Contractor found using subpar steel in Chilla elevated road: Noida authority

The contractor building the Chilla Elevated Road, a key link between Mayur Vihar in Delhi and the Mahamaya Flyover on the Noida Expressway, is using substandard steel for the pillars, the Noida authority said on Friday. The authority expressed strong dissatisfaction with the contractor and issued a notice for violating approved construction norms. (HT Archive) The discovery was made during a site inspection on Friday by Noida authority's chief executive officer Lokesh M, who was accompanied by officer on special duty Mahendra Prasad, general manager AK Arora, SP Singh, and other officials. The inspection revealed that the UP Bridge Corporation (UPBC), responsible for building the elevated road, was using steel that did not meet the authority's standards. 'We found that UPBCL is using substandard steel in the construction against the approved norms. We have strictly directed the agency to use the steel approved by the authority. We have also issued a notice to UPBCL seeking their reply against this anomaly,' said Lokesh M. The CEO also instructed the civil department to impose a penalty on the agency for project delays and for failing to complete work on time. Despite seeking more time, the agency has made unsatisfactory progress on the ground, officials said. The 5.6km Chilla Elevated Road project was launched in March 2025 to reduce daily congestion on the Delhi-Noida Link Road. The ₹893 crore project is expected to be completed in three years and will offer direct connectivity between Mayur Vihar and Greater Noida, Noida Sector 37, Kalindi Kunj, and Faridabad, among other locations. The road aims to ease chronic traffic bottlenecks between Noida Sector 14A and the Mahamaya Flyover, offering relief to thousands of commuters during peak hours. The project was first conceptualised in 2012, but faced delays due to funding issues from the Public Works Department (PWD), realignment around a GAIL gas pipeline, and Covid-19-related disruptions. After Delhi government approval in 2018, Uttar Pradesh chief minister Yogi Adityanath laid the foundation stone in January 2019. In addition to this project, the CEO also reviewed the golf course in Sector 151A, a new building in Sector 96, the approach road for a new bridge across the Hindon between Sectors 145 and 146, the nearly finished Bhangel elevated road, and roads in Sector 18, officials said. He also directed the water works department to involve IIT Delhi in a detailed city survey to find solutions for recurring waterlogging, which causes trouble for residents during rains, according to officials.

Ghaziabad: In the works since 2017, the 600m-long railway overbridge in Madhuban Bapudham may finally see the light of day by the end of this year. The GDA-mandated project is being executed by two agencies – UP Bridge Corporation and Indian Railways – and has missed several deadlines over fund crisis, delayed clearances, and a lack of consensus between the agencies. GDA official Rudresh Shukla said that the agencies have now assured that the project will be completed soon. "The UP Bridge Corporation, which is developing the approach road on both sides of the rail overbridge, has completed about 80% of the work, while the railway has drawn up a plan for the rail overbridge, which will start shortly," he said. The rail overbridge is planned to be 45m wide and 600m long and will offer a much-needed link between Madhuban Bapudham on one side and Meerut Road and Hapur on the other. While the railway initially pegged an estimate of Rs 26 crore for the overbridge, since 2017, the cost has gone up to over Rs 34 crore. The Train Vehicle Unit (TUV) model was employed to provide cost estimates, which is measured at a crossing by multiplying the number of trains with the number of road vehicles passing over the level crossing in 24 hours. Its final computation led to the current cost estimates. Costs for the approach road, which the UP Bridge Corporation is constructing, have also gone up to Rs 53 crore. The project has been embroiled in delays, first because the design of the overbridge had to be altered and later due to a shortage of funds. As per norms, if the cost escalation for a project is 20% or more, it has to get approval from the GDA board. The board granted approval for the same last year with a direction to expedite the work.

Varanasi: Chief minister Yogi Adityanath warned the working agencies, including PWD, Jal Nigam and UP Bridge Corporation, not to miss the deadline for the ongoing projects. While reviewing progress in the ongoing development works and also law and order at the circuit house auditorium on Monday evening, Yogi specifically instructed that ongoing development projects in the district be completed within the stipulated timeframe through a campaign on a war-footing. Upon becoming aware that many projects run by agencies like PWD, UPBC and UPJN in the district were not on schedule, he said that an extension in time for completion of projects leads to unnecessary expenses and affects quality. Therefore, ensure that all projects are completed on time and with quality, said Yogi, mentioning that timely completion of projects benefits people as per the govt's intent. Seeking details on the plantation drive for the year, Yogi asked for organised tree planting on road medians and proper irrigation arrangements for it. He directed that street vendors be organised to avoid obstruction at city intersections and crowded places. He emphasised that no road should be dug without permission. Departments responsible for road digging should restore roads promptly and efficiently, considering public movement. "There should be no negligence at any level in the implementation of development projects," he said, adding, "Before the monsoon, 100% cleaning of drains and sewers must be ensured as a priority to prevent waterlogging in the city. The silt removed during cleaning should be immediately disposed of. " He also instructed police and administrative officers to ensure prompt resolution of public issues and to strengthen law and order. He directed the municipal corporation to focus on urban cleanliness and the panchayati raj department on rural sanitation. Yogi also mobilised officials by mentioning that being posted in the ancient city of Kashi, a centre of Sanatan Dharma, is a matter of fortune for all, hence each department should perform better. The CM said that all departments should conduct public hearings promptly and resolve complaints received through IGRS, CM Helpline with quality assurance. "Illegal mining should be strictly stopped, and those involved should face stringent action," he said. Yogi also reviewed preparations for International Yoga Day on June 21 and said that the events should be organized grandly with public participation. Asking to prioritise the restoration of rivers, Yogi directed officials to create an effective action plan with public involvement for the restoration of Varuna and Assi. Under the 'Ek Ped Maa Ke Naam' initiative, he directed extensive tree plantation and the development of city forests. "Public participation with voluntary and social organizations should be ensured in this work," he said. Asking police officials to improve performance, he emphasized stricter measures to check crime against women and children. He said that cases related to revenue should be resolved within a set timeframe. "Keep an eye on road safety and cattle smuggling and increase foot patrolling. The functioning of police stations and lines should be regularly reviewed. Police personnel should not be assigned long-term duties in border areas," he said. "Regular reviews should be conducted to effectively curb cattle smuggling and those involved in the practice should be identified and dealt with strictly," the CM added. Yogi asked VDA to promote activities near international cricket stadium at Ganjari Stadium. He also reviewed the process of map approvals and pending cases.

Ghaziabad: Ghaziabad Development Authority (GDA) has started revamp work on a 2.7km stretch in Raj Nagar Extension. The township, developed in the early 2000s, has grown exponentially in-terms of population over the last couple decades, but the infrastructure has come under strain. The road connects Delhi-Meerut Road through GT Road via Hindon Elevated Road. Under this project, the stretch will be widened to 24m from its current width of 6m. "This will give much-needed relief to end congestion in the township. The total station survey was conducted by GDA's land acquisition and engineering department, who estimated the cost of construction to be Rs 31 crore. Land will also be acquired, which the development authority will directly acquire from owners at a mutually agreed rate," said GDA official Rudresh Shukla. Vehicles travelling from Delhi and Noida that enter Ghaziabad through Muradnagar and Modinagar travel through the stretch to reach the Hindon civil terminal and the elevated road. "The stretch, once developed, will also be connected to the outer ring road, which on one side will connect the proposed Harnandipuram township and the Hindon elevated road on the other side," Shukla said. Last month, GDA set in motion another plan to connect RNE with Noornagar in two phases. In the first phase, a 750m long and 18m wide stretch will be constructed while the second phase involves the construction of a 350m long and 24m wide stretch. The second stretch will be abutting the embankment along the Hindon river. As per estimates, Rs 32 crore will be spent on acquiring land from the farmers, and an additional Rs 10 crore will be needed for the construction of the road. Additionally, as part of measures to decongest the RNE roundabout, the UP Bridge Corporation had constructed a flyover in the area in 2019. The 586m long and 11m wide flyover provided some respite to commuters, but since 2019, the population influx necessitated the need for a bypass. Lucknow: Flyovers and overbridges are meant to shorten distances for commuters. But for residents of Lucknow's Para, there's an overbridge too far to cross. Or, rather, it has become a flyover that goes nowhere. An underconstruction railway overbridge on Krishnanagar-Kesarikheda crossing in Para on Lucknow-Kanpur rail section has met an unexpected hurdle — a two-story building that has blocked the passage and stalled the further construction of the overbridge. The images of underconstruction ROB getting blocked at the building have gone viral on social media and triggered a meme storm. The reel has already garnered over 17,000 likes, 47,000 shares, and 915 comments. The reel shows iron bars from the flyover seemingly connecting directly to the building. Some netizens have dubbed it as the "eighth wonder". The construction has been halted for the past three months. Reason: Eight houses and shops stand directly in the construction path, and their owners haven't received the adequate compensation for land acquisition. While construction continues in unaffected areas, this critical bottleneck remains untouched. Areas bearing the brunt of this delay include Maharajapuram, Balkrishna Nagar, Panditkheda, Kesarikheda, Gangakheda, Laxmi Vihar, Bhawanipuram, and Ganeshnagar. The ROB was designed to ease commute between Indralok Colony (near Krishnanagar's Traffic Park) and Kesarikheda and help around 5 lakh residents in surrounding areas like Maharajapuram, Panditkheda, and Gangakheda, who grapple with severe traffic jams, especially during peak hours. The Krishnanagar-Kesarikheda crossing shuts for more than 60 times daily to give passage to trains. Commuters face frustrating 15-20 minute waits with each closure. Residents had for long been demanding an overbridge and their wish was fulfilled by defence minister and Lucknow MP Rajnath Singh, who got the approval for the project from the state govt and railways. The foundation stone for the 2-lane and nearly a kilometre-long ROB, being built at cost of Rs 74 crore project, was laid by Rajnath on July 17, 2023. Work began in Feb 2024 and 75% of the project is already complete. Rajnath's PRO Raghuvendra Shukla said there was an issue in land acquisition as the owner of the land illegally occupied some railway land, and the matter was in court. Now, the issue has been nearly resolved after the intervention of the district administration and work will resume post-demolition of the said building, he added. A senior official from UP Bridge Corporation confirmed that the issue is resolved and work will resume soon.
