Maharashtra Special Public Security Bill: joint committee didn't follow process properly, alleges Congress

Facing a flak for not giving a dissent note in the joint committee which scrutinised the controversial Maharashtra Special Public Security Bill before it was tabled in the Maharashtra Legislature, Congress has accused the Bharatiya Janata Party (BJP) of deliberately subverting the process by making last minute changes to the schedules of the joint committee meetings. The committee held five meetings before clearing the Bill unanimously. The government has said on record that none of the members, including prominent Opposition leaders, gave any dissent note to the committee when the Bill was scrutinised. The Bill has been brought 'to provide for effective prevention of certain unlawful activities of Left wing Extremist organisations or similar organisations.' 'The proceedings of the committee were not carried out properly. Only two meetings were held as per the schedule. Else, the government kept changing the dates and timings of the committee meetings. It was to make sure that the opposition members are not able to attend the meetings due to last minute changes,' Harshwardhan Sapkal, Maharashtra State Congress president, told The Hindu. The joint committee of the legislature was formed in December 2024 to scrutinise the Bill. It consisted of 25 members and was headed by Maharashtra revenue minister Chandrashekhar Bawankule. The committee included several prominent opposition leaders from the MahaVikas Aghadi including Congress leaders Nana Patole, CLP Vijay Waddettiwar, Satej Bunty Patil; NCP SP leaders Jitendra Awhad, Shashikant Shinde, Shiv Sena UBT leader Bhaskar Jadhav. Maharashtra Legislative Council's Leader of Opposition Ambadas Danve, a Shiv Sena UBT leader, was a special invitee member. Mr. Sapkal said that the party leaders raised several valid objections to the Bill when it was being discussed in the joint committee. But said that since the date of the meeting was preponed at the last minute, the party could not submit a dissent note. 'We did not get any time to give written objections. The government got it cleared and tabled in a lot of hurry,' Mr. Sapkal said. 'There was no dissent note given by any of the opposition parties' legislators who were members of the committee. The Bill was cleared by everyone unanimously,' chairperson of the joint committee Chandrashekhar Bawankule said. When asked about the allegations of the Congress, he refuted the claims. 'All the proceedings were held as per procedure. In fact, it was Jitendra Awhad, an NCP SP MLA, who had suggested changes to the Preamble. We have changed the preamble accordingly. Several instructions by the opposition were taken on record and changes were incorporated accordingly,' he told The Hindu. The Bill was thereafter passed by the Maharashtra Legislature during the recent monsoon session of the Assembly. Congress and Shiv Sena UBT did not oppose the Bill openly in the Legislative Assembly on July 10, but took a strong stand against it in the Legislative Council and staged a walkout before the Bill was put to vote. The Governor has been sent the Bill for his assent now. Civil society upset 'We are upset with what happened in the Assembly. We had been working with the opposition leaders for months, since the beginning of the joint committee proceedings. We had expected them to take a strong stand against this anti-democratic Bill. Instead, they gave mild speeches,' said Ulka Mahajan, a prominent civil society activist and the State convenor of Bharat Jodo Abhiyaan. When asked why the Congress leaders who were a part of the committee did not oppose the Bill in the Assembly or submit a dissent note to the Speaker, committee member and senior Congress leader Nana Patole told The Hindu, 'We were told that as per the procedures, the members of the committee cannot speak on the floor of the House and oppose the Bill. It was wrong information.' CLP Vijay Waddettiwar asked, 'What is the point of giving a dissent note after the Bill has been passed in the Assembly?' On the next day, the MVA gave a dissent note to the Chairperson of the Legislative Council after the Bill was passed in the Upper House.

MVA delegation meets Maharashtra Governor, urges him not to sign Special Public Security Bill

A delegation of Maha Vikas Aghadi met Maharashtra Governor C.P. Radhakrishnan on Friday (July 18, 2025) and requested him to decline permission to the Maharashtra Special Public Security Bill against extremist left wing organisations. The delegation submitted a memorandum printed on the letterhead of Maharashtra Legislative Council chairperson Ambadas Danve, requesting the Governor to send the Bill against to the government for reconsideration. There is anger against the Bill among the people, the memorandum stated. It has been signed by several leaders of Congress, NCP SP and Shiv Sena UBT. Interestingly, some of the signatories are members of the joint committee of the legislature which had cleared the Bill without any dissent note. This comes three days after left wing organisations and civil society members had approached the Maharashtra Governor with a similar request. 'The bill is draconian in nature. The definitions are ambiguous, at best. And there is fear that it will be misused to silence the opposition and peaceful protestors, particularly farmers and students,' Ulka Mahajan, a civil society activist, told The Hindu. The Maharashtra Special Public Security Bill was passed by the lower House on July 10 amid express opposition by the lone Communist Party of India MLA. The next day, on July 11, it was tabled in the Maharashtra Legislative Council where Congress and Shiv Sena UBT opposed the Bill vociferously. The Bill was passed by a voice vote by majority in both the Houses.

Last Updated: An auto driver was assaulted in public, allegedly by supporters of Shiv Sena UBT and MNS, over his refusal to speak Marathi. An auto-rickshaw driver in Maharashtra's Palghar was thrashed in public, allegedly by the supporters of Uddhav Thackeray's Shiv Sena (UBT) and his cousin Raj Thackeray's MNS, over his refusal to speak Marathi. A video of the auto-rickshaw driver, a migrant, went viral, showing him arguing with another migrant from Uttar Pradesh, Bhavesh Padolia, at Virar station. He said in the video that he would only speak Hindi when he was asked why he was not speaking in Marathi. Padolia had asked the driver why he did not speak Marathi in public, to which he driver had said that he would not do so and would rather speak in Bhojpuri and Hindi. Against the backdrop of this incident, supporters of Shiv Sena UBT and MNS confronted the auto-rickshaw driver near the railway station. The video of the confrontation went viral on social media, showing the driver getting slapped by those men repeatedly. He was forced to apologise and chant slogans in Marathi. Sena UBT Virar city chief, Uday Jadhav, who was reportedly present at the spot, admitted that the group 'responded in true Shiv Sena style". The latest incident comes as a series of such assaults have been reported lately in Maharashtra, as politics over language has found prominence in the political corridors. Earlier on July 1, a street food vendor was slapped by the MNS workers for refusing to speak in Marathi. Seven workers were later held. In Mumbai's Mira Road suburb, seven MNS workers had slapped and threatened Babulal Chaudhary, a 48-year-old shopkeeper who runs the Jodhpur Sweet Shop. His staff member, Bagharam, who hails from Rajasthan, spoke to the MNS men in Hindi. The MNS workers demanded that both Chaudhary and Bagharam speak in Marathi. However, Chaudhary reportedly pointed out that all languages are spoken in the state. As the incidents of violence increase in Maharashtra amid the ongoing language controversy, Shiv Sena UBT chief Uddhav Thackeray on Wednesday alleged a conspiracy meant to defame Chief Minister Devendra Fadnavis. He advised Fadnavis to remain "alert" while claiming that such incidents were being "committed deliberately". "He is not from my party. He is from the Shinde group. I believe a conspiracy is going on to defame the Chief Minister. All things are being done deliberately. Unke antenna on rakhne chahiye (He should remain alert). He (Eknath Shinde) wanted to become the chief minister but was not made, so he is waiting impatiently," Thackeray told reporters here. His remarks came after Shiv Sena MLA Sanjay Gaikwad found himself in hot water for allegedly assaulting a "poor helpless" canteen worker. In a viral video, the Buldhana MLA can be seen punching a man in the face while the other people look on silently. Meanwhile, the Food and Drug Administration (FDA) officials took food samples from the Akashvani MLA canteen, where Gaikwad thrashed a canteen employee, alleging poor quality of food. "Samples of paneer, Schezwan chutney, oil and toor dal have been taken. These will be sent to the lab and the report will come in 14 days, an FDA official said. Issuing a clarification on the issue, Gaikwad earlier stated that his repeated pleas to the canteen staff to serve quality food fell on deaf ears. "I have been coming to the Akashwani canteen for 30 years and staying here for 5.5 years. I have repeatedly requested that they serve good food. Eggs 15 days old, non-veg 15-20 days old, vegetables 2-4 days old. Nearly 5,000 to 10,000 people eat here, and everyone has the same complaint. Someone has a lizard in their food, and someone has a rat or a rope," alleged an angry Gaikwad. He also recounted that he gave an order for food at 10 PM on Tuesday and complained to the staff about the quality of the food. "I ordered food at 10 PM yesterday, and after having the first bite, I felt there was something wrong... After smelling it, I found it was stale food. I went down and asked the manager who made it. I made everyone smell the food, and all of them found it stale. I explained to them again that they should make clean and good food, eating poison-like food is a health hazard... If they still do not listen, then I have my own way of making them understand," Gaikwad added. He further alleged that rodents are roaming in the kitchen, and action should be taken to address the problem. "Every year, the government receives thousands of complaints, and I don't know why they are ignored. Why is it not being inquired about? Rats and dirt are present in the kitchen... This should be checked, but no one seems to care... I request an action on the same so that people's health is not played with," the Shiv Sena MLA said. Following the incident, Shiv Sena UBT MP Priyanka Chaturvedi on Wednesday strongly criticised the ruling Mahayuti government in Maharashtra.

Mumbai: Maharashtra Chief Minister Devendra Fadnavis on Wednesday announced in the state council that the state government will soon hold a meeting with the teachers who have gathered in Azad Maidan demanding payment of grants assured earlier. He responded to the Congress legislator Satej Patil, who raised the issue of over 10,000 teachers sitting in protest at Azad Maidan for the demand for grants assured by the state government. Patil had urged the chief minister to invite the teachers soon for discussion. The Chief Minister also hit back at Congress-NCP and the Maha Vikas Aghadi (MVA) government for not helping teachers and now playing politics over it. Fadnavis also announced that Minister Girish Mahajan has been coordinating with the teachers' association, and the government will hold a meeting with them soon. "All these schools were started on the condition of being permanently non-aided, but the Congress-NCP government later removed the word permanently non-aided. During my first government between 2014-2019, we gave the first phase of the grant. After 2019, the MVA government was there, but that government did not give a single rupee to them, and now leaders from the opposition are playing politics, and it's not good. State government has assured them of the next phase of the grant, but there are some issues, and we will hold a meeting with teachers," said Fadnavis. Earlier, NCP SP chief Sharad Pawar and Shiv Sena UBT chief Uddhav Thackeray visited the agitating teachers and extended their support. In his speech, Pawar said it is unbecoming of Maharashtra that teachers have to stage protests. 'Teachers should not worry, we will resolve your demands within a day,' he added. 'Government and semi-government employees are very important elements of the Maharashtra government. The rulers should take the role of treating them with respect. Teachers also have responsibility for other government work. In the same way that teachers have responsibility, the government also has some responsibility towards them. There should not be a time for teachers to stage protests,' said Pawar. He further stated that the opposition will urge the chief minister to allocate the funds required for payment of grants to teachers at the earliest. Further, Shiv Sena UBT chief Uddhav Thackeray, in his address, said: 'I have come to promise you today. What we had promised when we were in power. We will not sit still until we give you what you deserve. We always say, 'Father is God, Mother is God, Guru is God'. But the rulers only want to listen to what Delhiites say, as they are their Guru. That is why injustice is being done by them. In Maharashtra, the slaves of Delhi have taken the vow to crush the sons of the land and the Marathi people. Let us unite and teach them such a lesson that they will not be left to falter.'
