continue to work together to ensure the highest possible contract value is awarded to local and Bumiputera companies until the completion of ECRL construction,' he said during a speech at the Serendah 2 Tunnel breakthrough ceremony today. According to Shamsul Azri, the 9.88-kilometre Serendah 2 Tunnel was successfully breached six months ahead of the original schedule. He said the installation of the tunnel's permanent lining had made impressive progress, with more than 7,500 meters completed before the breakthrough. The tunnel has an average height of 12 meters and a width of 13 meters – sufficient to accommodate two standard gauge railway tracks. 'Excavation work for the Serendah 2 Tunnel began in August 2022 and was initially scheduled for completion in December 2025. All civil works for this tunnel are expected to be fully completed by September 2026,' he added. The ECRL project involves the construction of 41 tunnels, totalling about 69 kilometres along the railway route. The 16.39-kilometre twin-bore Genting Tunnel, which is currently in the final stages of excavation, is expected to be fully breached by the middle of this month. The ECRL is a RM50.27 billion infrastructure project and has reached 84.59 per cent overall progress as of June 2025. — Bernama
