The rate for the hire of tugboat for any other purpose is increased from $158 to $512.50, ship berthing or un-berthing charge increases from $88.50 to $94.32 and mooring- occupancy charge raised from $167 to $224.85. Also, the jetty crane charges for below-10-tonne capacity has been increased from $42 to $58.24, quay gantry-crane charge (loaded), not exceeding 21-foot, increased from $15 to $20.80, and over-21-foot-crane charge increased from $22.50 to $31.20. The tugboat cost for fire fighting is to see over tenfold increase in the latest revision-from $30 to $325.89. Diving-board charge increases from $178.60 to $286.21, hire for salvage-diving unit shoots up from $71.50 to $344.59, dredger rentals increase from between $2,235 and $4,470 to $10,281. Entry fees for people and vehicles are also to see a significant rise. A gate pass (temporary) for one user will now cost Tk 100 in a rise from previous Tk 25 while covered van, truck, and trailer-entry charge will go up to Tk 200 from Tk 12.5. In the multipronged rate-rise package, the port authority is raising charge for hiring dump barges from $41.70 to $68.37 while the same for explosives barges will be from $59 in the past to $98 now. The charges for loading or discharging containers are also seeing a good rise. Boxes not over 21 feet will be charged $68 from previous $43, while boxes over 21-foot size will be charged $102 from previous $65, and over 40-foot containers will be charged $115. Less-than-container load (LCL) containers loading or discharging charge-for not over 21-foot size-will be $204 from $130, for over 21 feet will be $306 from $195, while over 40-foot containers will be charged $344. Empty containers-not over 21-foot size-will be charged $34 in a hike from the present $22.10, over 21-foot boxes will be charged $51 from current $33.20, and the over 40-foot containers will be charged $57 for loading or discharging. A section of port users perceives this decision 'illogical' as it will be tough for exporters to absorb this additional cost. It is also unhappy that port users were not consulted for the decision. Guwahati: The distance between Mizoram's Aizawl and West Bengal's Kolkata will be shortened by 700 km by 2027, as India with the help of Myanmar will be able to operationalise the Kaladan Multi Modal Transit Transport Project (KMMTTP) by then, Shipping Minister Sarbananda Sonowal said on Monday. The KMMTTP will be India's alternative to the 'Chicken's Neck' - a small strip of land in Bengal's Siliguri that connects India's northeast region with the rest of the country - and help bypass Bangladesh. Mr Sonowal said the Shipping Ministry has invested Rs 1,000 crore in developing the waterways of the project, while other agencies are taking care of the rest. "There is no transformation without transportation," Mr Sonowal said. "Kaladan Multi-Modal Transit Transport Project is the result of India Myanmar Friendship Treaty. This is a strategic initiative to enhance connectivity between India's northeast and Myanmar. It is set to be fully operational by 2027." He said that under the visionary leadership of Prime Minister Narendra Modi, the northeast stands at the heart of Bharat's development agenda. "Empowered by Modi ji's transformative 'Act East' policy, this once landlocked region is now poised for direct and shorter access to international sea routes. The swift execution of the Sittwe port in Myanmar is a testament to this commitment," the Union minister said. Once fully operational, the region will unlock new trade opportunities not just for northeast India, but also for Bangladesh, Bhutan, Nepal, and Myanmar by connecting them with Southeast Asia, Mr Sonowal added. The Kaladan River is 159 km till Myanmar's Paletwa and from there it is another 110 km by road to Mizoram, Mr Sonowal said, adding the road is under construction and will be completed by 2027. Sittwe port and the Kaladan project will also immensely benefit Tripura by way of significant reduction in transportation time and logistics cost. Major cargo for export for Sittwe port i.e. exports from Myanmar include rice, timber, fish, seafood, petroleum products, garments and textiles. The major cargo for import for Sittwe port i.e. imports by Myanmar include construction material such as cement, steel and bricks, among others.

Preliminary findings of the probe into the sinking of container vessel MSC ELSA 3 off the Kerala coast with 640 containers on board point to technical failure in ballast water management, which in turn caused the ship to tilt over 20 degrees and sink, officials of the Shipping Ministry and the Mercantile Marine department (MMD) said here on Wednesday. The officials included Director General of Shipping Shyam Jagannathan; Nautical Advisor to the Government of India Capt. Abul Kalam Azad, Chief Surveyor of the Directorate General of Shipping Ajith Sukumaran, and Principal Officer of the MMD's Kochi office J. Senthil Kumar. Mr. Jagannathan said none of the 50 containers that were washed ashore along the 120-km coastline of Alappuzha, Kollam and Thiruvananthapuram during the past few days had any hazardous cargo like calcium carbide. Most containers were empty, while the others had cotton bales and plastic pellets. The containers will be recovered in two days and disposed of. 'No sabotage' The prime focus now is on recovering oil and other pollutants from the vessel, followed by containers which are said to have cargo like ethylene polymers. The ship's owner firm MSC has roped in global firms with expertise in retrieving such cargo, while the Indian Coast Guard's specialised oil spill response team has been deployed to prevent damage to marine resources. There are internationally binding norms to settle insurance claims and compensate fishers from the Kerala coast for their loss of livelihood, he said and added that prima facie there was no reason to suspect sabotage. Terming the sinking incident as the largest along the Indian coast, Mr. Sukumaran said that preliminary inference pointed to mechanical failure in ballast water management, a safety precaution that is taken in all ships to overcome the effect of 'rolling and pitching' while on the sea, and the subsequent loss of power. This could have been caused by the malfunctioning of the ballast management valves. Old ships On several shipping firms deploying old vessels to Indian ports (the sunk ship was 28 years old), he said many stakeholders had expressed concern about the matter. Steps were under way to revise safety and other norms in this regard. The officials said that although the International Maritime Organisation (IMO) had not issued any age-related norms for ships, there were concerns about the operational efficiency of older vessels. Mr. Azad explained how a team of salvage specialists, naval architects, chemists, oil spill specialists, and divers was deployed to salvage the vessel and the containers, and to contain the effects of oil spillage and pollution. A total of four tugs have been mobilised as part of this. On the delay in officially declaring the contents of 13 containers having 'hazardous' cargo, he said the owner of the ship had said that they contained 'rubber chemicals' which were non-hazardous. While five of them were on the ship's deck, eight were secured within the vessel's 'cargo hold' area. According to the plan, oil spill in the vicinity of the sinking spot can be cleared by July 3. The ship was carrying 367 tonnes of very low sulfur fuel oil and 84 tonnes of marine diesel fuel.

The conclusions of the inquiry by Greek Ombudsman Andreas Pottakis, which have not been published, confirm survivors' testimonies and have been sent to a naval court investigating potential criminal actions by the authority. Last week, Pottakis recommended disciplinary action against eight coast guard officers citing "clear indications" of alleged dereliction of duty which resulted in endangering the lives of those aboard the trawler named Adriana. The coast guard was monitoring Adriana for 15 hours before it capsized and sank in international waters off the southwestern town of Pylos on June 14, 2023. It had left Libya for Italy with about 750 people on board. Only 104 are known to have survived. The inquiry found that the coast guard did not follow protocol and delayed the search-and-rescue (SAR) operation as it waited for the boat to leave Greece's jurisdiction and sail to Italy, one of the sources said. "At no stage before the boat sank was the risk escalated from monitoring to a distress or even alert phase," the source added, citing the 148-page report which dismisses coast guard statements that the boat was seaworthy and those on board did not seek rescue. Other findings, the sources said, include the coast guard's lack of response to calls by the European Union's border agency Frontex, no request for assistance, and the deployment at the scene of only one coast guard vessel that could officially carry 36 people, had special forces on board and little rescue equipment. Two merchant vessels that had approached Adriana were told by the coast guard to leave before the trawler capsized, the sources said. When people fell in the sea the rescue operation was delayed. The coast guard did not alert Adriana over its final attempt to approach it and coastguard communications at pivotal hours were not recorded making any conclusion about its capsizing unsafe, according to the sources.
