Haryana orders probe into village-govt-mining mafia nexus in Nuh
The Haryana government has ordered the State Vigilance Department to probe allegations of criminal collusion between the sarpanch of Basai Meo village, certain government officials, and powerful mining cartels operating in the Aravalli belt of Nuh district. To be sure, the sarpanch was previously suspended for attempting to revive an illegal mining route demolished by the district administration. The department has been given a deadline of 90 days to complete its investigation and submit a report to the state government, officials said. The findings will be shared with both the Supreme Court-appointed Central Empowered Committee (CEC) and the Ministry of Environment, Forest and Climate Change. The Anti-Corruption Bureau (ACB) recently filed a case in which seven people, including government officials and village-level leaders, were booked under sections 61 (criminal conspiracy), 329(3) (criminal trespass), 318(2) (cheating), 316(2) (criminal breach of trust), 303 (theft), and 270 (public nuisance) of the Bharatiya Nyaya Sanhita (BNS). Provisions of the Punjab Land and Preservation Act (Amendment), the Mines and Minerals (Development and Regulation) Act, 1957, and Section 15(1) of the Environment Protection Act, 1986, have also been invoked. The probe follows recent enforcement action in Basai Meo, where police arrested one person and booked another for attempting to revive an illegal mining route demolished earlier by the district administration. Past CEC reports have led to the suspension of six mining officials and the sarpanch of Basai Meo over similar allegations. Villages like Basai Meo, Chittaura, Ghata Shamshad, and Rawa have been repeatedly identified as hot spots for illegal mining, where criminals use dynamite to blast through the Aravallis, extract stone illegally, and transport it via overloaded trucks. Environmentalists welcomed the move. 'For years, we have seen unchecked destruction in the name of development, often backed by invisible hands in power. This probe must go beyond symbolism and lead to real accountability,' said Vaishali Rana, a Gurugram-based environmentalist.

‘Fake' certicate for job: Surat court rejects anticipatory bail application of dismissed cop
An anticipatory bail application of a dismissed police officer, who had allegedly obtained a fake caste certificate to land a job, was on Wednesday rejected by the Surat District Court. The officer served as the Assistant Commissioner of Police in the Surat city police before his services were terminated. B M Chaudhary was dismissed from service as per an order by the state home department, dated May 20. A week later, on May 25, he was booked under Section 12(1)(A), 12(1)(B) of the Gujarat Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificate) Act, 2018. Chaudhary then filed an anticipatory bail application with Surat District Court of 14th Additional Session Judge B M Govani a few days ago. The order passed by the court on Wednesday stated: 'Investigating Officer is hereby directed to strictly comply with the provisions of Section 35(2) of BNSS (the arrest of a person without a warrant when a complaint, credible information, or reasonable suspicion exists that they are involved in a non-cognizable offense) and the ratio laid down by Supreme Court in the case of Arneshkumar Vs. State of Bihar in their true letter and spirit.' As per the details of the case, Chaduhary's late father Motiram Chaudhary had allegedly obtained a fake ST certificate, issued to him on July 19, 1990. Chaudhary then allegedly landed a job using the certificate. He was recruited as a sub-inspector in 1990, and later was promoted to the posts of a police inspector and then an assistant commissioner of police. Chaudhary had been posted as the ACP, K division, Surat city police, since 2022. The case was filed against Chaudhary based on a letter by Praveen Parghi, president of Adijati Vikas Trust, Godhra, on October 7 last year. Parghi claimed that Chaudhary had used a fake ST certificate to get his job and promotions. The State Vigilance Department ordered the Gujarat Police's vigilance cell to launch a probe. According to the FIR, the commission had written to Chaudhary '15 times' in 2024 seeking documents, but he delayed the process, seeking more time. The State Vigilance Department subsequently ordered registration of an offence against him, it stated. Additional Public Prosecutor Dighant Tevar said, 'The accused police officer had obtained a tribal certificate to get a job in the police department. The investigation agency had reminded him 15 times to appear for statements, but he failed to turn up.' Defence lawyer M A Patel did not respond to calls till the press time.

Surat: Case lodged against dismissed ACP over ‘fake' caste certificate
Days after an Assistant Commissioner of Police (ACP) in Surat city, B M Chaudhary, was dismissed from his duties following an order by the State Home Department in this regard, a police complaint has been registered under the Gujarat SC/ST Act against the former at Umra police station, officials familiar with the matter said on Monday. Chaudhary has been accused of submitting a fake caste certificate of Scheduled Tribe (ST) at the time of recruitment for the post of police sub-inspector in 1993. Chaudhary was due to retire on June 30. The case was registered against Chaudhary based on a police complaint registered by the Social Welfare Department — which falls within Surat District Panchayat Department — officer Mukesh Gamit. On May 20, the State Home Department had sent an order copy regarding Chaudhary's dismissal to the Surat police commissioner on May 20. Following this, the Deputy Commissioner of Police, Zone 5, R P Barot, gave Chaudhary the letter. According to the first information report (FIR), 'Praveen Parghi, president of Adijati Vikas Trust, Godhra, had sent a written complaint to Deputy Secretary of Gujarat Takedari Ayog (Gujarat Vigilance Commission) in Gandhinagar on October 7, 2024, stating that ACP B M Chaudhary, serving in Surat city, obtained a fake Schedule Tribe certificate to get a job and promotion in the Gujarat police department. The commission should check and verify the certificate submitted by Chaudhary…' Based on Parghi's letter, the State Vigilance Department ordered the Gujarat Police's State Vigilance Cell to launch a probe into the matter. 'The state vigilance (department) had ordered the Gujarat Police, State Vigilance Cell, to probe the issue and submit a report in 10 days. The vigilance cell officials, meanwhile, wrote to ACP Chaudhary to submit his school leaving certificate, age proof, father's school leaving certificate, grandfather's age proof, brothers' and sisters' school leaving certificates, and pedigree of his family,' said the FIR. According to the FIR, 'The commission had written 15 times to ACP Chaudhary in 2024 seeking the documents concerned, but he delayed the process, seeking more time. Seeing no response from Chaudhary, the State Vigilance Department ordered the Surat Social Welfare Officer to register an offence against Chaudhary.' Acting on the statements of Social Welfare Officer Mukesh Gamit, Umra police registered a case against Chaudhary under the Gujarat State Schedule Caste Schedule Tribe and Other Backward Classes (Regulation of Issuance and verification of Caste certificates) Act 2018 Section 12 (1)(a) (… obtaining a false caste certificate. It states that anyone who obtains a false caste certificate by providing false information, filing false statements or documents, or using any other fraudulent means will be punished), 12(1)(b) (…use of a false caste certificate to gain benefits or admissions reserved for SC, ST, or OBC. It states that anyone who is not a member of those communities but uses a false caste certificate to secure benefits, appointments, or admissions reserved for them will be punished.) Confirming the development, Umra Police Inspector J A Rathwa told The Indian Express, 'We have registered a case against B M Chaudhary for submitting a fake Schedule Tribe caste certificate to get appointment and promotion in the Gujarat police services. Chaudhary had appeared in the police recruitment exam in 1990 and submitted the certificate. Later, he used the same certificate to get promoted.' 'We have sent our teams to his house in Kukarmunda taluka in Tapi district. We are also checking the places of his relatives and friends in connection with the probe,' said Rathwa further. Meanwhile, Chaudhary remained unavailable for remarks over the matter.
