‘Systemic negligence in Tribal Welfare department', HRC directs immediate disbursement of wages to hostel workers

The State Human Rights Commission on Saturday held that administrative delay and failure to pay wages to post-metric hostel workers and daily wagers in the Tribal Welfare department amounts to systemic negligence and breach of public trust. Disposing of the case filed by workers' union leader B. Madhu, Chairperson Justice Shameem Akther recommended immediate disbursement of pending wages and initiation of disciplinary proceedings against the erring officials in the department. The Chief Secretary was directed to report compliance within two months. The SHRC noted that salaries denied to hostel workers and daily wage employees in the Tribal Welfare department for 39 months and 10 months respectively, constitutes a gross violation of human rights and an affront to the right to livelihood under Article 21 of the Constitution.

Sacked Goa Art and Culture Minister Govind Gaude, who had alleged corruption in the Tribal Welfare Department headed by Chief Minister Pramod Sawant, on Sunday said he would not resign as MLA or quit BJP and continue to work for tribal people. Addressing a public rally at Marcel village, Mr. Gaude said he has written letters to Prime Minister Narendra Modi, BJP chief J.P. Nadda, and President Droupadi Murmu informing them about 'happenings in the coastal State'.The tribal leader was sacked from the Sawant Cabinet on Wednesday, almost a month after he alleged corruption in the Tribal Welfare Department. Mr. Gaude said he would not resign as an MLA or from the BJP membership. 'I had not joined the BJP to resign from the party. I will stay with the party and help PM Modi achieve his dream of Viksit Bharat 2047,' he added. Mr. Gaude claimed he was not allowed to meet the party brass, including Mr. Nadda, during the last three-and-a-half years. 'Now, I know why they did it,' he added. He claimed Mr. Sawant had called him over the phone and asked him to resign due to 'pressure from Mr. Nadda'. 'Mr. Sawant told me that there was pressure from Mr. Nadda and asked me to resign. But he [Mr. Sawant] later told the media that it was his decision (to remove me from the Cabinet),' Mr. Gaude alleged. 60-year struggle Mr. Gaude said tribals in Goa have been struggling for justice for the last 60 years. 'I am fighting for their rights. Their demands should have been discussed, not the statement that I made about inefficiency and corruption in the Tribal Welfare department,' the former Minister said. He added that he would send copies of his speech to BJP leaders in Delhi to prevent wrong interpretation or narrative.

Government initiatives boosted Tamil Nadu's Class 12 pass rate

CHENNAI: The state government on Wednesday said various initiatives implemented in Adi Dravidar and Tribal Welfare department schools have resulted in a higher pass percentage among Class 12 students. According to a release, students from these schools are now gaining admission to top institutions such as the NITs and National Law Universities (NLUs). The government has spent around Rs 108 crore on constructing new classrooms and science laboratories, while infrastructure works worth Rs 125 crore are currently under way to further upgrade the schools. Coaching for competitive entrance exams, including JEE, NEET, is also being offered to students in tribal residential schools, the release stated. The government highlighted several welfare measures such as internship grant of Rs 10,000 for final-year law students from Adi Dravidar and tribal communities, and the Annal Ambedkar Overseas Higher Education Scheme, under which 176 students pursuing higher studies abroad are receiving scholarships of up to Rs 36 lakh per year. Other initiatives include the Tholkudi Research Fellowship Scheme to support research on tribal culture and the High-Skill Incentive Scheme, which provides Rs 25,000 to enhance the employability of graduates, the release said. Udhayanidhi launches Kalloori Kanavu 2025 to guide students Chennai: Deputy Chief Minister Udhayanidhi Stalin on Wednesday inaugurated the Kalloori Kanavu 2025 programme aimed at providing career guidance to students who have completed Class 12 this year. At the event, he distributed shields to 58 candidates who cleared the Railway Recruitment Board (RRB) and SSC exams after undergoing training under the Naan Mudhalvan scheme. Addressing the gathering, Udhayanidhi said Kalloori Kanavu will help one lakh students every year transition into higher education. Encouraging students to explore emerging fields such as data science, cybersecurity, AI, and quantum computing, Udhayanidhi urged them to pursue areas of interest based on the guidance received through the programme. Minister Anbil Mahesh Poyyamozhi and senior officials were present.

Tripura to introduce biometric attendance system in govt-run tribal hostels

Agartala, The Tripura Tribal Welfare department will introduce biometric attendance system in all government-run tribal hostels to closely monitor the presence of students, an official said on Monday. The Tribal Welfare department runs 164 tribal hostels, while 43 hostels are functioning under the Tripura Tribal Areas Autonomous District Council . The state government spends ₹80 crore annually for running these hostels. "Tribal Welfare minister Bikash Debbarma held a review meeting recently to check the functioning of tribal hostels. In the meeting, a number of decisions were taken to streamline the system to provide better facilities to the students," Tribal Welfare department Director Subhasish Das told PTI. He said the biometric attendance will be introduced in all hostels which function under the direct control of the department. "The boarders need to use biometric attendance system twice a day - morning and evening. This will not only help the department to maintain transparency in attendance but also check the alleged malpractice in running the hostels," Das said. The biometric system will be introduced in TTAADC and NGO-run hostels in the second phase, he said, adding initiatives have been taken to develop a dedicated software for this purpose. Das said the department which spends ₹80 per day per student on food, has proposed the government to increase the food money to ₹120 in view of the price rise. Out of 164 hostels, smart class facilities will be introduced in 100 hostels in the first phase so that the students residing in the hostels can get online classes to be controlled from a centralised mechanism in Agartala, he said. The department will provide digital library facility with 5G Internet connection to all hostels so that students could get the best possible facilities in their hostel, he said, adding solar lighting system will also be provided to hostels. Das said steps are being initiated to introduce clean and green awards to hostels at subdivision, district and state level for maintaining cleanliness and greenery. He said the department has already proposed to the government to appoint superintendent for all the hostels to manage them efficiently.
