Bismarck man sentenced for fleeing law enforcement, crashing vehicle in Jamestown
Jun. 21—JAMESTOWN — An 18-year-old Bismarck man who led law enforcement on a pursuit that started on Interstate 94 and ended in a two-vehicle crash in Jamestown was sentenced recently in Southeast District Court in Jamestown. Jamie Ray Barnes pleaded guilty to fleeing or attempting to elude a police officer, reckless endangerment and theft of property, Class C felonies that were later deemed misdemeanors, and aggravated reckless driving, a Class A misdemeanor. Charges of criminal vehicular injury, persons under the influence of intoxicating liquor or any other drugs or substances not to operate a vehicle, prohibited acts-more than a half ounce of marijuana and driving while license was suspended or revoked were dismissed in exchange for guilty pleas to the other charges. Barnes was accused of taking a vehicle valued between $1,000 and $10,000, failing or refusing to bring the vehicle he was driving to a stop or fleeing or attempting to elude when a pursuing police vehicle or peace officer gave a visual or audible signal to bring the vehicle to a stop, recklessly creating a substantial risk of serious bodily injury or death to another and driving a vehicle recklessly in disregard of the rights or safety of others on May 10. Judge Troy LeFevre sentenced Barnes to 210 days in the Stutsman County Correctional Center with credit for 31 days served. LeFevre placed Barnes on 24 months supervised probation and ordered him to submit to fingerprints. LeFevre also ordered Barnes to pay a $35 indigent defense application fee and a $25 victim-witness fee. The court retains jurisdiction on restitution for 60 days. Barnes is eligible for the Cooperative Treatment Release program. Barnes fled from a North Dakota Highway Patrol trooper, who was responding to a report of reckless driving, on May 10 about a mile west of Eldridge on I-94, according to Sgt. Nathaniel King with the North Dakota Highway Patrol. The vehicle Barnes was driving entered Jamestown at exit 257, and the trooper discontinued the pursuit. The vehicle was later located by a Stutsman County Sheriff's Office deputy and a Jamestown police officer as it approached the intersection of 17th Street Southwest and U.S. Highway 281 where the vehicle drove through a red light and almost struck another motorist, according to Maj. Justin Blinsky, assistant chief of police for the Jamestown Police Department. Barnes continued to flee throughout parts of southeast Jamestown before he disregarded a red light and struck a 2021 GMC Sierra pickup, driven by a 30-year-old Jamestown man, traveling southbound through the intersection, Blinsky said. A Class C felony is punishable by five years in prison and a $10,000 fine. A Class A misdemeanor is punishable by 360 days in prison and a $3,000 fine.

Jamestown man sentenced for defrauding bank, using stolen identity
Jun. 14—JAMESTOWN — A 24-year-old Jamestown man was ordered to pay $15,748 in restitution recently in Southeast District Court in Jamestown for his role in using another person's identifying information and selling a vehicle where a bank has a security interest. Connor Ray Clemens pleaded guilty to unauthorized use of personal identifying information, a Class B felony that was later deemed a misdemeanor, and defrauding secured creditors, a Class B misdemeanor. Clemens was accused of using another individual's personal identifying information to obtain or attempt to obtain an aggregate of more than $1,000 from Sept. 10 to Nov. 25 and selling a vehicle where a bank has a security interest on July 15 Judge James Shockman sentenced Clemens to 360 days in the Stutsman County Correctional Center with 360 days suspended. Shockman placed Clemens on one-year supervised probation and ordered him to complete 40 hours of community service and to submit to fingerprints. Clemens was also ordered to pay a $25 community service supervision fee, $35 indigent defense application fee and a $25 victim-witness fee. A Class A misdemeanor is punishable by 360 days in prison and a $3,000 fine.

Bismarck man crashes vehicle in Jamestown after fleeing law enforcement, police say
May 10—JAMESTOWN — An 18-year-old Bismarck man was arrested Saturday, May 10, after he led law enforcement on a pursuit that started on Interstate 94 and ended in a two-vehicle crash in Jamestown, according to Maj. Justin Blinsky with the Jamestown Police Department. Jamie Raye Barnes is in the Stutsman County Correctional Center on suspicion of felony reckless endangerment, driving with a suspended license and possession of stolen property, Blinsky said. Barnes was also issued an infraction for possession of marijuana and faces additional charges from other law enforcement agencies involved in the incident, Blinsky said. Sgt. Nathaniel King with the North Dakota Highway Patrol said a state trooper responded to a report of reckless driving at about 8 a.m. Saturday on I-94. He said the trooper attempted to make a traffic stop on a 2002 Chevrolet Monte Carlo about a mile west of Eldridge on I-94 and the vehicle fled eastbound toward Jamestown. King said the vehicle exited into Jamestown and the trooper discontinued the pursuit and provided the description of the vehicle to the Jamestown Police Department. Blinsky said the Monte Carlo exited I-94 at exit 257 and entered Jamestown. He said the vehicle drove through residential areas in southwest Jamestown. Jamestown police officers and Stutsman County Sheriff's Office deputies were directed to the vehicle's locations by observations being radioed to them by the state trooper. The vehicle was located by a Stutsman County Sheriff's Office deputy and a Jamestown police officer as it approached the intersection of 17th Street Southwest and U.S. Highway 281. Blinsky said the vehicle blatantly drove through a red light and almost struck another motorist at the intersection. Jamestown police officers and Stutsman County deputies engaged in pursuing the vehicle on Business Loop West to alert other motorists of the reckless, speeding vehicle, Blinsky said. He said the vehicle turned onto 1st Avenue South and went northbound where a state trooper attempted to deploy tire deflating devices. He said the driver of the fleeing vehicle avoided the tire deflation devices by turning off 1st Avenue South. Blinsky said the vehicle continued to flee throughout parts of southeast Jamestown. As the vehicle was driving eastbound on 10th Street Southeast toward the intersection with 7th Avenue Southeast, the driver blatantly disregarded a red light and struck a 2021 GMC Sierra pickup, driven by a 30-year-old Jamestown man, traveling southbound through the intersection, Blinsky said. Both vehicles came to rest in the 1000 block of 7th Avenue Southeast. King said airbags were deployed in the crash. Blinsky said Barnes tried to flee on foot but was quickly taken into custody. Blinsky said the Monte Carlo contained two juvenile male passengers and a juvenile female passenger, all from Bismarck. He said Barnes and one male juvenile were transported by Jamestown Area Ambulance to Jamestown Regional Medical Center for non-life-threatening injuries. The 30-year-old Jamestown man received minor injuries and later received medical treatment via personal conveyance, Blinsky said. During the investigation, Blinsky said it was determined that Barnes fled from law enforcement in Bismarck Friday night. Blinsky said the Monte Carlo was taken from the owner without consent. He said impairment from drugs is believed to be a contributing factor. The Bismarck Police Department also assisted with the investigation. The incident remains under investigation.

Jamestown woman arrested on suspicion of child abuse
May 10—JAMESTOWN — A Jamestown woman was arrested Friday, May 9, after reports of a 6-month-old child suffering a spiral fracture of the arm while under the care of an unlicensed child care provider, according to Lt. Sid Mann with the Jamestown Police Department. Deborah E Jespersen, 55, was arrested on charges of child abuse-victim under 6 years old, a Class A felony, and providing early childhood services after her license was revoked, a Class B misdemeanor, Mann said. Jespersen is in the Stutsman County Correctional Center where she awaits formal charges from the Stutsman County state's attorney. Mann said the Jamestown Police Department completed an investigation on Friday into allegations of child abuse with a victim under 6 years old and providing childhood services after having a license revoked. He said the department obtained initial reports on April 29 of the 6-month-old victim suffering a fracture of the arm while under the care of an unlicensed child care provider. Mann said the Jamestown Police Department executed a search warrant at Jespersen's residence and seized evidence related to the initially reported crimes.
