62 files disposed of at Corporation file adalats in Ulloor and Sreekaryam zones
The Thiruvananthapuram Corporation on Monday initiated its series of file adalats across various ward centres to address files pending across the various wings of the civic body. A total of 62 files were disposed of in a file adalat held in Ulloor and Sreekaryam zones. The Corporation also took disciplinary action against three officials who had allegedly delayed action on files. First grade overseer was suspended on charges of delaying action on files as well as for staying away from the adalat. Department-level action was recommended against senior clerk and assistant engineer Geethu Prasanth for delaying action on various files. At the Ulloor zone, a total of 36 applications regarding pending files in various sections were received in advance. Out of this, 32 applications were disposed of. In addition, 12 applications were received during the adalat. Directions were issued to the officials concerned to take necessary action on these applications within seven days. At the Sreekaryam zone, 30 applications which were received in advance were disposed of, while appropriate action was recommended within seven days on 16 applications received during the adalat. On an application submitted by C.A. Lekshmidevi from Chempazhanthy ward regarding a delay in allocation of building number, the revenue inspector was directed to conduct a site inspection to certify the plan and allocate the number. application submitted in May this year for allocation of building number was cleared as the house was constructed in 2 cents of land. Occupancy certificate was cleared for considering the house was constructed under the LIFE housing project. In another case regarding occupancy certificate, an application submitted by Gokul Gopan was cleared provided he gave an affidavit that he would give up the required land unconditionally for road development in the future as per the master plan. Following an application submitted by from Mannanthala, it was decided to immediately take up the tarring of the Mannanthala-Oruvathilkonam-Chencherry Road utilising the Corporation's own funds. It was also decided to exempt a village library in Thuruvikkal from paying tax and arrears based on an application submitted by its secretary Mayor Arya Rajendran, Deputy Mayor P.K. Raju, standing committee chairpersons and other officials were present during the adalats. In the following days, adalats will be held in the other zones.

Thiruvananthapuram Corporation achieves Water Plus status in Swachh Survekshan rankings
Thiruvananthapuram Corporation achieved the Water Plus status in the Swachh Survekshan rankings for 2024 put out by the Union Ministry of Housing and Urban Affairs to rank the cleanest cities in the country. In a press release, the Corporation authorities said that the achievement was a result of the efforts taken by the civic body to ensure scientific treatment of septage and sewerage waste. The factors considered in awarding the Water Plus certificate include the reuse of sewage water, implementation of an effective septage waste collection system, achievement of Open Defecation Free City (ODF) status, public toilet system, sewage treatment plants located at Muttathara and Medical College, and a 24-hour septage call centre in the municipality. Last year, the municipality was in the ODF Plus category. This year, it achieved the the ODF Plus Plus category. The other municipalities from Kerala in the top 100 are Mattannur (Rank 53), Thrissur Corporation (Rank 58), Kozhikode Corporation (Rank 70), Alappuzha Municipality (Rank 80), Guruvayur Municipality (Rank 82), Thiruvananthapuram Corporation (Rank 89) and Kollam Corporation (Rank 93).

Kerala municipalities improve rankings in national cleanliness survey, eight in top 100
Kerala's municipalities have made significant improvements in the Swachh Survekshan rankings for 2024 put out by the Union Ministry of Housing and Urban Affairs to rank the cleanest cities in the country. As many as eight municipalities have secured ranks in the top 100 cleanest cities in the country. Last year, no municipality from the State featured on the top 100 list. At the top of municipalities from the State was Kochi Corporation at rank 50 among all local bodies in the country. Kochi has made a giant leap, considering its last year's rank of 416 among cities and 1,815 overall. The other municipalities from Kerala among the top 100 are Mattannur (rank 53), Thrissur Corporation (58), Kozhikode Corporation (70), Alappuzha municipality (80), Guruvayur municipality (82), Thiruvananthapuram Corporation (89) and Kollam (93). A total of 82 municipalities from the State have made it to the top 1,000 ranks. Mattannur municipality received a special national award for Promising Swachh City of a State. It climbed from rank 1,854 in 2023 to 53 nationally. In a first, 23 municipalities in Kerala have earned 'Garbage Free City' star ratings—with three receiving 3-star ratings (Alappuzha, Shoranur, Pattambi) and 20 earning 1-star ratings. Thiruvananthapuram Corporation achieved Water+ certification, and 77 municipalities received Open Defecation Free (ODF+) status. Kalpetta and two others were awarded the ODF++ certification. Minister for Local Self-Governments M.B. Rajesh, in a statement in Delhi, said that the awards reflect the great strides made by Kerala in waste management through the Malinyamuktham Nava Keralam campaign which was implemented intensively by the State government after the Brahmapuram fire in 2023. Kerala has become a model of cleanliness at the national level. He expressed hope that the national recognition will inspire all local bodies. In addition to the LSGD and the Suchitwa Mission, the Haritha Keralam Mission, Kudumbashree, Clean Kerala Company Limited and Kerala Solid Waste Management Project also contributed their services to the State's improvement in the Swachh Survekshan ranking. Mr. Rajesh, Mattannur Municipal Chairman N. Shajith, Additional Chief Secretary Puneet Kumar, Special Secretary T.V. Anupama, Executive Director of Suchitwa Mission U.V. Jose, and Joint Director Muhammad Huwais received the award for Mattannur municipality from Union Minister for Housing and Urban Affairs Manohar Lal Khattar at a function held in New Delhi on Thursday.

Net-zero carbon footprint goal: Thiruvananthapuram Corporation formulates NZCRB action plan report
The Thiruvananthapuram Corporation has prepared its Net Zero Carbon and Resilient Buildings (NZCRB) Action Plan Report as part of various ongoing efforts of the civic body to address climate change issues. NZCRB are structures designed to minimise their environmental impact and enhance their ability to withstand climate-related challenges. Such highly energy-efficient buildings can either produce their own renewable energy or purchase renewable energy, to offset their energy consumption, towards the goal of achieving a net-zero carbon footprint. Developed by the Corporation, with WRI India as knowledge partner, along with architects and experts as part of the working group, the NZCRB plan outlines 20 actions for reducing carbon emissions across the entire building lifecycle — from design and construction to operation and eventual demolition. Key actions Some of the key actions suggested include the development of a database on carbon content of building materials, designing and implementing a green procurement policy, integration of NZCRB principles in urban planning, and including city master plans and building the infrastructure and capacity for better end-of-life carbon management of buildings. Beyond reducing carbon emissions, the plan offers other benefits such as lower urban heat island effects, improved air quality, long-term energy and infrastructure savings and local green job creation. It also proposes a dedicated steering committee to oversee implementation and track progress. The action plan was released at an exhibition and dialogue titled 'Towards a Low Carbon and Climate Resilient Built Environment for Thiruvananthapuram' on Thursday. The event was jointly organised by the Corporation, WRI India, the Indian Society of Heating, Refrigerating and Air Conditioning Engineers (ISHRAE) and the Indian Green Building Council (IGBC). The exhibition spotlighted more than 10 innovative climate-responsive building materials and technologies, aimed at strengthening low-carbon construction. From new age heat pumps and high performance glass to walling materials with low thermal resistance, the exhibition showcased strategies to reduce whole life cycle carbon in buildings while ensuring thermal comfort.

Thiruvananthapuram Corporation forms special squad to monitor waste dumping in 10 wards surrounding airport
The Thiruvananthapuram Corporation on Thursday decided to form a special squad to prevent dumping of waste, including slaughter waste, in 10 wards within four km radius of the Thiruvananthapuram international airport as part of measures to prevent bird hits. The squads, consisting of health inspectors from various circles, will work in three shifts and will be present on the ground round-the-clock. 'Through the efforts of the Corporation over the past few months, the number of bird hits, which was above 11 last year, has now come down to less than four. We want to reduce this further and ensure that flights do not face any danger from bird hits. The special squads have been deployed with this aim, focussing on the area from Kumarichantha onwards, from where the aircrafts fly low for landing, and the area till Lulu Mall, which is in the take off path,' said S. Jahamgeer, Thiruvananthapuram Corporation secretary. The squads will carry out regular checks in possible areas of waste dumping, including markets, areas near slaughter houses, common areas and house compounds. The waste will be segregated and collected in the Corporation's vehicles to be taken to material collection facilities or aerobic bins. Lodge FIR In case of illegal waste dumping, the squads have been directed to capture live videos and photographs as proof and lodge an FIR under the Municipal Act 1994, Aircraft Rules 1934 and the Solid Waste Management Rules 2016. The squads can also take the help of police personnel to carry out joint checks, if required. Daily reports on the monitoring activities will be submitted to the project secretariat. The squads will also carry out awareness campaigns targeting the traders and residents of the area. Given 10 days The Corporation on Friday issued notices to the owners of the shops selling meat and fish in the area to install glass panels or transparent polythene covers at the front to prevent birds from getting attracted. The owners have been given 10 days to comply with the requirement. The squads will also map the waste dumping hotspots in the 10 wards. The Corporation has formed a WhatsApp group with the authorities of the city airport to monitor waste management activities.
