How fish farming is transforming former Naxalites in J'khand

Gumla: Former insurgents in eastern Jharkhand are trading guns for fishing nets under a central government scheme that has helped transform a once violence-torn region and contributed to its removal from a list of Naxalite-affected areas.
Jyothi Lakra, 41, was once part of a Naxalite group before abandoning the Left-wing insurgency in 2002. Today, he runs a fish feed mill that earned him Rs 8,00,000 in net profit last year under the Centre's Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme.
"There were no shops selling fish feed nearby. Villagers had to travel 150 km to buy fish feed," said Lakra, who received Rs 18 lakh grant to set up his mill in Gumla district's Basia block. "So I decided to set up a fish feed mill," he told PTI.
The PMMSY scheme, launched in 2020-21 with joint central and state implementation, has trained 157 individual beneficiaries in Gumla district over four years. About 25 per cent of the 8,000-9,000 families in the district now engaged in fish farming were former Naxalite supporters or participants, according to District Fishery Officer Kusumlata.
Gumla district was removed from the Union Home Ministry's list of Naxalite-affected areas in May 2025, alongside Ranchi district, marking a significant decline in Left-wing extremism in the region.
The transformation is stark in areas where "eight out of ten families" once supported what they called a "revolutionary" way of life, according to local officials. Deserted villages have been repopulated, schools and hospitals reopened, and agricultural activity resumed.
Ishwar Gop, 42, another former Naxalite who joined the anti-Maoist Shanti Sena group, now harvests eight quintals of fish annually worth Rs 2,50,000 from a government pond he leases for Rs 1,100 per three-year period.
"I make a profit of Rs 1,20,000 after expenses," said Gop, who owns 25 acres of farmland but found fish farming more profitable than traditional agriculture.
The fish farming initiative began in 2009 when State Fishery Extension Officer Mugda Kumar Topo was posted in the region despite security concerns.
"It was difficult to enter Basia block of Gumla district as Naxal activities were at their peak," said Topo, now based in state capital Ranchi. "After speaking to 50-odd families, a pilot was launched."
The government leased 22 tanks to interested families, including one in a remote forest area that required convincing a former Naxalite to operate due to security fears.
Om Prakash Sahu, an active Naxal supporter until 2007, now operates six fish ponds and harvests 40 quintals annually. In 2024, he received assistance for three ponds with advanced Recirculatory Aquaculture System technology.

Justice Gavai said that the Supreme Court drew inspiration from Ambedkar's vision of a united India when it upheld the Centre's decision to abrogate Article 370, which had granted special status to the erstwhile state of Jammu and Kashmir. The Bharatiya Janata Party-led Centre had abrogated Article 370 in August 2019. It also bifurcated the state into two Union Territories: Jammu and Kashmir, and Ladakh. In December 2023, the Supreme Court, with Justice Gavai as a member of the five-judge Constitution bench, upheld the validity of the 2019 order abrogating Article 370 and ordered the Centre to restore statehood to Jammu and Kashmir. 'When the hearing was underway, I recalled Dr Babasaheb's words that one Constitution is suited for a country,' Justice Gavai said while addressing a gathering at the inauguration of the Constitution Preamble Park in New Delhi. 'If we want to keep the country united, we need only one Constitution.' The Chief Justice of India added that Ambedkar had faced criticism, with some people saying that the Constitution's strong federalism might compromise national unity, especially during wartime. Ambedkar had then responded to his critics that the Constitution would suit all the challenges and keep the nation united, PTI quoted Justice Gavai as saying. 'See the situation in the neighbouring countries, be it Pakistan, Bangladesh or Sri Lanka,' he added. 'Whenever our country faces challenges, it has remained united.'

The Visakha Ukku Parirakshana Porata Committee has demanded that the Centre and the RINL-Visakhapatnam Steel Plant (VSP) management withdraw the decision to hand over the core units of the steel plant to private contractors for operation and maintenance. Speaking to reporters here on Saturday, committee chairmen Mantri Rajasekhar, Ch. Narasinga Rao and D. Adinarayana alleged that a Union Minister Nitin Gadkari-backed private contracting company from Maharashtra has already been undertaking contract work of the Marketing Department. The contract company is not following the rules and regulations of the steel plant. Now, the government and the management have decided to give more core units to private contractors, like the company from Maharashtra, thereby indirectly conspiring to privatise the plant. The management has also issued an RoI (request of interest) inviting interested private companies to operate & maintain the Steel Plant's Sinter plant, and Raw Material Handling plant, they added. 'The leaders and workers of the Porata Committee are strongly opposing this step of handing over the steel plant core units to private contractors in a phased manner, thereby removing the existing regular and contract staff, which is a heinous act of the government. People should take note of all these things of the government, and the committee is also fighting against these decisions until the plant withdraw them,' said Mr. Narasinga Rao. Mr. Rajasekhar said in the last decade, there has been no recruitment in the plant, no increase in the salaries or promotions of the staff. He said that these are psychologically weakening the workforce forcing them to work under pressure and dissatisfaction. These were one of the reasons behind the increasing number of the staff showing interest in the voluntary retirement scheme (VRS), he said. Blast Furnace-3 Speaking about the resumption of charging of Blast Furnace-3 on June 27, they said that they welcome the good step taken by the plant management to reopen Blast Furnace-3, but it is not a permanent or effective solution to revive the plant profitably or regain the glory of the plant. 'The immediate step or solution is to allot captive mines or merge the plant with Steel Authority of India Limited (SAI). Otherwise, there is no point in running the furnaces by spending thousands of crores of rupees additionally by depending on others to procure raw materials,' said Mr. Adinarayana.
