In its Tugon ng Masa conducted from July 12 to 17, Octa Research said that Marcos' trust ratings were at 64 percent, a four-point increase from 60 percent. His performance rating saw a three-point increase to 62 percent, which still fell within the survey's margin of error. Octa Research said that Marcos held the highest trust and performance ratings in the second quarter of 2025 among all top officials surveyed, including Vice President Sara Duterte, Senate President Francis Escudero, and House of Representatives Speaker Martin Romualdez. 'These gains in trust and performance ratings represent an apparent reversal of the downward trend observed since the fourth quarter of 2024. They underscore a renewed confidence in the President's leadership,' the polling firm noted. Meanwhile, the survey showed that Duterte's trust rating fell from 58 percent to 54 percent, while her performance rating dipped by six points from 56 percent to 50 percent. The polling firm said that the declines in Duterte's trust and performance ratings 'were broad-based, affecting most major regions and socioeconomic classes, with particularly steep drops recorded in NCR [National Capital Region] and Balance Luzon.' Despite this, the firm noted that both Marcos and Duterte 'continue to enjoy majority backing' as their trust and approval ratings remained above the 50 percent mark. The second quarter survey is a contrast to the survey released by the polling firm last April 2025 where Marcos' trust and performance ratings declined both by five points while Duterte's increased by nine and eight points, respectively. Escudero, Romualdez ratings Escudero's trust and performance ratings also dropped by both four points to 51 percent and 49 percent at the national level, respectively. However, the survey showed that Escudero got notable support from Mindanao where his trust rating increased by 11 percent and performance rating at 17 percent. The firm noted that this is 'the most significant regional gain recorded for any top official in a quarter.' On the other hand, the survey said that Romualdez is one of the two top officials, along with Marcos, who saw improvements in trust and performance ratings. Romualdez' trust rating rose from 54 percent to 57 percent while his performance rating increased by four points to 59 percent. The firm said that Romualdez' improvements 'are particularly significant as they were broad-based, with gains recorded across all major regions and socioeconomic classes.' Majority of Filipinos support impeachment trial for VP Sara Duterte — OCTA

Majority of Filipinos believe that Vice President Sara Duterte should face an impeachment trial, according to the July 2025 Tugon ng Masa (TNM) survey conducted by OCTA Research. The survey shows that 80% of respondents agreed that Duterte should stand trial to respond to the allegations against her. Fourteen percent disagreed, while 7% were either undecided or declined to answer. Support for the trial was recorded across all regions: 87% in the National Capital Region, 77% in Balance Luzon, 92% in the Visayas, and 69% in Mindanao. High support was also consistent across socio-economic classes, with 80% from Classes A to D, and 78% from Class E. Among those who supported the impeachment trial, 59% said Duterte should answer the charges, clear her name, and prove she deserves to stay in office. Twenty-one percent said they believed in the charges, while 16% said undergoing trial is necessary if she plans to run in the 2028 elections. Of those who opposed the trial, 44% said it was a political conflict between Duterte and President Ferdinand Marcos Jr., 33% said they believed in her integrity and rejected the accusations, and 19% said she should focus on public service instead. The survey was conducted from July 12 to 17, 2025, through face-to-face interviews with 1,200 Filipino adults aged 18 and above. The results were released a week after the Supreme Court declared the Articles of Impeachment against Duterte unconstitutional. The decision stemmed from a petition filed by Duterte and lawyer Israelito Torreon, among others. Supreme Court spokesperson Camille Ting clarified that the ruling does not absolve Duterte of the charges, and that a new impeachment complaint may be filed starting February 6, 2026. Three impeachment complaints were filed against Duterte in December 2024, all linked to the alleged misuse of confidential funds. A fourth complaint, endorsed by more than one-third of House lawmakers, was transmitted to the Senate. Duterte has denied the allegations and pleaded 'not guilty,' calling the impeachment complaint a mere 'scrap of paper.'

Majority of Filipinos believe that Vice President Sara Duterte should face an impeachment trial to answer the charges against her, results of a survey conducted by OCTA Research showed. The July 2025 Tugon ng Masa (TNM) Survey, released on Sunday, showed that 80% of respondents answered in the affirmative when asked if they thought Duterte should face trial. There were 14% who disagreed, while the remaining 7% were undecided or refused to answer. Majority support for the trial was seen across all regions: 87% in the National Capital Region, 77% in balance Luzon, 92% in the Visayas, and 69% in Mindanao. This was also the case across socio-economic classes: 80% for Classes A, B, C, and D, and 78% for Class E. For those who agreed that Duterte should face the impeachment trial, the most commonly cited reason, with 59% of respondents, was that she should address the charges, clear her name, and prove herself worthy of her position. Other reasons include a belief in the charges with 21%, and the view that facing trial is necessary for her to remain eligible to run in the 2028 elections with 16%. Among those who opposed a trial, 44% said the issue is a political conflict between the camps of Duterte and President Ferdinand 'Bongbong' Marcos Jr., whom she ran alongside with in the 2022 national elections. Other cited a belief in her integrity and disbelief in the allegations with 33%, while 19% said she should focus instead on serving the nation. The survey fieldwork was conducted using face-to-face interviews from July 12 to July 17, 2025, a week before the Supreme Court released its decision declaring that the Articles of Impeachment against Duterte as unconstitutional. SC spokesperson Camille Ting noted, however, that the SC is not absolving Duterte from any of the charges against her, but any subsequent impeachment complaint may only be filed starting February 6, 2026. The survey polled 1,200 male and female respondents aged 18 and above. It has a margin of error of ±3 % at a 95% confidence level. Subnational estimates carry a ±6% margin of error for Metro Manila, Balance Luzon, Visayas, and Mindanao. Out of the respondents, 97% said they have heard, read, or watched anything about the impeachment complaint, while 2% said they were unaware. The recent SC decision is in relation to the petition filed by Duterte and lawyer Israelito Torreon, among others, seeking to declare the Articles of Impeachment against her null and void Lawyer and Constitutional law expert Domingo 'Egon' Cayosa on Saturday said the Senate may still opt to proceed with the trial, as it may assert its 'exclusive power' with regard to impeachment matters. Three impeachment complaints were filed against Duterte in December 2024, all of which were connected with the alleged misuse of confidential funds. The fourth impeachment complaint, endorsed by over one-third of lawmakers from the House of Representatives, was later on transmitted to the Senate. Majority of Filipinos are in favor of the Philippines rejoining the International Criminal Court (ICC), according to the results of an OCTA Research survey released on Monday. The Tugon ng Masa nationwide survey, conducted from April 20 to 24, showed that 57% of Filipinos want the country to rejoin the ICC while 37% are opposed to the move, and 6% remain undecided. Those who expressed support for rejoining the ICC was strong in most regions of the country. The survey results indicated that in Metro Manila, Balance Luzon, and the Visayas, at least 60% of respondents backed the move. However, Mindanao was an exception—with only 30% in favor of rejoining the ICC and 66% rejecting it, the highest rate of opposition recorded across regions. Across socioeconomic classes and age groups, support remains relatively consistent with at least half of the respondents in each category favoring rejoining, according to the survey. Further, opposition by class ranges from 34% to 42%, with the highest levels in Class E. By age, opposition spans 32% to 44%, with at least 40% of adults aged 18–24, 35–44, and 45–54 not in favor of rejoining the ICC. A total of 1,200 male and female respondents aged 18 and above were interviewed face-to-face for the study. The survey has a margin of error of ±3 % at a 95% confidence level. Subnational estimates for the geographic areas covered in the survey have the following margins of error at a 95% confidence level: ±6% for Metro Manila, Balance Luzon, Visayas, and Mindanao. Respondents were shown the following statement before they were asked of their stand: The International Criminal Court (ICC) is a global institution dedicated to upholding justice and protecting human rights by holding individuals accountable for the most serious crimes, including genocide, crimes against humanity, war crimes, and aggression. The Philippines withdrew from the ICC's founding treaty, the Rome Statute, in 2019 after the tribunal launched a probe into the Duterte administration's deadly drug war. When asked last March about the possibility of the Philippines rejoining the ICC, Marcos simply smiled and said the matter had not been discussed. This was after the arrest of his predecessor Rodrigo Duterte and the latter's detention in the Netherlands on charges of crimes against humanity before the ICC. However, Palace Press Officer Undersecretary Atty.
