Puducherry moving towards becoming a slum-free city, says CM Rangasamy

The Hindu2 days ago
Puducherry Chief Minister N. Rangasamy on Monday said his government aims to transform the union territory into a slum-free place.
Inaugurating the first phase of an initiative to hand over to landless beneficiaries free title deeds of the sites acquired by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department at Manavely and Manapet, the Chief Minister said the administration was nearer to achieving the goal with 90% of slums already cleared and the inhabitants rehoused in better homes.
While earlier, free land titles were given for 400 square feet units, for the first time, free land titles were being provided for 800 square feet units, he said. He also opened a community hall at Velrampet.
The government has been aiming for maximal uplift while formulating and implementing welfare schemes, the Chief Minister said. He also pointed out that Puducherry pioneered a separate special component funding for Scheduled Castes years ago.
This year, the allocation had been increased by ₹150 crore to fund the welfare programmes of the Adi Dravidar Welfare and Tribal Welfare department. The government will build tenements in rural areas to ensure housing for all. A committee has been formed for that. A survey will be conducted soon and apartments will be built.
As an indicator of the government's priority in education, Mr. Rangasamy pointed to the introduction of 10% reservation in medical education for NEET-qualifying students from government schools. It is planned to expand the horizontal reservation benefit across higher education avenues. Towards ensuring good education for children from the SC community, a sum of ₹65 crore had been allocated this year, he added.
Speaker R. Selvam, MLAs K.S.P. Ramesh, R. Senthilkumar, A. Muthamma, Commissioner-Secretary and A. Ilangovane, Department Director also participated.

NEET 2025: HC orders NTA to form grievance redress panel

The Delhi High Court has directed the National Testing Agency to form a standing grievance redressal committee to address issues raised by candidates who suffer a loss of time due to technical issues, without their fault, while appearing for the National Eligibility cum Entrance Test (NEET) examination. The court's direction came while dealing with a plea concerning NEET-UG 2025 in which a candidate, who appeared for the examination on May 4 at a Meerut centre, sought compensatory marks for allegedly suffering loss of time and mental disturbance due to irregularities in biometric verification at the exam centre. It stated that constitutional courts cannot be expected to scrutinise CCTV footage for such candidates who have been prejudiced on account of loss of exam time for no fault of their own, noting that such cases ought to be examined by a body of experts transparently and fairly. 'It may be observed that this court has come across a few individual cases where the candidates suffered loss of exam time for the reasons not attributable to them,' the court said. 'Accordingly, the respondent No.1 or NTA is directed to constitute a standing Grievance Redressal Committee for the said purpose, if not already in place, where aggrieved candidates may approach for redressal of their grievances,' the court said in its Monday order. The petitioner sought certain reliefs, including the awarding of compensatory marks in the medical entrance exam and preservation of CCTV footage from the concerned test centre. The petitioner alleged that during the authentication process, before the exam, the biometric verification did not work at the test centre, and he was made to file an application requesting permission to enter the examination hall. The plea said the petitioner was permitted to enter the examination hall only five minutes before the commencement of the test.

HC orders five-week probe into NEET fraud in BAMS admissions

The Punjab and Haryana High Court on Tuesday directed Guru Ravi Dass Ayurved University to complete within five weeks its inquiry into allegations that 15 students of Shiv Shakti Ayurvedic Medical College and Hospital, Moga, were admitted to the Bachelor of Ayurvedic Medicine and Surgery (BAMS) course on the basis of manipulated NEET details. The division bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry, while disposing of the students' petition, kept their results in abeyance and made their continuation in classes and internships strictly provisional. The 15 petitioners, admitted across the 2020 21 and 2021 22 academic sessions, had approached the court against show-cause notices issued by the university threatening cancellation of their admissions. The notices alleged that during the admission process, the petitioners' NEET ranking details were 'incorrectly furnished and deliberately suppressed,' giving an impression that they had qualified the national entrance test. The students had been given five days to explain why their admissions should not be cancelled. During hearings, the university informed the bench that the admissions were facilitated by two admission agents, Tarsem Kumar and Raj Kumar, who had filled the candidates' forms using doctored NEET data. A complaint from Rajbir Singh, a Patiala resident, had led the Vice-Chancellor of Guru Ravi Dass Ayurved University to order a probe. The inquiry was entrusted to Justice Rajiv Narain Raina, a retired judge of the Punjab and Haryana High Court, who is presently seized of the matter. On June 16, 2025, the court had allowed the students to appear in their ongoing examinations provisionally. In Tuesday's order, the bench underscored that it would not examine the merits of the allegations to avoid prejudicing the inquiry but found it appropriate to issue directions to balance the interests of the petitioners and the integrity of the ongoing probe. 'The enquiry shall be completed within five weeks; results of the examinations taken under interim orders shall not be declared but will remain subject to the probe's outcome; all petitioners except the two final-year students may attend next semester classes provisionally, and the two final-year students who completed their last-semester exams may start their one-year internship from July 30, also provisionally, all directions being subject to the enquiry's outcome,' the court said in its order . The petitioners' counsel had urged that without declaration of results and permission to progress academically, their careers would be jeopardized, especially for the two senior-most students who had completed their final semester and were required to commence a one-year internship starting July 30. The bench acceded to a limited relief, clarifying that no equity could be claimed by the petitioners if the inquiry ultimately confirmed irregularities. The ruling comes amid heightened scrutiny of irregular admissions in professional courses, particularly where admission agents have been accused of gaming centralised counselling by supplying false NEET data.

Digital library initiative launched in all high schools of Vypeen constituency

Kochi: Speaker A N Shamseer stated that the digital library initiative introduced in all high schools of the Vypeen constituency was highly commendable. He was speaking after inaugurating the digital libraries across all high schools in Vypeen at an event held at St Mary's High School in Pallippuram, on Tuesday. He also emphasised the need to implement the initiative in all schools across all constituencies. "Students must use this system diligently. This is a crucial period in their character formation. They should read and learn with focus, avoiding negative influences prevalent in society," he said. "If we can help children develop a good character now, that will stay with them for life," he added. The speaker also stressed the need to include the Constitution as part of curriculum alongside academic subjects. "Every Indian citizen has the right to choose, practise and propagate any religion. Unfortunately, we are witnessing situations where these rights are being questioned. At a time when mythology is being used to overshadow science, we must nurture rational thinking and critical reasoning in our children," he noted. According to Vypeen MLA K N Unnikrishnan, it was the first time in Kerala that all high schools within a single constituency have been equipped with digital libraries. "The e-libraries offer a wide range of books from the works of renowned senior authors to writings by emerging young writers. They are also designed to greatly benefit aspirants preparing for competitive exams like NEET, JEE among others," said Unnikrishnan.
